I was with you to here. I think it's pretty obvious just from walking down Newark Avenue that the system lets people who need close supervision live on their own.

I don't really know whether that's more because of problems with laws and regulations or problems with funding. Either way, those problems should be fixed, to protect the many mentally ill people who end up living in terrible, dangerous conditions as well as to prevent mentally ill people who are violent commit acts of violence.

But the solution is to fix the laws, regulations and funding (and maybe administrative procedures), not to keep people who might actually be sane, or somewhere close to sane, from trying to exercise their legal rights.

The problem really is that the pendulum has to swing back to ensuring compliance. (back in the '50s, the problem was at the other extreme where one could be committed for relative trifles). Currently, the statute provides for involuntary treatment/restraint if the person is "dangerous to self or others within the reasonably foreseable future by reason of a mental illness...." If a person is not danger when on medication but is dangerous off meds, there is no way to deal with it. You cannot, for example, have an intermediate status such as "living in the community contingent upon compliance with psychiatric treatment." If anything, the situation has only become worse with HIPA. Now, even next of kin are not told what the situation is. One thing that needs to be done immediately is to defund the Public Advocate who in alliance with the ACLU is a tax supported advocacy group for getting every mentally ill patient out on the street no matter if it means that person will die in the cold or do some senseless act of violence like this. Still, for the number of mentally ill living among us and noncompliant, these acts of random violence are relatively rare. We do not need to become paranoid.

BRING BACK THE DEATH PENALTY !!!

I'm just curious, do you write this because you think the schizophrenic man would have thought twice and not killed a man if he knew he was facing the death penalty instead of life in prison?

Or because you worry that the man will get out before his life is over?

Or because you think it will stop other mentally ill people who are off their meds and can't understand what's going on around them from being violent?

Or just out of a strictly eye-for-an-eye sense, that this man who has clearly been ill for years and our society has never given him the treatment he deserved, should now just kill him?

Disturbed man fatally stabs Metuchen exec commuting to his Jersey City office

Friday, September 05, 2008
BY MICHAELANGELO CONTE
JERSEY JOURNAL

A Metuchen man commuting to Merrill Lynch offices on the Jersey City waterfront was stabbed to death yesterday morning at the Liberty State Park light rail station in what authorities are calling a random act of violence by a mentally ill man.

Michael Fuccile, 36, the father of three, was stabbed multiple times in the neck, back and head at 8:30 a.m. and rushed to Jersey City Medical Center where he was pronounced dead at 9:20 a.m. officials said.

Charged in the slaying is Elgin Louis Taylor Jr., 24, of Communipaw Avenue in Jersey City, Hudson County Prosecutor Edward DeFazio said. The killing appeared to be "a random act of violence" and there was no indication there was any dispute or demand for property, DeFazio said.

"It does not appear that they interacted at all," he said.

After attacking Fuccile, Taylor ran east toward the Liberty Science Center but was chased by onlookers who pointed him out to responding Jersey City and NJ Transit police, said Stan Eason, a Jersey City spokesman.

The stabbing left a large amount of blood in the middle of Phillip Street beside Fuccile's suit jacket, sunglasses and BlackBerry, reports said.

A director in Merrill Lynch's compliance unit in Global Wealth Management at 101 Hudson St., Fuccile joined the firm in 2000, company spokesman Mark Herr said.

"We are both shocked and saddened by the death today of one of our esteemed colleagues, Michael Fuccile, who was killed in a senseless attack this morning," Herr said.

At Fuccile's home in Metuchen, family members were too distraught to speak to reporters yesterday.

NJ Transit spokeswoman Penny Bassett Hacket said the Hudson-Bergen Light Rail System is patrolled by NJ Transit police, augmented by Jersey City police. The commuter parking area at the Liberty Park Station is also monitored by a private security firm, she said.

"This is absolutely a tragedy, and our thoughts are with the family, but it appears this is a random act of violence that could, unfortunately, happen anywhere," Bassett Hacket said.

Elgin Taylor Sr., the father of the suspect who declined to say where he lives, said his son was 16 when diagnosed with schizophrenia and has been having episodes about every six months. The younger Taylor was admitted to University Hospital in Newark four times and has been receiving outpatient treatment, the father said.

Taylor Jr. is on medication but "you can't make him take them," the father said.

"I've been fighting the system for years to get the power of attorney to make him go to the hospital and make them keep him until he's well," he said. "They say that he's an adult and he can check himself out -- he's an adult and that's his life."

