If by "chlorine" you mean "human feces", then yes, I have also noticed the same thing with my water.

It must be just the downtown area. Up here in the Heights, water has been normal so far. No sediment and the chlorine isn't any stronger than usual.

I washed my hands this morning and they smelled very strongly of chlorine. I kept thinking it was the soap I used and realized I didn't use soap. But my nose to the tap and I'm shocked by how strong the smell is. It's like a pool. I won't drink it. But it would be nice for United Water to put out a bulletin.

They are flushing the water lines around the city & the brownish color is sediment.
If you ever want to know something don't waste your energy calling United Water ask one of the guys on the street who are actually doing the work. It's the only way to get an answer.

Called United Water yesterday and heard the "blah, blah, blah the reservoir settling, etc., explanation. Give it a couple of days and if it still smells like chlorine and is a brown~ish color at the tap, maybe give us a jingle back."
A friend confronted the United Water rep on our street today and received a "yeah, we're not really too sure what's up with focus smell and color ~ but it's totally safe ~ though you might want to boil the water that your baby consumes." Hmmm. Wonderful.

Does your tap water smell odd? United Water says Hoboken, Jersey City, and Weehawken water is still safe
Sep 16, 2012 Hudson Reporter HOBOKEN, JERSEY CITY, AND WEEHAWKEN -- This weekend, did you notice a stinky odor to your water in Jersey City, Hoboken, or Weehawken? Some residents did. United Water's website includes the following release: United Water customers in Jersey City, Hoboken and Weehawken may notice a change in the taste and odor of their drinking water. Despite the differences, the water continues to meet all the standards for safe drinking water. It can still be used for drinking, cooking and bathing. ?United Water is testing and monitoring the water quality very closely and laboratory tests show that it meets the standards for safe drinking water,? said Jim Glozzy, general manager. He explained that musty or earthy odors can occur when reservoir levels are down. Certain taste and odor episodes can also be caused by turnovers in the reservoir. This occurs when the surface water cools and sinks to the bottom, causing a disturbance to the lower water layers. The odor may be stronger when using hot water for showers, bathing or washing dishes. In addition, the odor may be increased if the hot water heater is only used on a limited basis. Glozzy explained that changes in the raw water supply require United Water to modify the location of the reservoir intake and the treatment process. ?We are working to resolve this matter as quickly as possible,? he said. Water supplies are natural systems that respond to changes in the environment. As a result, it is difficult to predict exactly how long it will take to resolve this problem, Glozzy noted. Customers may find that the taste of the water improves if they keep it in an open pitcher in the refrigerator. Per United Water's website, they are aware of the issues.
Maybe some equipment malfunctioned and put too much chlorine in the water?

I have the chlorine too. I told myself: they must be adding it to the water to kill harmful pathogens they must have discovered in the water. I kind of got philosophical then. Also now I'm really glad I made that split pea soup LAST week.
