Yikes. My perspective comes from being a tenant, not a landlord: I can't imagine having the heat up to 70 at ANY time. Anything over 68 degrees is very stifling to me and my skin starts to suffer from dryness. In fact, I normally turn off my A/C when I leave the house, or set it to a very low number (~62) to prevent the place from getting too cold. Of course, I do have large windows with excellent southern exposure, so the place stays relatively warm on most days.

I'm pretty lucky, tenant hates an overly warm apartment. My house is sandwiched between to larger homes which seems to block some wind. The thermostat is set at 65 all day & night & is comfortable. When we had that little cold snap I put it up to 68 at night & back down to 65 in the morning. Works out fine.

The winter after buying a building with a main steam boiler, meaning I paid the bills, I got a call from a tenant at 10 pm that it was FREEZING in there. I get my IR thermometer and head up to find the place is 70 deg, as it should be. It's February and the tenant is standing there in shorts and tank top. When I suggest she try putting on some clothing, she screams, "that's BULLSHIT!!" Welcome to the view from the other side. But I don't have the nerve to set the system to go down to 65 at night.
Even so, by replacing oil with gas and actually trying to tune the system we cut the insane heating bill we were quoted by the seller by 2/3. No wonder, if he was keeping it at 80.

The standard established and used by engineers nationwide is ASHRAE Standard 55, Thermal Environmental Conditions for Human Occupancy. It defines the lower limit for comfort as 70 degrees-F, at low relative humidity, wearing appropriate indoor clothing while engaging in light activity.
It?s a good ordinance---there?s only so much more room left in Hell for stingy landlords.

70 from 6am-9am when everyone in the house is getting ready for school/work, 66 during the day and down to 62 from 11pm to 6am

66 during the day, it goes off during the night. 6AM it goes on to 68, and gets shuttled back to 66 at 8AM. These are winter numbers, of course

I pay my bill. 68 in winter when home (67 bedtime), 78 in summer when home. I use an humidifier 3 hours a day in the winter, no more dry skin.

There is absolutely no reason why you need to suffer if your landlord/management company or employer does not supply proper heating to keep you safe and comfortable.
I spent one very cold winter learning this - and took my landlord to court (successfully) over this very issue. Know your rights: In a residence of two families or more (or in a place of employment), a temperature NOT LESS THAN 70-DEGREES must be supplied from 6am to 11pm. From 11pm to 6am, the temperature must be at least 65-DEGREES.
