This summary posted to Reddit does a pretty good job explaining what actually happened with regard to the ICANN transition. Before assuming that the sky is falling, everyone should read it and get a grasp of reality.

Thank goodness - freedom to insight hate, criminal behavior or fear should be an offence - I don't believe someone has the right for example to stand infront of a school, place of worship or any public space and yell abuse to insight a riot.

"In one hearing, Senator Cruz asked if Icann - an international organisation - was bound by the First Amendment to the US constitution defending freedom of speech. No, came the reply from Icann's chief executive, Goran Marby." David Lee, BBC

How was it given to the UN? Your thread title is clearly wrong. Will you correct it?

The point I am making, US standards are different than many countries even Canada does not have "free speech." A different point of view might be considered "hate speech." Even what occurs on jclist might not pass what is acceptable in the international community.

No, it isn't. ICANN has managed the primary DNS servers for years. Neither the DNS nor ICANN are under control of the UN. It's an independent entity, a US non-profit. This has been in the works for over a year. The Internet is a global resource. It makes sense that it should not be controlled by the US government. It's not going to grant Russia control over the DNS servers. Nothing to see here.

Great News? Look what happen in Germany when 100,000 posts were deleted. They were considered "hate." Everyone has a different opinion of what is hate. http://www.breitbart.com/london/2016/ ... k-comments-month-germany/
