You're going to have homeless people in a city, nothing is going to change that.
As long as they aren't harassing the populace and making a scene on a regular basis they don't bother me much. Also, there are places (shelters) for the homeless to go to. I have seen Taco (shopping cart lady) in a full on business suit being driven around by who I presume is her sister in an attempt to find her a job. The old polish man who traverses up and down Columbus drinks a lot and leaves bottles around, but in reality, he's not harming anyone but himself.

Interesting pictures the neighborhood above the viaduct pressed the police to clean up the debris and their response was what are going to do with the homeless people. We (the neighborhood) just wanted the police to clean up the make-shift shelters hopfully that would deplete the homeless community for greener pastures.

What solution do you think Team Fulop can come up with? This is not a knock at Fulop, but there's nothing any one person can do about the homeless. Offer them help, and they end up back where they started. Its the equivalent to career criminals, they know one way of life and find it hard to adjust to anything else.
Homelessness isn't just a problem downtown, its a problem all over the city. All over the nation.

The couple in the cart - and the other characters downtown. I can only hope that Fulop and his team addresses the issue because it seems to me that the cops and authorities are used to the individuals downtown, sometimes talk to them and most of the time ignore them.
I know they can't get help if they won't accept it. I feel so awful when I see them, especially the woman in the cart as she is apparently very very sick and bruised. I heard she got sober for 3 months over the winter and when she left rehab, she was right back to the streets. Really not sure what the solution is here.

Van Vorst Park is poorly designed in terms of sight-lines. It's too easy for homeless drug addicts to find a place to crash for the night. The trees and tall bushes block sight-lines from the street and even walkways. It doesn't feel safe at night for residents as there could be someone lurking around the next corner.

I started my part-time job in Hoboken this week. And i have run into this homeless woman who carries around a cart and a little cat....on a leash! The woman, i think might have some mental health issues and the poor cat looks pretty dirty. I am not sure why the authorities have not intervened......at least for the poor cat. The last time I saw her she was in the Hoboken Terminal...so its not like the authorities were not around.

The shopping cart couple are local legends... she is in that cart generally with a 1/2 pint of cheap booze... they have been that way for years and they will never change. Save your money and pity...

Some people beg for change "professionally." Others use it to support a drug or alcohol habit. Think about it - if you were trying to get back on your feet you would seek services first and begging would be a last resort. I had a friend who was down on his luck try it, he lasted one day but the guilt and shame was too much for him. The guys who are out there day after day, it's a hustle, on the same continuum as the guys who sell bootleg DVDs or fruit snacks on the train for their "basketball team" or whatever.
I much prefer the hustlers of New Orleans who play music or do tarot readings or dress as human statues in exchange for tips. It's a fair exchange. I am put off by being the victim of anyone's hustle, legal or not. I think minimum cell phone and tv contracts are one of the worst hustles out there. But I digress. "Sorry, no" or "Sorry, I don't carry cash" are both the responsible way to respond to beggars. If you feel guilty saying no, every time you get hit up for a dollar, put it aside and once you have $20+ send a check to charity.

Plus you do not want to encourage loitering in public places.

Besides the obvious drug addicts some people that hang on the streets begging aren't all homeless. I remember one lady that used to beg in JSQ I used to see on many occasions leave an apartment building every morning she lived in to go to JSQ to beg for money, she had obvious mental issues though but I have heard of a few others just like her over the years. I even remember one guy used to pretend to be homeless so he could get free popcorn, soda and a movie once and a while at Newport. One of the managers felt bad for him and he seemed harmless so allowed him to keep getting in for free until one day I guess he forgot his "homeless shoes" and had Jordans on lol. It turned out the guy had a home and was just pretending to get free things. He even used to get free food in the food court from other managers that felt bad for him.

There are lots of people with mental health issues in Jersey City. But, getting them to recognize that they need help and getting them to accept help is a major hurdle.
Also, a legacy of abuses in mental hospitals opened the floodgates and now folks who were formerly locked up are now left to fend for themselves in the streets. There should be a sensible middle ground where we firmly insist that folks get assistance, but also do this in a humane way. But, it is tough to institute such a policy and takes $$.

There are plenty of places for people to get professional help. Giving to people on the street circumvents the structure they need to get back on their feet and promotes bad habits.

I see panhandlers usually cripples or war vets near the off ramp from I-78 towards Columbus Drive. Always give them a dollar if possible.
On Newark between Manila/Grove and Erie there is always the shopping cart couple. Sad to see her scrunched up in a cart. Then, there are a variety of rotating characters outside: McDonalds A1 deli Lee's Grocery Also a bunch of them sleep near the Pier at Exchange Place/ Newport. Do they have shelters in JC or a place they can stay?

I'd say an increase, yes. I've been here for 9 years and have definitely seen a jump over the last couple. It used to be a few people in front of A-1 or McDonald's asking for change. Now there's an assortment of characters scattered throughout the park, the residential side streets on on stoops, and just wandering around downtown. Now they're mobile and in some cases, aggressive.
When you've got a 3yr old playing at Van Vorst and a bunch of homeless folks drinking a few feet away, or passed out in the gazebo, or in the case of a few weeks ago, having to step over human feces, it's definitely an increase compared to a few years ago. I can't speak on Jrnl Sq.

increase since when? It has certainly decreased over the years. Noticed a tangible jump after the 2008 recession but mostly in Journal Square.
