Because they never said that, they just did it. They're communication is horrible, and if they had released this information along with the new schedule, maybe we wouldn't be so angry. But they just put up a new schedule and hoped nobody would notice.

I wrote to the PA expressing my concerns about the weekend and late night schedule (specifically on the 33/JSQ line). Here is the response (nothing really of interest):
Thanks for reaching out. I have passed along your feedback to the Transportation Department, which manages the service schedule. The recent schedule change is necessary in order to allow for work on our capital programs to stay on track, and for post-Sandy repairs to be completed. Our Transportation Division takes a number of factors into account when suggesting changes to the schedule, including travel demand forecasts, ridership patterns, passenger feedback, and connections to other services, to name a few. As you may recall, the PATH system sustained extensive system-wide damage as a result of Superstorm Sandy. Restoration and recovery alone is estimated to cost $1.3 billion. Though trains are running, our system is still suffering from signal and power problems, and deteriorating track conditions, much of which came as a direct result of the system being submerged in salt water. In some sections, the water sat for days. At the same time, we are very aware of the growing demand for PATH in the region, and have a number of modernization and capital projects in process to help expand capacity. Though we lost a few months of progress on these programs due to Superstorm Sandy, work is now being done again. In the near future, we are also planning on expanding the platform capacity for stations on the Newark ? WTC line to allow for 10-car trains. We are currently only able to run 8-car trains on that line due to shorter platforms at Grove Street Station. We targeted our service reductions to inconvenience the least amount of passengers possible. On Sunday May 26, 2013 PATH service on the NWK-WTC line will operate on a 20 minute schedule. Trains will depart NWK at :00,:20 & :40. Trains will depart WTC at :07,:27 & :47.

That new schedule was announced in a new service advisory a few weeks back and you are right about being angry... the platforms are packed and they also seem to run fewer cars so people stand.

How is it possible that PATH trains, both to WTC and 33rd, now run every 35 minutes on weekends? I don't take PATH that often (thank god) but both today and last weekend they've been running on a 35 minute schedule. That is absolutely unconscionable. Their web site doesn't even have any service advisories. This is absolutely f'ing ridiculous.
Can't wait until lease is up to move back to the city and never have to ride the PATH again. Worst train system in the metro area.

The WTC projects seem like they will have a huge impact on any other possible PATH/service upgrades for a long time to come. It would be really nice to see some pressure being exerted by Christie and our new mayor but with the PA being an independent organization it seems things may just continue to get worse.

A great way to vent proactively is by volunteering to be on the PATH Patron Advisory Committee. They meet a few times a year--I've done it and it was very informative and offered a few perks....

What!? How would that work? Those already overworked conductors will need to add to their workload by warning people to not be in the last two cars if they want to get off at Grove. That's asking too much of them!!! You KNOW that inserting keys into a panel, and opening and closing doors, is a very hard job. Which is why they can NOT be expected to fully know or understand their own PATH rules/regulations.
(For those who lack a sarcasm radar, please understand that the above is exactly that: sarcasm)

The MTA did it at South St. for the longest on the 1 line. SEPTA over in Philly does it. NJ Transit does it. just more bullsh!t

Sent the PATH a message asking how they could justify cutting back service amid record ridership. Amazingly, got a prompt reply:

Train service from WTC to Newark overnight (weeknights) is definitely now every 35 minutes. I got there for what I thought would be a 12:35am train (as my android app hasn't been updated for the new schedule yet), and found that the train left at 12:30am, and they are 35 minutes in between trains now.
Ended up shelling out for a cab rather then have to wait down there for another hour. Got home before that 1:05 train would've left.

The service cutbacks are pretty much all on Sunday.
But they are major. The NWK-WTC line on Sunday morning used to depart NWK at 9:15, 9:30, 9:45 etc before shifting to a 10-minute sked at some point. Now, it will be 9:15, 9:50, 10:20 before shifting to a 20-minute sked. Means overfilled trains and long waits getting into the city on Sunday morning. This while the 33rd St. line is leaving JSQ at 8:55, 9:30, 10:05 and 10:35. That's the same -- a cutback from a few years back that has been grandfathered in silently. Those trains are stuffed to the gills.

I recall Goldman boasting that his building of the 110 and 111 First street projects will attract plenty of new Freedom tower workers. Let us see if those employees will come if they have to endure the PATH hell being visited upon us. Hopefully, this will result in decreased rental potential, which will force the developers to step in.

They could always rent...they don't want to pay.
They also used to run express on the NWK-WTC, and run HOB-WTC on the weekend...now the HOB-WTC is the bastard child line. Closes with no notice, and if you live by the Hoboken or Newport stops you're screwed late or on the weekend. The new Freedom Tower is opening so anyone think that will come back?

Seeing a uniformed PATH employee help guide customers onto the jitneys at JSQ served to underscore their impotence during that crisis, for me. Emergency bus service between their transit hubs at JSQ and PABT should be part of their future planning. My main gripe about the PATH is the lack of weekday service to Jersey City, when it?s patently clear where the majority of the ridership lies. It?s really frustrating to stand on the suffocatingly hot platform at 9th street and watch a train to Hoboken pass by with, at most, 20 people per car, followed by a train to JSQ that?s packed to the doors, even well into the evening. With the exception of rush hours, I think all trains from 33rd street should terminate at JSQ., with alternating trains taking the Hoboken/JSQ route. It?s the same travel time for folks at Hoboken, since they're the first stop after the city, and people going to JC can decide whether they want to take the express or the scenic route. With all the new development being proposed in JC, something needs to happen to alleviate the overcrowding somewhere along the system, and if new infrastructure isn't going to happen, this seems like the most logical solution.

The HUGE difference between PATH and MTA is that MTA actually substitutes service. If they close a line (like PATH did for months)- they offer bus or alternate service. NOT take a cab.
The MTA has the H in the Rockaways right now. The PATH basically told us- and really told people in Hoboken- to shove it. And, 35 minute gaps in service are ridiculous. It should never be more than 20. Also, the PA is nothing but a patronage mill. Their employees are grossly overpaid and the governors just collude to keep paying more to keep the votes coming. The PATH should be a seperate entity, with the board being a mayor in each city on the line to ensure political responsibility when crap likes this happens.

They did, and the plan was to build a new four-tube rail tunnel. Port Authority and the federal government were supposed to pick up most of the tab. Gov Chris Christie axed it in 2010, claiming that the costs were underestimated, and the project would cost NJ too much money.

Service EWR to WTC was on a 35 min schedule until 9:15 AM. Looks to me like with the new schedule, trains between 9:15 AM and 7:15 PM on Sunday was on a 15 minute schedule, and is now on a 20 min schedule. I didn't notice a difference in crowding on that very train, yesterday afternoon.