Taylor said his son played football at East Brunswick High School. "Everyone loved him and he was a great kid until the illness set in," the father said.

Taylor said he noticed his son wasn't acting right at a family barbecue on Labor Day and went to his son's home Wednesday to take him to the hospital for a check-up.

When he got to his son's Communipaw Avenue residence, the younger Taylor jumped up and down on the hood of a car and kicked in the windshield before running away, the father said.

Taylor said he called an ambulance and police searched for an hour but couldn't find his son.

"If we could have gotten him to the hospital ... ," Taylor said, his voice trailing off.

Taylor said his heart goes out to Fuccile's family.

"All my condolences go to their family and I'm sorry for this incident," he said. "It is such a great loss."

Like I said before, this City, State and Country has the best mental health programs the world has to offer !

The program involves just one question "Do you need help" if the answer is 'no' then the service is complete.

For all those around HP, keep your kids safe and keep yourself on guard with the woman there.

I like how only after this nutter commits a serious crime (when he has a history of mental issues) does the authority decide to get a psychiatric evaluation, which will mean not guilty due to mental health.

I hope the family sues the ass off those authority bodies that were aware of this nutter's problem for negligence and incompetence and go after the City and State.

Cases like these are unfortunately unavoidable, no matter how wealthy the country is. Unless you want to lock up every single mentally ill person.

You have shit like that happening in your favorite Socialist countries like Denmark and Sweden, Fat-Ass.

You need to calm down.

You seem like you've been really pissed-off lately.

Maybe they should lock YOU up?

i didn't see the cbs. there are several ticket/parking machines that are not on the actual platform where you would get on the lightrail. at least there were good samaritans who caught the attacker.Quote:

It was supposed to be a normal morning for a New Jersey father and financial executive who headed to work as he did like any other day. But he never made it ? his life taken in a random act of violence, despite the efforts a Good Samaritan who tried to come to the rescue.

It was a stabbing that horrified the Samaritan, who asked to remain anonymous, and who couldn't help but chase after suspect who authorities say murdered the father of three from Metuchen in the Liberty Science commuter parking lot on Thursday morning.

The victim, identified as Michael Fuccile, worked at Merrill Lynch on the Jersey City waterfront. Investigators say the suspect, Elgin Taylor, Jr., approached him and stabbed him numerous times in front of the light rail train ticket booth.

"I told him to show me his hands, throw the knife in the grass," the Good Samaritan said. "He came back and we took him away."

Nearby workers tried to save Fuccile after the stabbing.

"The guy was laying on the floor dying. My co-worker tried everything to revive him," one of the workers said.

"He didn't die alone. He did have people around him who did care for that split-second," added the Good Samaritan.

Authorities say the 24-year-old suspect, a Jersey City resident, has a history of emotional problems and that the crime was completely random.

Taylor has been charged with murder and prosecutors say he will more than likely undergo a psychiatric evaluation.

Merrill Lynch released a statement, saying Fuccile was a "bright, dedicated colleague and his death is a great loss to the firm."

Well I am def going to buy a couple of cans of mace. This is very unfortunate. I'm sorry to say but if this man had a mental illness the family also should take responsibility. I had a mentally retarded uncle whom was taken care of by all of us. He was a sweetheart and wouldn't hurt a fly but it was hard work to take care of him until he passed away. These people are wandering the streets and either they are really mentally ill or they are distraught human beings on the prowl to do evil things at any instance. I ride mass transit and everyday you say weird , crazy people who at the instance of looking at them you know something is wrong with them. We have to be aware of our surroundings but also I think that someone on this board is right, there are not enough programs, hospitals, clinics, homeless shelters for these people. Many of these people have parents or family that throw them out into the street. This guy is young and I saw his picture. He looks like a regular guy. Geez,.....this is horrible ....I feel for the victims family. God help us.

i live in the area and i have to say that the parking lot is consistently patroled and well lit at night. when i walk through the parking lot in the morning, there is always at least one security car parked in the middle of the lot watching the light rail tracks. but at that time in the morning, the parking lot isn't that. i don't know how the security patrols/monitors the parking lot as more and more cars come in throughout the morning.

there are plenty of commuters on the platform in the mornings who could have acted as a deterent to such a violent attack. based on the pictures of the scene, i would venture to say that the stabbing did not happen on the platform where everyone waits for the light rail.

My understanding is that most people with schizophrenia are not at all violent, and that they're more likely to be murdered than to be murdered.

