Jersey City moves toward closing parking authority
Associated Press 11 a.m. EDT August 16, 2014 JERSEY CITY ? Jersey City is moving closer to realizing Mayor Steven Fulop?s goal of abolishing the city?s autonomous parking authority. Fulop announced Friday that New Jersey?s Civil Service Commission has granted his request to have parking authority employees given civil service status. The approval allows the city to move forward with its plan to abolish the authority and have its functions absorbed by other departments. Fulop plans to present an ordinance to the City Council on Sept. 10. The parking authority?s enforcement functions would come under the Department of Public Safety, while administrative functions would be handled by city staff who already perform these duties. Jersey City to give Weiner Lesniak $15K more for 'complex' parking study

McDonald The Jersey Journal Weiner Lesniak, the politically connected law firm that won a $20,000, no-bid contract from Jersey City to prepare a 17-page study on the dissolution of the Jersey City Parking Authority, is set to get another $15,000 this week. A resolution up for approval at Wednesday's City Council meeting would hand over the extra cash to Weiner Lesniak because of the "complexity" of its study of the city agency. +1. As I've said a million times, parking enforcement in most cities is a cash cow, but here has such low productivity it can't even pay it's own way. It may start at the top, but I can't believe the low level employees share no complicity in it's failure. If your senior supervisor is at best stupefied from lack of sleep, or more likely actually asleep or not even there, what message would you get about "doing the job"?

Either the upper management is now telling them to look busy (which is what I find amusing), or these workers have the time and ability to do this work and should have been doing it all along (in which case they were taking advantage of the system themselves).

Ditto on that. My problem isn't with the people checking meters and writing tickets, it's with the management, the CEO / board of directors (for a freaking parking agency), the policies, all that nonsense. Hopefully all the enforcement people (or as many as are needed) will keep their jobs and move over to the new department. I imagine that will be the case, as training new people would be costly.

It's hilarious. Ever since the announcement was made, I've seen more parking authority patrols than ever before.
Just now 2 of the golf carts were going around at the same time in HP checking every car very diligently. Too little too late my friends.

Mary Paretti, the former councilwoman will also soon to be former JCPA Director ... she was out of depth in both areas. Maybe Mary could do some community work in the an area that has no managerial component to it!

Have you ever had to deal with anyone who works for the city? LAAAAZZZYYYYY and incompetent. That's why they have to go outside. Nothing would get done otherwise.

The legal contract is for $20k - who cares.
What I find sad is that they collect $7.4mm in fines, but cost $7.2mm to run - I guess this is why they are gone.

Good question. Fulop just hired more lawyers in the Legal Department so why can't they do it. If he can do this its colossal along with the JCIA and JCMUA. Remember though he was a trader not a manager. We got to stay on him. and pray.

My post from five years ago that speaks volumes about the JCPA. The first paragraph was lifted from another blog but I cannot remember the name.
In November 1996, Obed Colon, JC Parking Authority Inspector and son of former Councilman Rev. Fernando Colon (see JCIA, POLICE), was arrested for drug dealing and fired. His previous conviction was in 1994 for two counts of burglary and he served some time. Upon his release from jail, the Parking Authority hired him. State law forbids anyone convicted of a felony to hold any type of law enforcement position, which an Inspector is. Less than 15 months later, Obed Colon was rehired to the JCPA as a maintenance worker (JJ, 2/21/98, "A "lot" of mystery at JCPA" by Earl Morgan). Councilman Rev Colon is a stalwart Schundler supporter and ran on former Council President's Tom DeGise's unsuccessful mayoral ticket! Good riddance to both of them...! I witnessed his original burglary of a car parked by St. Francis Hospital and helped the cops put him away. After he was fired by the JCPA he returned to the Hamilton Park area and I saw him and a partner break into a car parked near Walter's Liquor Store. Once again I pursued and I.D.ed him and the cops put him away again. Wonder where he is now?
