I was just reading the WSJ and I am shocked that NYC/Manhattan property taxes are much higher than I imagined. People talk as if NYC taxes SOOOOO much lower than Jersey City's - they may be lower but no astronomically lower.

Had the inspector at my house already. He didn't take any pictures. He didn't take any measurements. He looked at the first floor & started to leave. I asked if he were going to do the rest of the house. He says "Nah, the second is like the first & I'll just put you have an attic & a basement". I told him the second floor was nothing like the first & to get his ass back in side & look at the entire house. He would not write in pen though I offered he one.
Not for nothing but there were four bidders for this contract. Now you would expect them to all be in the same ballpark but these guys came in 3.4 million dollars less than the nearest bidder. And what a coincidence that Brian O'Reilly, the City's x-BA just so happens to work for them. Move on ladies & gentlemen, nothing suspicious here.

The city?s long-feared revaluation of privately-owned, taxable properties is now in full swing, with 22 inspectors canvassing neighborhoods in the Jersey City Heights and Greenville.
By the time the current months-long reval is complete, the vast majority of Jersey City?s approximately 54,243 taxable properties will have been evaluated. The reval, which began last fall, is the city?s first since 1988 and will continue through the end of this year. In a ?reval,? a city reassesses all of its taxable properties so that they are paying taxes in line with the current value of the property. Because some properties (particularly older ones) are paying based on an assessment from more than two decades ago, they are paying a smaller share of the tax burden, whereas newer properties with a more recent assessment may be paying more. I guess for resale value and where profit margins are concerned. And by the way aren't they coming by rather late ? I got home just before 9pm last night and early this morning I saw a tag on my door knob stating the data collector was there and will be back today. I wonder what time he showed since then.

Jersey City has 56,000 properties to inspect. The last reval the city approximately 35,000 and the job was a nightmare.

So the guy from 'Realty Appraisal Company' was here this evening, inspecting my condo for the JC revaluation! Perfectly nice and friendly, should I worry though, that the inspection took 10 seconds?
Yes, my kitchen is IKEA. AND I have a (OK, small...) loft NOT a studio, thank you very much! LOL I suppose it bodes well for my taxes being revalued down, but still, should it pain me he didn't seem that impressed by my place? Where is this all going to lead?

I almost wish they could come to my house now, it is still in such disarry since the hurricane there is no way they'd have a choice but to classify it as crappy (if that is what they are really doing) and maybe my taxes would go down (ya right
 )

I had one of the appraisers walk through my condo last Sunday. He basically counted the number of rooms and bedrooms and took a peek at the bathroom and kitchen. He also took a look out the front and back windows. The appraisal took about 3 minutes. No photos were taken.
And, yes, he used a pencil to fill out his form.

Guess maybe I'm one of the first...
Came home to find a hanger on my front doorknob saying "Dear Property Owner: Sorry we missed you! A representative of Realty Appraisal Company has visited your home today in an attempt to conduct the interior inspection necessary for your municipality's property revluation. It is very important that we conduct this inspection, as it will directly affect your property taxes. We will visit again on ___, between ___ and ___. If this is not a convenient time, please contact us at ___ (filled in phone number). We will gladly make an appointment with you." I guess I'll be able to give some details on what actually goes on this coming Saturday. That's when they're scheduled to return. I'm in Greenville, between Kennedy and West Side. If anyone else is in the neighborhood, I guess it's time be ready for a visit.

Who started this rumor about them taking pictures of your living space? I have attended community meetings, read the city's website (http://www.cityofjerseycity.com/tax_assessment.aspx?id=6312) and haven't come across this. I believe that this is just a rumor.
For those who have questions about what happens if you aren't at home or what the consequences are if you choose to not let them in, please read the info at the link above. My understanding from the community meeting and various materials I've read is that if you don't let them in, you will have to jump through hoops if you want to appeal. On the city's site, they say that they won't even begin talking to you about the reval outcome in an appeal until you let them in. Seems like you can roll the dice but then have to do it anyway if you aren't satisfied with the outcome.

I was told if you don't let them in then they will assume your interior is equal to the best on the block. So if you are the best on the block that might strategy might work for you.
Unfortunately there is no telling what will actually happen.

What if for some reason I miss ALL of their visits? Is there a penalty for not assisting in making a visit possible?
I'm concerned about letting them in - especially if they'll be taking pictures (can I insist on NO PICTURES?). BTW, thanks for all the answers so far...

JCReb is mistaken. The city has been very clear that interior dimensions and qualities will be taken into account in the reval. The most weight will be put on square footage, with small adjustments for improvements or lack of improvements. I got the sense that there would be three categories: below average, average, above average. I get the impression that lot size and interior square footage, along with location, will determine the better part of your assessment.
Yes, they will leave a note saying they came by. You will have a few chances to let them in.

If they miss you twice, you wil lbe given a number to call to arrange the time. For large buildings, there will be an attempt at notification so you or your representative can be at home.
The firm that's doing this re-eval did the one 2 evals ago for JC. They've also done Newark. Did no one invite the eval firm and tax assessor rep to meet with their residents to find out what the process is? We did. It was helpful. One more thing to add - it's not this firm's fault that Healy & co have gotten authorization for the eval. It is happening - there is no point of return. When our building had a meeting with them a few people started pissing and moaning about the "human toll" such an eval would have but I did not see a single one of these folks at city hall meetings or rallies when the eval may have been put off. I let them know that too.

I once had a contractor recommended to me to do trash removal. The friend who uses him on projects told me his usual quote and it seemed reasonable. He walked through my house to the back and said, "For others it's $x, for you it's $x plus $50 because you look like you can afford it.". Dead Serious. Am I at fault because my wife knows how to decorate kick ass on a small budget? Here's hoping the appraisers overlook this illusion and see the warped and buckled floors instead.
