The P2P reform that Fulop tried to pass this winter would have also banned PACs and Super PACs from contributing. At the same time Healy was vetoing the ordinance, this PAC was being formed.

So, this Super PAC is treated like an unincorporated association and doesn't need any kind of tax identiifcation number and doesn't have to register with the Department of Revenue?

Also, no registration with the Election Law Enforcement Commission either?

If Healy can circumvent all the applicable laws, why don't other campaigns use this type of PAC?

What is this non-profit entity, For New Jersey Families?

Looked in the State Department of Revenue website, where all entities, profit and non-profit must be registered with a tax identification number. There is no such entity listed in their database.

Looked at the New Jersey Election Law Enforcement Commission(ELEC) website, no such entity listed on there either.

Tried to look at Healy's ELEC reports on the website, but all I get is a list of dates his campagin filed them and a "PNG" file that I can't open.

Searched the internet as well to see if this organization has a website and it doesn't seem to have a website, although the term "New Jersey Families" is kind of hard to search on the internet, because a lot of news stories that have nothing to do with this come up with the same phrase (gee, I can't imagine why that happens).

This is confusing. So, they had a big fundraiser, but "never accepted any donations." Hmmm. That really doesn't make any sense. I guess this means that they didn't return any money (that they didn't accept). I guess they didn't accept and didn't return any money from Solomon Dwek either?

Judge Barry P. Sarkisian yesterday dismissed the complaint against Healy?s campaign, saying he had no jurisdiction over that matter. The complaint against For New Jersey Families stands, and the nonprofit must fork over ?limited? information regarding the fundraiser to Fulop?s campaign, Sarkisian ordered.

Joseph A. Garcia, representing Fulop, classified yesterday?s hearing as a win for the Downtown councilman, who is challenging Healy in the May 14 city election. Garcia said Fulop?s campaign is looking for the names of donors who attend the fundraiser, information on who organized the event and more.

?The goal here was to shine a light on what we think was illegal activity,? said Garcia, from Secaucus firm Chasan, Leyner and Lamparello.

That elicited a retort from Healy campaign spokesman Joshua Henne.

?Only Steve Fulop would see a dismissal of a nuisance lawsuit as a win," Henne said. "Just as Fulop called it a win when the judge said emails were missing showing Fulop putting Board of Ed members directly in touch with his campaign contributors.?

There is scant public information about For New Jersey Families. According to its IRS filing, Milltown man Rich Torraco formed the group on Jan. 30, 2013 ? just weeks before the Cedar Grove fundraiser, Fulop?s attorney noted yesterday.

Garcia, Fulop's attorney, said he is drawing up a list of information it seeks from For New Jersey Families. The two sides should be back in court next month, he said.

Gregg F. Paster, attorney for For New Jersey Families, said he has some "fundamental disagreement" with the court's decision, adding that he doesn't believe the court has jurisdiction here. But an appeal would be cumbersome and unproductive, Paster said.

Not even a hint of impropriety. The outright over the top STINKING REEK of impropriety, yes, but not a hint.

This is no smokescreen. This IS one of the real issues in the campaign. With Healy, the city is for sale. He proved it four years ago. And he's proven he cannot stop. The man needs someone to stop it for him.

Jersey City voters, it's up to you. Please help Jerry begin the 12-step program he so desperately needs: Corruption Anonymous. There's a sponsor waiting for him in the U.S. Attorney's office.

The re-election campaign of Jersey City Mayor Jerramiah Healy is under fire for inviting its supporters to make unlimited donations to an independent group that is barred by state election laws from coordinating with political campaigns.

Healy, who is running for a third full term in the May 14 city race, held a $1,000-a-person fundraiser in Cedar Grove last Wednesday hosted by former Union City Mayor Rudy Garcia and his brother, Pepe. The invitation urged donors to give to Team Healy 2013 or ?For New Jersey Families (independent expenditure account no limits no pay to play).?

The campaign of mayoral hopeful Ward E City Councilman Steve Fulop said the invite makes it ?crystal clear? that the Healy campaign is colluding with For New Jersey Families.

?We are truly astonished at the blatant violation of the public trust by the city?s top elected official,? Fulop campaign manager John Thieroff said. ?It?s a clear violation of the law.?

Outside groups, which can generally accept unlimited donations, are forbidden by state law from working with campaigns, which have contribution limits, according to Jeff Brindle, executive director of the state Election Law Enforcement Commission.

?There can?t be any consultation or coordination,? Brindle said.

Brindle added that outside groups can generally keep their donor list secret. Thieroff urged the Healy campaign to release the donor list from the fundraiser, noting that Rudy Garcia and another of the fundraiser?s hosts work for a lobbying firm that represents some Jersey City vendors.

