HPNA Board member, Elna Mukaida, will brief everyone on the JCPD Captain's Meeting held
every fourth Tuesday of the month. The Captain's meetings are JCPD's primary way of
communicating crime statistics to residents and provide a forum for residents to discuss specific
incidents and concerns with the JCPD. We encourage everyone to attend these meetings.

After a frigid winter with expensive heating bills, we will soon be facing high bills again to keep
cool this summer. We will learn how residents can conserve energy and reduce their costs this
summer. Anthony Castellitto, from PSE&G's speaker program will have power point
presentation and then discuss special PSE&G programs available to consumers.

The City is confident that the park will open in May.
The HPNA Parkfest will take place on Saturday June 5, (rain date June 6).

The job has to be 100% completed which includes the grass being fully grown in before the park can open. From what I understand this is required under state bidding regulations/contract.

8:05 ? 8:45 Update on the City budget / Tax increase and the Proposed Gas Pipeline
Councilman Steve Fulop will address the membership about the recent proposed City Budget. After last week?s city council meeting, City Council President Peter Brennan, announced that the budget will not be ready for passage until next month so there?s still time to take action and make sure your concerns are heard by the City government. In addition to the City budget, as many of you know there is a proposed gas pipeline for New York that could potentially go through Jersey City. As this is in the initial stages, there are more questions than anything else however, Councilman Fulop has been looking in to this issue and will update us on his findings.

The HPNA board has been working to revise and update our bylaws. We have a draft of proposed changes
which have been posted to the HPNA Blog for the past two months and will be the topic of discussion at this

Reminder - the debate is TONIGHT Wednesday May 6, 2009

The Hamilton Park Neighborhood Association is proud to sponsor a debate between the Ward E candidates for City Council. The questions posed to the candidates will be taken from the audience and read by the moderators. There also will be a half-hour period after the debate (9:00 - 9:30PM) for candidates to meet and speak to the audience members one on one (if they choose).

The HPNA's Annual Easter Egg Hunt and Visit from the Easter Bunny is this Sunday April 5 at 3:00 PM in the park. Come out and meet your neighbors and have a good time! Additionally, we'll be doing a park cleanup from 12:00 to 3:00PM so the kids have a clean safe place to hunt. The park bid has been awarded to Green Construction and work is slated to begin in the next 30 days. We're working with the city and the construction company to get additional details regarding the final plan and construction timelines.

We also have Membership information, dates for upcoming HPNA events, updates on local development and the Hamilton Park renovation.

HPNA has invited the Jersey City Board of Education candidates to speak to our membership. Each candidate will have a couple of minutes to introduce themselves and then there will be a Q & A period.

The Hamilton Park Neighborhood Association invites you to join us for our Annual Easter Egg Hunt and visit from the Easter Bunny this Sunday, April 5 from 3:00 to 4:30 p.m. The Easter Bunny will be making his regular visit to help children find their eggs and for pictures. We
welcome volunteers to come in advance from 12:00?3:00 p.m., to help clean the park and hide
the eggs.

"Ask Not" Chillfest, "the mostly gay & lesbian film series of Jersey City" continues its ?Chillest Second Saturday Series? with ?Ask Not?, a documentary explores the relevance of "don't ask, don't tell" in the era of the war on terror. 8:00 ? 8:10 Monthly Captain's Meeting Update
Our own HPNA Board member, Elna Mukaida, will brief everyone on the JCPD Captain?s
Meeting held on Tuesday, 02/24/09. The Captain's meetings are JCPD's primary way of
communicating crime statistics to residents and provides a form for residents to discuss specific
incidents with the JCPD. We encourage everyone to attend these meetings if they are able.

8:10 ? 8:50 11th Street Viaduct Presentation
Councilman Steve Fulop will give a presentation on the proposed 11th Street Viaduct. This is an
additional Turnpike extension branching off the to the current 12th Street Viaduct designed to
streamline traffic destined for the Jersey City waterfront. The HPNA hopes to provide input in
this project as a directly impacted stakeholder. There will be a Q & A period where you can voice
your concerns with the plan and highlight items needing further attention/consideration.

Hudson County CASA, with Wine Library of Springfield, is pleased to announce our 3rd annual
wine tasting fundraiser at The Atrium, Harborside Financial Center. The event will feature more
than 80 wines and hors d'oeuvres. Tickets are $60 per guest for advance purchase, $70 at the
door and all proceeds will support CASA's mission to advocate on behalf of Hudson County's

In the wake of the tragic murder of Mr. Parikh the HPNA has invited Police Chief Thomas Comey and East District Captain Brian McDonough to discuss the latest developments in the case as well as our neighborhood safety concerns. While we have not received firm confirmation that Chief Comey will attend yet, we have been assured by Capt. McDonough that a representative of the JCPD will be on hand to provide an update and hear our concerns as well as concrete ideas that residents might have for increased safety.

