so we are having work done to the siding of our house and need to get in this guy's backyard to do the work. we sent him a note a few weeks before the work started--tried knocking on his door multiple times, but he never answered. when the construction guys were in his yard he started giving lewd gestures, then started screaming that they have no right to be in his yard without his authority. does anyone have any experience with working with unreasonable neighbors? If so, does the city/police help settle it?

Maybe you weren't paying attention to the other posts JCbiscuit, but this man is not intentionally "in his own angry little world." He is suffering from Schizophrenia. Sorry he spoiled your quality time in Basic but try to have some compassion for other human beings.

the guy with the huge raspberry on his nose is the main reason I stopped going to Basic. he's just too disturbing to look at / listen to. (and I've tried catching his eye and giving him a pleasant "good morning," to no avail. he's in his own angry little world.)

is this the same guy that use to sit in Basic and yell out all kinds of stuff while he drank his coffee? He also had a large growth on his nose.

I think it?s a different guy.

Most mornings, the guy from 3rd walks a round-trip to the Newark Ave Dunkin Donuts to get a cup of coffee. Besides the yelling, he also has a VERY large, raw growth on his nose that doesn?t look too good.

I?ve heard that he is a diagnosed schizophrenic and that it?s been controlled with medication in the past. While his mother was alive, she monitored him with the meds, but since she passed, I think he?s been on his own. I don?t know the particulars, but if he?s erratic with taking medication, it might explain the periods of yelling then quiet.

Sad story?

I think I've seen this guy on Newark Ave on a couple of occasions. On Monday he was crossing Newark to yell at a group of guys standing in front of Downtown Newsstand, and then yesterday I saw him sitting on the ground by Bank of America yelling at passers by. Both incidents around 7:30 PM. Both were bouts of obscenities in Spanglish. Is this the same guy?

I heard that even if they do pick him up and take him in for evaluation they can't keep him very long. We are going to have to get used to this situation. On the bright side, he hasn't been too bad lately. Hopefully now that summer is over he will stay inside more with the cooler weather.

I agree we need to keep trying. While I'm not sure if he is a physical danger to anyone - I live nearby and have seen him harassing people as they walk down the block. He gets very close, points at them and screams obscenities in their face. Its very troubling and I feel for him as he is obviously mentally ill.

Thanks for posting the phone numbers to call. Next time I see an incident I will call it in.

Its not 271. We live at 271 which is next door to Joe. The screaming has been going on for much longer than two weeks. I believe that many people have tried to get social services involved. From what I have been told, since he is not considered a danger to others and he has a place to live there isn't much that can be done. I hope that we can keep trying.

Most police departments are not really equipped to deal with mental illness (not a criticism, they are just focused on law and order matters). And if this man is truly mentally ill, a note such as this is a really frightening thing to receive as he truly doesn't understand how his behavior is impacting others.

He has a sickness - and he needs to be cared for.

It is best to get social services involved as soon as a neighbor sees him in distress. More than one call to the EMS number noted above when there is a flare-up would be best.

His neighbors are now his lifeline enabling him to get the help he needs. Thank you for caring for him. Please update the list when you can.

It's touching to read all these sensible, caring, responsible replies. What *could have* been said about this poor fellow is all too obvious.

I'm proud to such good people have stepped up here to voice concern about a troubled downtown neighbor, even offering useful step by step advice how to help. That's the attitude that makes Chilltown truly cool. Cheers to all.

He needs to be relocated to a facility that can give him the care he requires. His family is not seeing to this, so as neighbors we are being put in the position to ensure that this happens. He has become a major disruption to the peace of the neighborhood. I called the police twice in the middle of the night when he was yelling. The first time they came and told him to go in the house, the second time they didn't show up. The next morning I called again and they said the next time it happens I should call back and they will send an ambulance, which will hopefully begin the process of getting him the care he needs, and bring quiet back to 3rd St.

OH MY GOD....

I live on 2nd Street right behind his building.

Last night was just aweful. The screaming went like non-stop from like 2 am to well past 6am this morning causing me to wake up on several of occasions.

What is worse is that the screaming is filled with all sorts of profanity that I would not want children to hear and be exposed to. So besides being obnoxious and loud, its also upsetting.

Also, sometimes I hear this person and it sounds like he might be physically assaulting someone inside of the house.

I was thinking of writing a note and dropping it off at the house in question. Saying that if it doesn't stop, the next call would be the cops.

This has just recently started in the past couple of weeks. Not sure what is going on.

This is a very sad story - but there is immediate help if a community member can step up to the plate and make ONE phone call.

Here's how it is done:

1. Contact ADULT PROTECTIVE SERVICES at 201-295-5160. This is the Hudson County Office. Their main number is 1-800-792-8820.

2. They will investigate the situation and determine this man's particular needs. If it is determined that the man is over 60, indigent, suffering from mental illness or dementia (without someone to care for him), then he will become a ward of the OFFICE OF THE PUBLIC GUARDIAN. They can be reached at 609-351-5555.

I can't imagine the pain he must be in...so I really hope someone closer to the situation than I can make that call. A hot meal may also be welcomed if he's not being cared for at all. Lack of sleep and food for an elderly person can be a trigger for a lot of symptoms.

If these calls do not help the situation in the short term, please PM me.

He's a mentally ill old man whose family has abandoned him to live alone after his mother died earlier this year. It is a very sad story. He shouldn't be living there by himself-he needs to be taken care of and can't do so himself. However that does not mean that we as neighbors must endure his screaming and be kept awake at all hours of the night. I suggest to all people who live near him that they call the police when he is outside yelling in the middle of the night so that he can be taken in, evaluated and given the proper services.
