No one is claiming that people are confused about who is president. My statement "improper use of protocol by the media has led to confusion among the populace" is meant to convey that people are confused about the proper way to address a former president. Are you really that dense?
And, yes, it is "only" etiquette and protocol, but these things do matter in some occasions.

Actually, the proper protocol is for Bill Clinton to be referred to as "The Honorable William J. Clinton" or "The Honorable William Jefferson Clinton". In conversation, he should be referred to as "Mr. Clinton". If you wish to include a reference to his former status as president, you can add that after his name, like this: "42nd President of the United States" or "President of the United States, 1993 - 2001"
There is only one person that can hold the title of "Mr. President" at any one time, which is why it is improper to use the title when referring to former presidents. The same goes for Mayor, Governor, etc. Senators, Secretaries, Representatives, Assemblymen, etc. are titles held by many at any one time, at the same level, which is why it is OK to use those titles when referring to former holders (such as, Madame Secretary, when referring to Hillary Clinton.) Unfortunately, improper use of protocol by the media has led to confusion among the populace.

I'm not going to debate on the possibility of 1 vs 2 terms, but without any significant campaign finance reform I think you'd be hard pressed to find any pol that isn't trying to replenish the war chest almost immediately once an election is over. It just happens that Fulop is pulling big names that make it newsworthy to help him along. That said I'd like to get a full 2 terms out of a mayor I support.