The Communipaw Avenue Block Association (CABA) is circulating a petition which requesting the Jersey City Police Department & Governor provide: Neighborhood Walking Officers and Closed Circuit T.V. Cameras in all high crime areas & parks, and a Local, State & Federal Task Force to fight against drug trafficking, violent gangs, and the rise in homicides in Jersey City. We have copies of the petition available if you would like to sign.

The Citizen's Campaign along with CivicJC are holding a free one-hour leadership forum at the Frank R. Conwell Middle School #4, at 107 Bright Street to teach residents about constructive participation in local government. This is the first of several free leadership forums designed to prepare citizens for public service in Jersey City. This forum is co-hosted by Civic JC, and co-sponsored by Boys & Girls Club of Jersey City, New Jersey City University, Women Rising, and Hamilton Park Neighborhood Association.

Saturday, Feb. 7th 1PM to 3PM ? Valentine Fever! Family Project Day
Join the Jersey City Museum for a day of love! Everyone will enjoy making wacky, wonderful or just plain sweet valentines for those they love in the studio classrooms from 1 to 3 pm. There are three valentine projects designed to delight every age group. A disturbing incident took place on Pavonia Avenue between Coles and Monmouth where a witness observed a neighbor's car in the process of being stolen. She called the police and was refused help because it wasn't her car. She also alerted a uniformed officer stationed a block away who also refused help with the same excuse. The HPNA made a request for an investigation into the lack of response with the East District and after initial discussion, but we have not received a follow-up report. We have invited representatives from the East District to discuss this matter with the neighborhood but so far have not received a response regarding attendance. We will discuss appropriate next steps.


I can not believe something like this could happen. What a DISGRACE!!! These 2 officers should be fired for this. Keep the pressure on them HPNA, their excuse for not stopping a crime in progress is unacceptable and shocking to say the least! Expose them and have them terminated. Ban together HP residents and do all of Jersey City a favor and get these 2 officers removed from service. UNBELIEVEABLE

8:30 ? 8:40 The 11th Street Elevated Offramp is Back on the Table

In May of 2007 the HPNA membership unanimously voted to oppose the NJTPA transit proposal to create an elevated exit ramp from the turnpike behind the Hamilton Park neighborhood. This "flyover" would curve behind the neighborhood (near Enos Jones/Brunswick park) and continue down 11th Street to connect in near the Newport Mall waterfront access road. We have learned that public state funding is being pursued for this project and we'd like a discussion of ideas for moving forward.

8:40 ? 8:50 HPNA Board of Trustees Nominations

It's that time of year again! Nominations for the HPNA Board of Trustees are in December, and elections will be held on Wed, January 7th. If you would like to participate more fully, please come by and nominate yourself ? or nominate an interested friend.

8:50 ? 8:55 PADNA Amicus Curiae brief

In November, the Powerhouse Arts District Neighborhood Association (PADNA) had several amicus curiae ("friend of the court") briefs filed in support of their opposition to the Toll Bros redevelopment plan changes. The Board of the HPNA voted not to file a brief, but individuals are welcome to file if they would like to do so. We will provide information on pursuing this avenue to interested residents.

Bring out the neighborhood kids to enjoy an HPNA-sponsored holiday party at our local elementary school, P.S. 37. We'll have live entertainment generously donated by the children's music band The Fuzzy Lemons?, lots of baked goodies, and even a visit from Santa Claus. Activities include a sing-a-long with the Fuzzy Lemons and craft projects for the kids. After the party, head over with us to Hamilton Park for the HPNA's annual Christmas Tree Lighting.

We desperately need volunteers to help set up and help with the party, especially as it is during a weekday. If you can donate time, please contact Jen at hpnajc@gmail.com .

Thank you to all our neighbors who helped make this season of the Hamilton Park Farmers Market a great success. Our vendors were very pleased with the weekly turnout and enthusiasm of the neighborhood and repeatedly commented on how much they enjoyed coming to Hamilton Park every Wednesday. The Farmers Market returned to Hamilton Park this year ? bigger and better than ever! Come support local business and help make this a market that our vendors will look forward to serving the Hamilton Park community next year.

Welcomed back is our resident soap-maker Marco of Juvia Soaps and Hoboken Farms (www.hobokenfarms.com), bringing us fresh mozzarella, stuffed chicken, crabcakes, tilapia, and steak. We have two new farmers this year ? Farmer Len from Upper Meadows Farm (www.uppermeadowsfarm.com) brings organic produce, flowers, honey, and fully organic pasture-raised meat. We also welcome Farmer Dale from Stony Hill Gardens and Farm (http://www.stonyhillgardens.com/SHFM.htm), who used to work the farmers market near the Pavonia PATH. Farmer Dale brings all kinds of fruit, greens, breads, veggies, eggs, flowers, and homemade pies.

