Emergency management is another thing the city does badly. The OEM (Office of Emergency Management) has been a quiet backwater where the Mayor can put people who aren't really expected to do much.

The infrastructure is outdated, the JCMUA violates CWA's regulations, and yet taxes went up before the violations and the requirements for infrastructure updates. Where does the city spend our hard-earned taxes.

Who can we report this lack of responsibility to so it will not happen again ? Also did you know that Hudson County OEM has a radio station housed on Summit and Jefferson up in the Heights but was not working yet they had it for months but never set it up.

Whatever happened to the sirens they tested a couple of summers ago, on Columbus and Marin? Had we known the water was coming, five minutes before it invaded our block on Wayne, we could have helped our downstairs neighbors move more things upstairs and turned the building electricity off before the water did it for us amidst explosions, sparks and threat of fire. Rich Boggiano made the administration send a patrol car around the Hilltop neighborhood making announcements. People flocked out to the streets to ask the police officer to repeat what she was saying. But the information was bare bones and there were no hand outs.

Handing out information before hand and alerting people to public places where information will regularly be updated such as city buildings, churches, and libraries, etc. with updates to be provided daily at something like 10 am and 4 pm would be better then people can go to those places and look at the information on the bulletin board when it is convenient for them.

There are many solutions... none of them will be implemented.

The email alerts from the East District Police Captain was incredibly useful and timely. That was great. The administration could learn a lot from their very own employees.

Actually the models did predict this. One of the worst things was their insistence on looking at the flood insurance maps... they even posted those on the City's web site. They don't even think about surge nor was this administration involved in any meaningful way in the severe flooding situation only a block away from them or they may have been clued in. Everyone just hopes that the storm will turn away at the last minute. City Hall had 5 feet of water and no one thought to move the records on the basement level to higher ground so it wasn't just vehicles... office equipment, mail room, tax records, tax maps, etc. etc.

Very disturbing that you have a JC OEM office and quotes of "lessons learned" after Irene passed, but yet they did nothing to even protect City Hall.

Put your head between your legs and pray people!!!

That's actually rarely relevant. I have not heard anecdotes of sewers backing up in dry weather. What they can't handle is rain, which goes in the same pipe. And if you have cement pipes you're ahead of the game. Mine, like many, is 100+ years old and made of bricks which are crumbling apart. And that's better than some, which are of wood!!

Also, at least Downtown, there's probably more multifamily brownstones reverting to their original single status than the other way around.

The old sewer lines can not handle all the new development. Block after block of what used to be one families, now converted to 2-3 families means hundreds more toilets, sinks, showers. The old cement pipes cannot handle the volume. Who is responsible now if you were flooded from a broken sewer line underground that has caused structural damage? Flood Ins or the JCMUA?

In my experience homeowners insurance will cover sewer backup but not flooding which makes it sort of a blessing in disguise that both times I had to make a claim it was sewer related.

$52M is pissing in a hurricane as far as real solutions rather than band-aids. It'll take billions to upgrade and separate the sewers and build either pumps or holding tanks to get the rainwater off the streets. We may not be below sea level like New Orleans, but we could use the same solution, giant pumps to get the water out of the city. Hoboken has new pumps for rainwater, but nothing would have kept out the surge that hit them.

I was not at all surprised to read that in 2011 the JC MUA had to pay $350K for a Clean Water Act violation for failing to properly operate and maintain its combined sewer system. I don't recall reading about this further black mark on Jerry's rein.

I am not an attorney but since this is now on the books couldn't a landlord/owner sue the city for not disclosing the horrid conditons of their underground sewer and storm drain systems? Imagine all the owner/builders who are now facing severe flooding issue in their buildings because of these well known festering, systemic issues.

The Department of Justic and the EPA also announced that the JC MUA will invest $52 million over the next 8 years to repair and upgrade its existing infrastructure.

?This agreement, like others reached with cities across the country, addresses critically important and long-overdue upgrades to the municipal sewer system in Jersey City, which are required if JCMUA is to achieve compliance with the nation?s Clean Water Act,? said Ignacia S. Moreno, Assistant Attorney General for the Environment and Natural Resources Division of the Department of Justice. ?Among the actions required by the agreement, a supplemental environmental project will replace privately-owned sewers with direct sewer connections, directly benefiting economically disadvantaged residents by improving wastewater collection and preventing sewage backups in their homes.?

I would love to know what "un-biased" entity will be in charge of this 52M and what their action/goal time table looks like. What streets do they tackle first, etc.

They trot out the usual weak excuses "models didn't predict this much water" etc. They lost 70 vehicles? How hard is it to park them on higher ground? This is storm prep 101 and these guys somehow are always "surprised".

It's not just taxpayer money, but homeowner/taxpayer quality of life that is impacted by the moronic management of these agencies. It's all fun and games until your basement is 4 feet deep in sewage...

JC has two issues - first is the fines/legal actions for dumping untreated sewage into the Hudson. That is surely no where near fixed.

The second problem which I think they've been dodging for years has to do with the crumbling pipes under the streets. My theory is that most of the sewage people are getting in their basement is coming out of cracks that are in the main pipes under the street. No doubt JC MUA will try to shirk their responsibility on this issue. Bottom line is if enough people start complaining there may be some hope.

When rowhouses cost 400K and taxes were 6K per year people dealt with the sewage overflows into the basement. Now that those rowhouses are $1mm+ and the taxes $15K people want first world living standards and plumbing. Somehow MUA doesn't get this.

There is no doubt that there will be some massive system collapses in the future and unless this problem is seriously tackled, you better pray those collapses aren't anywhere near your place as it won't be pretty...

Also, it's my understanding that ever since the Hurricane (now three weeks ago) the sewer has been dumping, untreated, into the Hudson because of some storm damage. Can anyone confirm or give additional details?

Just adding my +1

As I said in another thread several years ago the sewer in front of our house collapsed, filling our basement with sewage. The MUA fixed it but reacting seems to be their MO rather than proactively fixing the known problems.

The city needs to fix the sewer system now!
