Un-freakin-believable ?.

But records obtained by the newspaper showed the commissioners had a system that kept score of the hires. They called it the ?commissioners? rounds? and those rounds were numbered, not unlike NFL draft rounds, keeping track over whose turn it was to give someone a job. One commissioner picked his daughter-in-law when his turn came. Another picked his wife.

More than 70 employees of the scandal-ridden Passaic Valley Sewerage Commissioners were terminated today ? representing 12 percent of the agency?s total workforce.

At the same time, all spending on outside counsel retained by the commission was frozen.

Gov. Chris Christie, in announcing the terminations, renewed his call for veto power over the actions of the PVSC and other water and sewage authorities. ?I cannot imagine that the PVSC is the only place in New Jersey where this is happening,? Christie said.

Proposals to give the governor such veto authority have been locked up in the Legislature.

According to the governor, the payroll cuts ? combined with earlier reductions will save $10 million in salary and benefits that will result in direct property tax relief for the municipalities that are billed by the PVSC.

Passaic Valley, which operates the largest wastewater treatment plant in New Jersey, handles the sewage of more than 1.3 million people in 48 communities throughout Essex, Bergen, Passaic and Hudson counties.

The new round of firings come after six of Passaic Valley?s seven commissioners were fired by Christie two weeks ago in the wake of disclosures in the Star-Ledger of widespread nepotism, patronage and insider deals for the politically connected.

The brother was a Liquid Waste Management Specialist. Hmmm....he specilized in managing urine?

Thank you Governor Christie! What a savings!
Next stop Jersey City. There's plenty more waste in Czaplicki's department to manage.

Hey jcmiles I'm on the same boat with you. D-day for me is next Tuesday and my company doesn't even want to discuss with us the high probability of me and a few other people being laid off. Then again, we have people double dipping on top of getting their wives jobs, so should I say triple dipping. Just sad!

Sorry to vent, but I am facing possible layoff tomorrow, since our new CTO is outsourcing a bunch of jobs here to a contract co. in India. It makes me ill since I suspect that most of these PVSC jobs were "no-show" or "barely-there" jobs. Yet I work usually about 50+ hrs a week salaried (no over-time, no bonus) as a Java software programmer and make similar money to an administrative clerk on the PVSC dole.

Vanessa Czaplicki was a multimedia technician being paid $70,676 a year. John Czaplicki was getting nearly $90,000 a year as a liquid waste acceptance specialist, according to payroll records.
Also fired were Kevin Bolan, an $82,500-a-year account clerk; Kevin Holland, an $81,300 EMS coordinator; and Maureen Critchley, an administrative clerk who was paid $66,300.

$380,776 in taxpayer money saved.

BTW: What is a "multimedia technician" and why would they be working at a sewage processing plant?

NEWARK ? In the latest turmoil to hit the Passaic Valley Sewerage Commissioners, the agency?s chief financial officer resigned today and five other employees ? including the wife and brother of a former commissioner ? were fired, officials said.

At the same time, the State Police were called in to take over security at the agency?s facility in Newark. The move came after the discovery of a small hole drilled into the office of the executive director, allowing anyone to eavesdrop from a storeroom below, officials said.

The resignation and terminations followed the arrests Tuesday of three top-level executives charged by the Attorney General?s Office with official misconduct in connection with improvements and repair work allegedly done at their homes by Passaic Valley employees who were supposed to be on the job.

"These actions are necessary to restore public trust and accountability to the agency," said Wayne Forrest, the executive director of the agency, who took charge last July.

Passaic Valley, which treats the sewage of more than 1.3 million people in Essex, Bergen, Passaic and Hudson counties, has been all but torn apart in recent weeks after a series of stories in The Star-Ledger documenting the hiring of wives, brothers, in-laws and children; special-interest contracts; and the hiring of politically connected officials at six-figure salaries.

Forrest late today said he had accepted the resignation of Kenneth Pengitore, who quit his $163,869-a-year job without explanation.
Pengitore ? a Passaic County Republican and former college football star who played in the World Football League ? had been the mayor of Haledon and a PVSC commissioner himself when he was tapped by his fellow board members to become CFO. While still a commissioner, Pengitore secured jobs for his son, daughter and daughter-in-law, all of whom remain on the PVSC payroll.

Officials said those terminated today included the wife and brother of former Hudson County commissioner Carl Czaplicki ? who was forced to quit last week after Gov. Chris Christie demanded the resignations of six of seven PVSC board members after the disclosures in The Star-Ledger.

