Jersey City plan for stricter PILOT rules alarm developers, unions

JERSEY CITY -- Real-estate developers and labor unions are sounding the alarm about measures before the City Council that would sharply increase the requirements tied to tax abatements.

One of the measures, which have yet to get final votes by the nine-member council, would require all tax-abated Downtown properties include 20 percent affordable housing, while the other would force developers seeking tax breaks to pay an extra fee that would go to the public-school district.

Bill would divert Jersey City abatement revenue to schools

JERSEY CITY -- The public-school district would receive revenue from tax-abated properties under a measure up for initial approval by the City Council this week.

Jersey City has faced growing criticism over its aggressive use of tax abatements, which provide no funding for its 28,000-student school district. The ordinance before the council this week would require abatement revenue - known as payments in lieu of taxes (PILOTs) - to be shared with the school district at the same rate local property taxes are.

I don't agree with your math, our contributions to the school system was frozen to $72 million in 1990 when then Mayor McCann tired to cut the school budget. Then in 2005, our contributions have been increasing. Local taxpayers are now paying approximately $116 million. That is an increased on local taxpayers yet people who live in tax abated buildings also use the school system including charter schools which get their funding from our tax dollars.

Great letter that exposes Fulop's executive order as a complete sham.

The Jersey Journal article was poor because it omitted essential context. Namely, Fulop violated his campaign promises, flatly lied, and only now is attempting to address them. Here's the context from Brigid's letter:

"As a candidate for mayor, Councilman Fulop recognized the problem, promising in 2013 that if he were elected, payments from abated developers would be shared with schools.

"The City's tax abatement policy has long robbed the school system of necessary resources. New real estate development tax revenue should be allocated in equal proportions to the County, City, and Board of Education. Instead, the City allocates 100% of revenue collected through tax abatements for municipal expenditures. Under Mayor Fulop, the policy will immediately change," he said.

Unfortunately, that didn't happen.

If Mayor Fulop had kept his promise, the city's district and charter schools would be getting an additional $46 million a year, according to data from the city's budget. After nearly a decade of flat funding from the state, this is money our public schools desperately need.

Instead, Mayor Fulop nodded to his campaign promise only last month, promising 10 cents on the dollar from future abatements granted to the schools. At the moment, that will mean zero dollars for the coming school year."

Brigid's letter is making news. I returned from visiting the shrine in Hunterdon County dedicated to Fatima. The line entering was 3 miles long. So I googled and found Brigid's letter in the Hunterdon section of NJ. Nothing is written about the shrine so far but it is nice to know Brigid's letter is being read in a farming community.

Public schools 'long robbed' by Jersey City's abatement windfall | Opinion

Mayor Steven Fulop completed a five-ward speaking tour in March, reminding each night's appreciative crowd that his administration didn't raise taxes the previous year.

Yet the Fulop administration has managed to increase the city's spending 10 percent during his term.  

It sounds impossible. How did he do it without raising taxes more? 

Fulop has credited an increased property tax base, more municipal court fines and more revenue from hotel taxes. But that's just part of the story.

The bigger part is increased payments from abated developers. (Which, in fairness, he's also credited.) The increase in payments from abated developers accounts for more than half the city's spending increase. Those increased payments are the No. 1 reason the city has been able to spend more without raising taxes.

What Mayor Fulop hasn't said: Those payments shortchange the city's public schools.

Fulop renewed the tax abatements for Salem Lafayette for another 30 years bringing their abatement to 66 years and he renewed tax abatements on several buildings on Bergen Avenue. The people who live there still pay one third of their income in rent. This renewal provides a steady stream of income for the investors. Fulop also reduced the payment from senior complex. They previously paid 18% of their income to the city. Fulop had it reduced to 6.8%. Like the affordable housing, the tenants pays one third of their income in rent. This is to protect the owners. In the meantime, he takes our water money of $31.5 million.

Too little too late. There should be 0 abatement given out in Downtown. 5 Large developers control 90% of the inventory in Downtown. (KABR, Kushner, IronState, Mackcali, Panipento, IronState,). They dont need abatements to build on land they have owned for 10+ years or 20+ in some cases) All other abatement in other parts of the city should be only for 10 years maximum.

i meant that individual tax credits/refunds/rebates should perhaps in someway be tied to school attendance/performance for those who have kids. maybe welfare/food stamps/wic too? not trying to be mean, but maybe a different approach is needed

public school funding is going to be a waste until society somehow convinces certain types of parents that their children go to school to learn and not to play basketball, etc. perhaps tax refunds/rebates should be tied to school attendance, performance.

I feel like the public school board is a blackhole. Any amount of money thrown in it will vanish from this universe, never to be seen again.

I wish the state would reform school aid formula to force reforms.

Mayor Steven M. Fulop announced that today he signed an executive order that will dedicate 10 percent of the revenue from future tax abatements to the Jersey City Public Schools, with the revenue being shared through an unrestricted transfer of funds at the end of each calendar year.
