by adopting the budget 9 months into the year, didn't the council permit the unplanned spending by departments? if adopted timely, spending would have been monitored to budget, no?
clearly, the budgets of the past are now the new normal and council locked the city out of recurring insurance cost savings. Quote:

yes, the council has been "sitting" on the budget for more 6+ months. its too late for them to affect anything. they abdicated their responsibility to the administration. some of the reasons like waiting for the disposition of the parking authority were weak, because even if disbanded the impact on the 2014 budget is limited. any changes, after introduced, if approved could be amended.

There is a difference between submitted and adopted. When the asked the Business Administrator what the tax rate would be several months ago, he had no answer.

When I see that the state of NJ taxpayers underwrite JC schools to almost exactly as much money as the ENTIRE JC city budget I'm astounded anyone would complain about their JC taxes, frankly.

By The Jersey Journal on March 31, 2014 at 2:45 PM . Jersey City officials will meet with the City Council this weekend to discuss the proposed $501 million 2014 budget. Doesn't the increase in rateables work out to about a 2% increase to the City? So we're effectively getting that passed back to us.
No other cost savings? For example, wasn't a substantial part of the 8% increase last year designed to plug one-off budget holes created by the Healy team exodus? The City pocketing that increase going forward? Like a lot of people, I expected a bigger cut.

So if someone's assessment is currently accurate, after a reval their "rate" will be 1/3 of what it is today, but they will pay the exact same amount of tax, the same percentage of their home's value. The rest is as meaningless. If you wish to dispute what someone has written, quote what you think they said that is false. I have no idea what your point was.

It is apparent that some people here have a political agenda on abatements because they are trying to correct me on a statement that Fulop made at the caucus, but they weren?t there. Even I checked with the Hudson County tax board and spoke to Don Kenny. He was kind to give me the 2014 ratable base because they are not published until August. Last year, JC increased its ratable less than $7 million but this year the ratable base went up $118,205,266. That figure comes from the Hudson county board of taxation. Fulop said he is not renewing any of the expired abatements. The new ratable base is now $5,932,776,544. As high as it is now, Jersey City was higher in 1988 when reval happened. It was between $6 to $7 billion. Before the reval, the city was $800 million. If the reval was to happen tomorrow the city would be approximately $18 billion and the tax rate would fall dramatically. I am thankful that Don Kenny is in charge of striking the tax rate and he doesn?t get advice from Brewster or Joshua.

You just made the same mistake as the Journal. $118 million more ratables does not mean $118 million more in revenue. The question is: What was the property paying in PILOT before it became part of the ratable base?

I was in the caucus room and I didn't see you there. Luckily the cameras were working so I suggest you look at the footage and that doesn't satisfy you then call Don Kenny of the Hudson County tax Board. The info Fulop gave is what the county has. Abatements expired and the city is $118 million richer in terms of ratable. That means a tax decrease for regular folks.

Again, that assumes the ratable base expansion is adding revenue that was not there before. In the case of the abatements, the new ratable base is replacing PILOTs which in some cases were paying the city the same or more than the city would receive in property tax.

The Jersey Journal did not write a correct article. I attended the caucus, Fulop said the ratable base increase because he is not extending old abatements. I called the tax assessor of Hudson County and check the ratable base. The city did increase $118 million. The article implies that we have an extra $118 million dollars which is incorrect. For the record the new ratable $5,932,776,544, last year is was $5,814,571,278. The ratable base increased $118 million. It had nothing to do with the mayor, by not extending expired abatements the ratable base increase. And when that happens, taxes are lower for everyone. This is the reason I am against tax abatements, it lowers the ratable base.

Is Fulop also sneaky like most politicians? I forgot about the 8% tax rise so I guess a modest tax cut is not all that unreasonable although I'd prefer better public funding for X,Y and Z
