This person is 23, that is an adult who is 2 years removed from college. If you want medical attention you get it and leave, you don't have the hospital call your parents.

Why not? They just experienced a traumatic event. Seems totally reasonable to want a support system around you.

Yeah and...interesting that you think everyone goes to college immediately after high school and finishes in four years??

Excellent points on the 26 age limit for insurance and transportation needs as well. However does it matter that she is a female or being a young human ? Anyone, any gender, and age should get the same preferential treatment from acquaintances as anyone else 21 and over unless they prefer to go it alone.

You raise a lot of valid and interesting points. As a person with an almost uncanny familiarity with these type of situations, what would you propose as a solution?

I don't know if it is something their is a simple solution for. As much as the system is exploited by criminals it is put in place that way for a reason.

Law enforcement, prosecutors, politicians etc would have to sit down and look at it from all angles and see if their is a way to protect victims and witnesses better without taking away the rights of the accused.

A start at least as far as JC is concerned is to target gangs and gang violence. The biggest fear most people have is being shot for cooperating. If the gangs and violence goes unchecked even if crime over all is down it spreads the idea that gangs can do as they please and you can't be protected.

It should be done similar to how the Latin Kings were taken down in large sweeps back to back taking out a bulk of the membership so they don't get time to recover. It can not be only just the leadership targeted though because that will just create a power vacuum with the gangs splintering off and fighting for new leadership just like what is going on in Chicago. This would have to be done to multiple gang sets to keep one gang from taking over another's territory. This is something difficult to do especially now that we have the new bail reform law, the majority in these sweeps would just be released in days. That doesn't mean it wouldn't help just that it would have been far more effective if done before 2017.

So if you got a call your 23 year daughter was in the emergency room after being attacked you wouldn't show up? They probably want someone to be arrested for this even if the daughter is scared. In the comments to this on the JJ website a commenter said the mom is even going as far as checking to see if any cameras in the area might have caught this on video.

Sounds like concerned parents that want justice to me.

What kind of mixed up individual goes to the ER and has the hospital call her parents ESPECIALLY if she doesn't want to cooperate with the police?

Throwing your hands up in the air and saying "This is [insert city name here]" only feeds systematic failure. Not cooperating with the police because you know your assailants and are afraid of retribution is one thing, not cooperating with the police because you think it's pointless is completely different. If you want a prosperous society, you can't turn a blind eye to injustice.

All though knowing the suspect makes it worst not all cases of failing to cooperate means they know the attacker. Maybe you are unaware but criminals receive all the information during discovery in a court case. They will know what you said, who you are, where you live etc. Not only that they will have it in writing so when they spread the word someone snitched they have the paperwork. That is why their is so much fear with cooperating.

Remember the case recently of a gang member outing those cooperating in a gang bust in JC on Facebook? He received the interview video during discovery from his lawyer and posted the video on his page to show proof who the snitches were and what they said.

I really don't see what part of this sounds "like crap". If anything your unanswered questions might come down to you are reading an article from the JJ which is notorious for leaving out details or mixing them up.

She had a skateboard correct? Is it that far fetched she was heading home after leaving the Oaks skate park a few blocks West and saw some kids being harassed that were skating with her earlier? Her being a female she might of wrongly assumed if she stands up for them no harm would come to her because she is a girl.

Also she is the victim and couldn't have called the police because they stole her phone remember? Besides she didn't want to cooperate so I doubt she would of if she had one. As for the witness not being able to identify them that isn't uncommon at all. She/he reported six kids and police find four with no stolen items. It was night time the witness could have seen this from a distance and honestly not be able to positively identify the kids they stopped with 100 percent certainty. The fact they were found ten blocks away also gave them enough time to ditch any clothing that would make them stand out it like a sweatshirt, hoodie, hat etc.

I'm sure if she cooperated no one would be saying this story sounds weird to them.

My experience, in the 8 years I've lived here, is that a lot of people - old timers, the entrenched poor - don't want a prosperous city, as they have no desire to improve their lots or change their low-class behavior. A prosperous city will mean changing the status quo, and they may not be able to remain in an improving neighborhood

It's always best to call the police immediately and DO NOT confront people especially when you are vastly outnumbered. If you need to, keep your distance and monitor the assailants till the police arrive.

Some people, especially young people are scared of the retaliation associated with the label of being a snitch.

Think about it these are teens if she did cooperate how much punishment you really think they would get? They would be out on the street in no time spreading the word she is a snitch and looking to harm her...again.