Healy campaign spokesman Joshua Henne said the Healy campaign would return all money it raised from the fundraiser.

?There is not even a hint of impropriety in anything we do,? Henne said. ?But, to make sure Steve Fulop does not use this smokescreen to distract voters from the real issues in this race, Mayor Healy has already instructed his finance team to return any money raised? from the event.

Garcia took the blame for the invite, saying a ?clerical error? led to the mistaken inclusion of For New Jersey Families. Garcia said the invite was not approved by the Healy campaign.

Nonetheless, Fulop?s campaign is filing a complaint with the state Attorney General?s Office.

There isn?t much public information about For New Jersey Families. According to its IRS filing, Milltown resident Rich Torraco formed the group on Jan. 30, 2013 ?to disseminate communications regarding issues that are important to New Jersey families.?

Torraco didn?t respond to phone and email messages.

Now for the editorial comment. Today the story is that it was a "clerical error" by the person organizing the fundraiser.

But that story doesn't quite add up.

First, the invitation had the "Paid for by Team Healy" legend on it. Do you really outsource that?

Second, it is completely unbelievable that Team Healy wouldn't know that the fundraiser was a joint production with the recently-formed PAC run by Rich Torraco, who just happens to work for the Senator who just happened to endorse Healy THIS WEEK.

And third, this PAC just happens to have the ability to receive unlimited donations from undisclosed donors. And purely coincidentally, the invitation just happened to highlight that donations to the PAC are an end run around the pay-to-play laws that Fulop championed and that Healy hates.

Here's a question for Mr. Healy and his spokesrobot Henne: just how much money did you have to return?

And another: how can we trust you to be honest when you're already caught cheating?

And another: when are you going to return the Solomon Dwek bribe money you also promised to return 3 years ago but never did?

Healy will return the money about the time hell freezes over. He's still sitting on Solomon Dwek cash.

By the time the Election Law Enforcement Commission gets the complaint, thinks about it, and eventually decides to not do anything about it, the new Mayor will have been long-sworn.

In this thread, one thing is clear. Jerry is still Jerry.

He fought pay to play reform because he knew it would hurt his money. He raised $3m last election because he and his team (both the indicted and the unindicted) communicated loud and clear that his administration was for sale.

You can now see that's true because his money has dried up, and he advertises in his campaign literature how his big money donors can avoid the laws that prevent him from rewarding his contributors.

Without the ability to play crooked, you have to wonder if he's got any ability to function.

OK, the Healy campaign is clearly incompetent from the top of the ticket down to spokespoultry Henney Penney.

And they're also desperate for money so they'll cut any corners they think they can.

But what amazes me is that they would put in print, as a selling point, the fact that you can avoid Fulop's pay to play laws by writing your check to their "partner," so that when they steer city money your way it's all legal.

Corruption, BTW, is the term that used to be applied to what happens to a dead body as it rots and crumbles to pieces. This message paid for by Team Healy.

Come on Dan have you no Shame,is this the crowd you really want to be with.Your like a hostage with Stockholm syndrome.

If it was seperate then it would of been paid for by the pac not healy for mayor. The mayor blatantly violated the law.

Jersey City Mayor Jerry Healy, facing accusations that his campaign sought to circumvent campaign finance rules at a fundraiser Wednesday, is returning all of the money raised at the event.

Josh Henne, a spokesman for the Healy campaign said though the campaign "always follows both the letter and the spirit of the law... Healy has already instructed his finance team to return any money raised last night."

According to the invitation, fundraiser was hosted by MBI Gluck Shaw lobbyists Paul Bontempo and Rudy Garcia and Verizon Vice President of Government Affairs Uli Diaz. It was held at the Cedra Grove home of Jose "Pepi" Garcia, according to the invitation to the Feb. 27 event.

The invitation asked supporters for a $1,000 donation and gave the option to donate directly to the Healy campaign or to "For New Jersey Families," an independent expenditure committee. The invitation clearly outlined that donating to the committee meant "no limits - no pay to play."

Under campaign finance law, independent expenditure groups may not coordinate with a campaign, state Election Law Enforcement Commission Executive Director Jeff Brindle, who was speaking generally and not about the specific fundraiser.

The group was formed January 30 by Rich Torraca, a state Democratic operative. Torraca did not return a call or email for comment.

Early Thursday, Healy spokesman Josh Henne said the campaign had no knowledge of the invitation. Later, he issued a statement saying the money would be returned.

Healy is known to have attended the fundraiser and the invitation has the required "Paid for by Team Healy 2013" line.

Bontempo, who is president and director of MBI Gluck Shaw did not return a call for comment. Diaz also did not return a call for comment.
