Whoever thinks more recreational programs are going to solve the problem is living in fantasy island. gang violence is not stemming from a lack of parks or sports places or afterschool activities, i think it developes because of bad parenting and a lack of tough penalties.

Just because one is poor or comes from the "inner city" does not mean one joins a gang!

I think it's an excellent idea to have the national guard do surveillance and shooting of the criminals if necessary. Hwoever, I would prefer that the criminals are locked away for 10-20 years.

Im not an expert, but i woulda thought u need to tackle gangs with the law and not the military. If local law enforcement can't handle the execution of the law, then there are grounds for outside forces. Atm, I fail to see where the national guard can help here without stronger laws.

I rarely agree with politicians but i think its a good idea. Cops dont do anything to curb the situation because they get labeled as racist and profilers. Most of these profiles are correct but their hands are tied or they are just to lazy to fill out the paperwork. Im a hispanic and I would like nothing better than for the national guard to patrol the streets to get the criminal element off of it. I would like be able to walk down any street without running into a bunch of loser gang members who prey on the weak. Cowards

And this is why idiots like Manzo often propose martial law via the National Guard. In the aftermath of Katrina, GWB proposed weakening/abolishing Posse Comitatus so that feds could "step in". In typical government form; when the government fails, their solution is more government.

Has anyone, ever, heard a good idea from Manzo? I'm curious about this because every time I've read something that he proposes it seems like a horrible idea motivated by pandering to the lowest common denominator.

I also do not agree with bringing in the National Guard to solve the crime problems that we are having in Jersey City. As a matter of fact, I see this as a ploy by Manzo to get his name back in the news and paint the current administration as being soft on crime.

However I do understand why some people would feel "any means necessary" in order to stem the drug-dealing and violence that are endemic in some parts of this city. While things are bad in some parts of downtown (particularly around Wayne Street and Christopher Columbus Drive) they are much worse in other areas of this city like Ocean Avenue, MLK Drive, and the areas around the some of the projects. I have a lot of sympathy in particular for the senior citizens in these areas who are truly afraid of the streets.

Perhaps all this talk of the National Guard coming in will make our police department and politicians more aware of the need to better police some areas and the anger and fear of the average tax-paying citizen. If it embarrasses them into action then some good will have come of all this debate.

crime isn't a problem in my opinion. I want the guard to come in and take over things like street sweeping, garbage pickup, pot hole filling, remove tags, and sure why not use the camoflauge to protect the people for homeland security. lets get them out of barracks in central nj and lower our taxes. They can be the front line against rising property taxes.

I'm not surprised that people responded the way they did - the crime is a problem and people are afraid. But bringing in the guard is just a dumb-ass militaristic fantasy, and it will never work. Why not put more and better trained police out there instead?

My stepson is twelve and he's been asking for the past year if he can get a job and earn money. We keep telling him he's too young and if he helps around the house, we'll pay him. He said he'd rather add to our overall income (not those words exactly). There is cool stuff out there he wants to buy badly... video games, electronics, clothes, hats, shoes, etc. but wants to earn it himself.

Maybe if the legal working age was younger, kids would have something to do and earn some green while they're at it. Better than spending all of Saturday and Sunday playing video games.

I know this is a complicated issue, but maybe offering teens something of value to do could be part of the solution.

Totaly not nessasary.More rec.programs is what is needed.We used to have the best all around rec programs in the county.Other towns were always scared to play in our league.
Give the kids something to do,very simple.

I think that, under the Posse Comitatus Act, Manzo's plan is illegal. The military cannot be assigned to handle civilian law enforcement matters.

Cops have tough job , so I am not knocking them. Just the system.

I think the national guard would be great. I'm for one better with the active military. heck if they can provide security in a foreign country and get paid, why not use them here. They can also do what they should be doing for terrorism. less we forgot that. he should sell the idea as a reduction in property tax.

Stupid idea. It would portray Jersey City and New Jersey as a rogue state full of criminals.

I'd much rather see the police force have a similar program as the military do with the reservists. Reserve Police Officers working 1 night a week, 1 week-end per month and 2 weeks per year with their full time employment protected coupled with tax benefits. These Officers would be armed, trained and have the same powers as regular Police.

All we've been doing since Nixon is increasing sentences and building more prisons. It does jack. The bigger players can continue to run things from the prisons and there will always be more street soldiers, plus all the people who wind up going to prison for more minor offenses just come out worse (fewer legit prospects, hardened by doing time, etc.).

We already have far stricter sentencing than most first-world countries.

That's Assemblyman Lou Manzo's proposal to help local law enforcement put the kibosh on gang activity in neighborhoods across the Garden State, including his hometown Jersey City.

Manzo directed the state Office of Legislative Services yesterday to draft a resolution to urge Gov. Jon Corzine to deploy the New Jersey National Guard, at the request of local governing bodies, to assist municipalities in combating violent criminal gang activity.

"In certain areas, even in Jersey City, gangs have taken over areas," Manzo said. "They (the National Guard) are going to come in with heavy infantry and they are going to take the scum off the streets and put them in jail cells where they belong.

"The idea here is to work in concert with the local police," Manzo added. "There would be training with local police."

But Jersey City's mayor and actual Guard members gave Manzo's idea their own gang sign: a resounding thumbs down.

"We are not a city under siege," Jersey City Mayor Jerramiah Healy said in a statement. "In fact, crime has dropped steadily here the last 18 months."

"We do not need a military presence," Healy added. "The governor, should a catastrophe or major disaster occur, already has the power to call in the National Guard. And I'm sure he'd do so if a crisis ever escalated beyond the grasp of local law enforcement."

Guards at the Jersey City Armory said Manzo's idea could backfire.

"Going into the streets with our M-16s (rifles), in full uniform, is only going to provoke gang members to step up and show what they got," said Spc. Leonel Colon. "I'd do it, but I'm just saying that's what would happen."

Kabili Tayari, president of Jersey City's NAACP branch, gave Manzo credit for taking the gang threat seriously.

"You cannot disagree with a call for public safety, and he's (Manzo's) respecting the local governing bodies," Tayari said. "I just don't think Guards are properly trained to respond to domestic violence."

Manzo dismissed comparisons with the role the National Guard played in the Newark riots 40 years ago. That was a "civil unrest" situation, he said.

"Here we're talking about taking the streets back from thugs, crooks and criminals," Manzo said.