But I think it's pretty clear that society needs to be somewhat stricter about who is considered to be sane enough to live on his/her own, AND, probably more important, to commit enough money so that the group homes or other places where people with mental illness end up are decent places to live.

I think one problem is that a lot of supervised settings are either so awful, or so poorly adapted to meet the needs of shy, cranky people, that people who desperately need to be supervised end up living under highway overpasses instead.

I think another problem is that a lot of treatment and supervision programs are so badly underfunded that they toss out anyone who seems even a little bit able to function, even if "functioning" will mean living in an alley and panhandling next to OX.

Weren't there several incidents relatively recent in NYC where bystanders were stabbed by bipolar or schizophrenic people off their meds? There needs to be compliance and ensuring compliance with those with mental disorders taking their meds. How to target the homeless population however would be difficult. My heartfelt sympathies to his wife and kids. So utterly tragic and unnecessary.

Yeah that nut or some of the other aggressive and/or mentally ill homeless pan handlers you run into in front of Paradise Deli or elsewhere near the shelter or the hospital.

I wonder if the victim was running away from the attacker or if he just collasped in the middle of the street.

Terrible tradegy.

Senseless crimes happen any time any where that is why we have to be alert of our surroundings at all times. I learned it the hard way having been mugged a few times in NYC in the past.

UPDATE: Commuter slain at light rail station identified

by Michaelangelo Conte
The Jersey Journal
Thursday September 04, 2008, 1:41 PM

Resized Image

Blood and clothes in the street in front of the Liberty State Park light rail station in Jersey City this morning.

The commuter killed at the Liberty State Park light rail station during rush hour this morning has been identified as 36-year-old Michael J. Fuccile of Metuchen, officials told The Jersey Journal.

Meanwhile, police say they believe the killing was a senseless, random act of violence by a man with a possible history of mental illness.

Charged with Fuccile's murder is Jersey City resident Elgin Louis Taylor Jr., 24, of Communipaw Avenue at Suydam Avenue, Hudson County Prosecutor Edward DeFazio said.

"It appears to be a random act of violence and there is no indication there was any any dispute or demand for property," DeFazio said, discounting earlier reports that Fuccile was killed during a botched robbery. "It does not appear that they interacted at all."

DeFazio referred to Fuccile as a family man and said he was headed to work at Merrill Lynch on the Jersey City waterfront when he was attacked at 8:30 a.m.

Witnesses chased down and held Taylor for police.

But, if the light rail people aren't going to have any personnel at the stops, they should at least have people monitoring security cameras and do what they can do if they seem crime occurring.

Example: if the victim had been standing on the platform, and the killer started killing him, maybe a security cam watcher could at least have said, "Stop! You are being watched!!" in a really scary way. Maybe that wouldn't have helped, but maybe just the mere act of saying something through a loudspeaker in a booming voice could have prevented the murder.

Another possibility: maybe the light rail folks could, for example, install remotely operated sprinklers or extremely loud sirens in stations. If a guard monitoring security camera video saw a crime in progress, s/he could start sprinklers, set off loud sirens, or do something else that might stop an attack by freaking the attacker out.

I feel horrible about this. This is senseless. I am horrified that this happened in Lafayette too. We have been worried that this might happen at night since the Light rail station is really not patrolled much, its dark and desolate, but to think that this happened at rush hour ....i have no words.......

It's not as if it was an actual "robbery" the suspect was mentally unstable and there are many just like this dysfunctional person walking around town. If it could happen anywhere then it's no surprise that it happened here. Ah such is life...and life goes on, a sad and unfortunate mishap.

JERSEY CITY (WABC) --
A man was fatally stabbed at a light-rail station in Jersey City Thursday, near at the entrance at Liberty State Park.

The victim was attacked near the intersection of Johnston Avenue and Phillip Street at around 8:30 a.m. He died at Jersey City Medical Center.
Witnesses say the 36-year-old victim was stabbed in the neck as he waited for a train on his way to work at the Jersey City waterfront. He is reportedly a father of three.
Two bystanders followed the suspect and helped police take him into custody. Murder charges against the 24-year-old man, who is described by his parents as a mental patient with schizophrenia, are pending. He apparently disappeared Wednesday, and
Police believe the victim was attacked during an attempted robbery. It is not clear if anything was taken.
Police taped off a large area near at the entrance at Liberty State Park, where a pool of blood was visible in the street.