Other new additions this year include Gulden Gourmet (http://guldengourmet.com/) with olives, pickles, and Turkish coffees, as well as Made With Love Organic Bakery
(www.madewithloveorganics.com) with organic cookies, tea breads, and scones. Police Report Note: Captain McDonough of the East District is now holding monthly meetings open to the public to learn in detail about crime throughout the East District. Meetings are held the 4th Tuesday of the month at 7:00 pm at M.S. 4 (107 Bright Street). The Jersey City Police Department has a new website, www.njjcpd.org that provides extensive Department Information as well as Preventive Tips. Membership information, updates on local development, the Hamilton Park renovation (it's officially OUT TO BID!). An HPNA representative will also brief the neighborhood on recent crime stats and news from the June Captain's Meeting.

8:00 ? 8:15 Tennis in Hamilton Park

Hashim Bennett, a downtown resident, has been appointed as the new director to run small park tennis programs (to include Pershing Field, Country Village, and Audubon Park). He is reaching out to the neighborhood to coordinate efforts in the park, especially with the renovation slated for this fall.

Mr. Bennett started a community tennis association (CTA) with the USTA to help bring more tennis into Jersey City. If you check his website (titantennisonline.net), there's plenty of info on what they do and current programs in the area. He will be looking to hear from residents in what they would like for tennis programs in Hamilton Park.

8:15 ? 8:50 Q&A with MUA regarding Pavonia Avenue Sewer Construction

Representatives from the MUA and Mayo Lynch (the contractor company doing the construction) will address concerns regarding the Pavonia Avenue sewer replacement and its impact to the community. Specifically, they will address concerns regarding parking, traffic, storm water drainage, noise, and dust level, as well as the expected impact on the West Hamilton Place bus route (Bus 126). Many have questions regarding how these impacts will be handled, when the project will be completed, and how the bus will be rerouted, etc., so come hear details and ask any questions on the project yourself.

Two additions to the agenda: the owner of Basic will present the option of having outdoor seating and former Mayor Bret Schundler will be attending to listen to neighborhood concerns and issues.

I submitted a traffic sign request (for the 2nd time) to put a stop sign on Marin Blvd. and 9th St.
Speed bumps or a traffic light would also be good choices.

Any stop sign and/or traffic light must meet D.O.T. requirements before this can happen, this requires lengthy statistical data from both JCPD, the traffic /engineering dept. and an ordinance approved by council if we met the guidelines, it can take over a year for this process.

The D.O.T has very stick guidelines, (sometimes absurd i.e.: the Cole and Pavonia stop sign).

A good short-term solution is speaking with the east district commander and asks them to do radar enforcement. The speed limit is 25mph.

I received this e-mail response to my traffic sign request:

"In reply to your request. A work order has been issued to conduct a traffic engineering survey at Marin Blvd. & 9th St. This survey consists of a 25 hour vehicle count, accident analysis, collision diagram and condition diagram. If the data collected at this intersection falls within the parameters mandated by the Department of Transportation for the installation of a traffic signal or an addition traffic control device the it will then be forwarded to them for their review and recommendation.

The Department of Transportation does not permit speed bumps on a public right away. However, an Investigator from this Division will inspect the intersection to insure that all traffic, parking and pavement signs are in place."


I received this update today:

"The traffic engineering survey has been completed for Marin Blvd & 9th St. The traffic engineering data collected indicates a traffic signal may be warranted. Therefore, the data has been forwarded to the Department of Transportation along with an "Authorization to Design". I will advise you of the DOT's recommendation".

A huge THANK YOU! to our neighbors who volunteered with the Spring Park Cleanup in Hamilton Park. The broken lights were taken off the gazebo and holiday tree, the brush was cleaned up, bushes pruned, and garbage removed. Special thanks to Hamilton Square for donating beautiful geraniums to volunteers as a thank you gift.

I have to chime in and say that the Park Renovation has been YEARS in the making, and so long overdue, that the idea of putting off construction even one more day could jeopardize the whole project. Being inconvenienced for a few months is a very small price to pay. The renovation must be done in good weather, and the winter is not an option. We all must deal with the few months of inconvenience and not postpone at all for fear of a project stalled by ice and snow. We've all waited WAY too long for Hamilton Park to get its makover, and as long as the money is in place, don't allow the project to become stalled and the money disappear.....!

JCBiscuit, thanks for the nice words.

Trust me I'm totally with you on the timing issue. It still isn't out to bid yet so my thinking is let's get to that stage first, find out who will be doing the construction (it won't be the city, that's all we know) and then have a general community meeting where we can all discuss the construction timeline, concerns, etc. I can't promise that whoever wins the bid will engage all of us, but up to this point we've had great back-and-forth between the contractors/city/community so I don't see any reason that will cease.

Jen, thank you so much for all of your hard work bringing the park renovation into fruition.

One question: does construction / park closing have to happen over the summer? peak park season?

If the work is slated to be completed by end of December, why not push everything back a couple months and have it complete at the end of February / beginning of March, so that the neighborhood can have use of the old park for the summer?

Just a query. Thanks again for all of your time.
