Yea.. unfortunately I hate to complain, I have been there for almost 4 years and never resigned a lease im afraid if I complain she will kick me out... she seems spiteful like that... plus she never bi**es when my rent is late so I try to be a good tenant and no complain.

they are ticketed! neighborhood improvement district (NID) of jersey city sends out their workers to drive around and take pictures of homeowners who haven't cleaned up their sidewalks. a week later, they get a ticket in the mail for $105, with the picture as proof, of course.

I would like to see the City reminding building owners to shovel their darn sidewalks, or at least to spread some salt. Repeat offenders who leave their sidewalks icy should get ticketed.

I went to bed with the thermostat set at 72 degrees and woke up to 59 degrees. It's sort of horrible.
Not sure how my unit broke overnight. Waiting for the guy to come fix it now.

I often dont agree with you but it sounds like you are dealing with a slumlord. I personally sleep at 60 degrees at night but im hot blooded. 65 is the law but 53 degrees is damn cold and not legal.

I am currently dealing with the city on this very issue. I have a few pain in the ass tenants that think im running a four seasons.
I was getting threatening calls at all hours of the night over the past week by just a few tenants in one of my buildings but the rest in the building are comfortable. The good guy that I am, I went over there the first few times and noticed the thermometers I provided said 70 degrees. The past landlords kept the heat at 85 and tenants slept with their windows open. Im not letting that happen. Also he had no money for repairs left over and the place went to sh!t. I of course documented everything and sent certified letters and emails to city inspectors all the tenants and of course my lawyer. The city ran the test with the dickson meter and over a 5 day period we passed the test. Just to make the tenants see im trying to help I brought a plumber in again and the plumber said heat works perfect and tenants cant put couches near baseboards and of course shouldnt walk around in tank tops and flip flops with no socks when its zero outside. I confirmed the process with rent leveling about how to split off the heat. I cant do it until the spring and I need to adjust the rent based on the formula. Theres an old saying i just made up " the squeeky tenant gets electric baseboards and pays their own heat". I already have a quote $1100 to baseboard each unit. If they dont like that they can move out with 30 days notice. Thanks and keep warm !

Does this apply to common areas also?
In our apartment building we live on the first floor and have floor heaters that we can control. We need to keep them at their highest settings to keep our place at a reasonable temp because the basement (which is directly under us) is freezing. Does our landlord have to keep the basement at a certain temp? All that cold air makes it almost impossible and expensive for us to be warm in our place. I think it would be crazy for her to keep the basement at 70 degrees, but maybe a little help from her would go a long way in keeping our place warmer and cheaper

The landlords who really get screwed are the ones with steam heat. You really have little control over temps, so you have to overshoot to keep the "squeaky wheels" happy, which means everyone else is opening the windows in winter.
ALL my tenants have their own heat, what joy not to have to play that game. Now if I can only get my wife to let me lower our own heat below 70...

Ok, I thought I was nuts... i;m always freezing in my house so brought a thermometer home... this morning when I woke up it said 54 degrees... in my living room. I sleep with a space heater on all night in my bedroom with the door shut. I called my landlord and her response was "well the heat is on"
she said she will put plastic on my windows today but my heating system consists of old copper pipes that run along the bottom of the walls... no radiator no nothing how legal is this?

I had the same problem except my bills were even higher. I got one for $350 one winter. And I am not the type to put it over 70. The problem ended up being with my hot water heater. It might have been leaking gas or something, but I replaced it (which sucked) but now my bill is normal again. Doesn't go over $120 in the winter.

Our thermostat is set to 68! Unless you've got elderly people in your building, 70 is unnecessary.

wow. that does seem really high. we keep it at 60 overnight, and no higher than 67 or 68 when we're up and home. we wear sweaters and are fine.
if we kept it at 70, i can't imagine what our bill would be! hope my wife doesn't report me!

I keep my heat at 74 - 75 & the baseboards get just warm. My bill for PSE&G on the gas was 200 for this month, VERY HIGH!!!

I usually keep my place around 70 degrees and you are right it is hot as hell. Generally my guests don't like it so I have to agree that is seems a bit unreasonable.

===================== Landlords warned on legal temperatures Thursday, January 15, 2009 Landlords are not allowed to let temperatures in their buildings dip below 70 degrees F between 6 a.m. and 11 p.m. and 65 degrees F between 11 p.m. and 6 a.m., according to an advisory issued yesterday by the Jersey City Mayor's Office. Landlords are also obligated to hire a licensed plumber, contractor, or utility company each year to inspect heating units after Oct. 1 and forward a copy of the inspection report to the Division of Housing Code Enforcement by Dec. 1. The maximum fine for failing to comply with relevant ordinances can result in a $1,250 or 90-day jail sentence, officials said. Complaints, concerns, and questions can be directed to the Division of Housing Code Enforcement/Complaint Bureau at (201) 547-4825 weekdays between 8 a.m. and 4 p.m. and (201) 547-4821 after hours.