JC and NJ seems to be suffering from a generational group of self-serving, self-righteous, nepotistic, corporate psychopatic and with zero empathy senior managers within cityhall and government appointed positions.

With these types of character traits exclusively causing havoc in the financial institutions, they have now moved in to government roles

So it seems like Mr. Czaplicki got out before the hammer came down. I wonder when the Attorney General is coming into his backyard (Jersey City) to investigate all of the public officials who are here "using their public positions for personal gains."

Now its up to Mayor Healy to make Czaplicki's patronage mill at HEDC history.

Official #3 needs to go. He doesn't think he needs permits like every other resident to improve his house. He meets with corrupt developers. He thinks its okay to hire his relatives. He is a tripple-dipper.

Czaplicki - You can't say you're at work in Jersey City when you're at meetings in Passaic Valley.

HEDC is a ticking time bomb. TICK TOCK

Four members of Passaic Valley Sewerage Commissioners to resign

Under pressure from the governor, four of seven members of the Passaic Valley Sewerage Commissioners today said they would resign from the embattled agency.

Two others have until today to either quit or face removal proceedings, after Gov. Chris Christie ? citing a litany of abuses at the authority ? demanded they leave.

Charging that the commissioners repeatedly engaged in "unethical hiring practices, secured unwarranted perks and blatantly ignored conflicts of interest," the governor acted Tuesday to immediately suspend all six without pay. He signed an executive order vesting all necessary authority to run the PVSC in its executive director, former Somerset County prosecutor Wayne Forrest.

PVSC chairman Anthony J. Luna of Lodi has already submitted a letter of resignation, said Ralph Lamparello, a board attorney. Carl S. Czaplicki Jr. of Jersey City, the vice chairman, indicated that he would be submitting his resignation, and a spokesman for the governor said it was received tonight.

One less job for Carl !

This is how Gaughan is able to make $160k-plus per year by doing little more than appearing to be a sunburned toad.

If the governor is successful in firing Czaplicki and the others, I hope this brings attention to his other two jobs. He should not be allowed to have a public sector job, after clearly demonstrating nepotism. He has violated the public trust.

His secretary constantly reported him present for work in Jersey City when he was absent at the sewerage meetings in Passaic Valley.

He got paid for two jobs when he was doing only one.

Isn't that illegal?

Spurred by resurgent revelations of rampant nepotism and cronyism at the Passaic Valley Sewerage Commission, Gov. Chris Christie tonight suspended six of the seven sitting commissioners without pay, including a Jersey City department director and a Harrison official, and began procedures to remove them from office.

In letters to PVSC vice chairman, Carl S. Czaplicki Jr., the director of the Jersey City Department of Housing, Economic Development & Commerce, Thomas J. Powell, a Harrison redevelopment commissioner, and four other commissioners -- including PVSC Chairman Anthony J. Luna -- the governor said he was removing them for just cause.

"Facts have been adduced which indicate" the commissioners are "no longer fit or able to serve ... have committed conduct which is violative of your Commissioner's oath ... (and) have violated the Passaic Valley Sewerage Commissioner Code of Ethics," the governor said in the letters.

Reached at his home tonight, Powell was defiant.

"I ain't resigning. I have no plans on resigning. I have done nothing wrong. I stand tall. I have served the commission well for a number of years," he said.

A retired vice president at National Westminister Bank, Powell, 69, said the only relative he ever encouraged to take a job at the commission was his son, who worked in sales at the PVSC for about a year beginning in May 2001.

Otherwise, he said he occasionally encouraged young people to apply, mostly for entry-level jobs.

"I knew some young people in my town and everyone wants a job at Passaic Valley," he said. "They filled out an application and from that point on, I had nothing to do with it."

Powell declined to comment on the governor's actions.

Czaplicki was appointed a commissioner in 1999. Records show that Czaplicki's wife, Vanessa, who was hired in 2003, is paid $70,676, while his brother, John, hired in 2001, makes nearly $90,000, according to an expose that ran in The Star-Ledger earlier this month.

What comes around goes around.

Carl Czaplicki ran PVSC like a patronage mill same as he runs HEDC. You should see him hiding in his office now on the phone begging to keep all his jobs.

This is just a boomerang effect.
What you do to others comes right back at you.

Carl is getting back what he puts out there.

What is that old saying?
When you sh!t on people on your way up the ladder remember that you'll have to meet them on the way back down.
