legal to park over stop line?

I parked my car near the street corner, over the stop line, but not over the pedestrian crosswalk line.
Is this legal?

This may seem a little off topic, but when I lived in Portland, Maine, there were _very_ few public garbage cans and lots of litter always, but there was one garbage can across from my building and I used to use it for my dog's poop. One day it disappeared. I found the e-mail of the sanitation department and explained what happened. I said I was a responsible citizen who just wanted to throw out my dog's waste and I asked for a new garbage can. Coming from NJ, I expected no response.
A reply came in the form of a forward to someone else in the dept, like, "Bill, do you know anything about the garbage can on High St. near Cumberland Ave?" Then Bill replied, copying me, "No, I didn't know it was gone. We'll get a replacement."

No joke-- two days later, there was a new garbage can.

Sure, it was a smaller city, but it was a city. I was impressed with the level of response. It would be nice to get one garbage can on Erie between 1st and 8th.

Why don't you ask for garbage cans through this site?
http://mycusthelp.com/JERSEYCITYNJ/_cs/RequestSelect.aspx

You would be surprised, what you can achieve through a formal request.

A few months ago I requested, through that site, for a traffic light to be installed on 9th St and Marin, and with a little help from Steve Fulop [actually a lot of help from him :) ] I got my request granted. The traffic light will be installed in early 2009.

On April 9th I received this response:
"In reply to your request. A work order has been issued to conduct a traffic engineering survey at Marin Blvd. & 9th St. This survey consists of a 25 hour vehicle count, accident analysis, collision diagram and condition diagram. If the data collected at this intersection falls within the parameters mandated by the Department of Transportation for the installation of a traffic signal or an addition traffic control device the it will then be forwarded to them for their review and recommendation.
The Department of Transportation does not permit speed bumps on a public right away. However, an Investigator from this Division will inspect the intersection to insure that all traffic, parking and pavement signs are in place."

On June 9th I received this update:
"The traffic engineering survey has been completed for Marin Blvd & 9th St. The traffic engineering data collected indicates a traffic signal may be warranted. Therefore, the data has been forwarded to the Department of Transportation along with an "Authorization to Design". I will advise you of the DOT's recommendation."

I do not have any more news about this.

I have just sent an e-mail to Steven Fulop (Jersey City's councilman for this area of the city), and sent him a link to this forum thread asking him if there is any way he can help us.

I got this update today:
"The Department of Transportation has authorized the installation of a traffic signal at the intersection of Marin Blvd & 9th St. The traffic signal has been funded in the FY2009 package and it is anticipated construction will commence in Spring 2009".

gueren, do you have any more information about the traffic survey / response? Reference numbers, names, paper documents for example, anything that a government official might need to understand the status and assist in pursuing it.

My understanding is that the DOT has not yet responded. Do we know if their response is necessary (or guaranteed), and if their approval is mandatory? Is my assumption correct that this is the NJ state DOT and not a DOT at some other government level?

Is there any more information with respect to the DOT request - for example names of people accountable for the request, reference numbers, and so on?

Do we know if DOT approval means a light will definitely be constructed? Do we know if the city council must vote on it?

Exactly what city agency has done the traffic survey and sent the DOT the data? Or is this going to be obvious to any city or state (assuming it is the state DOT) official?

I really appreciate what you've done so far and I am not asking these difficult questions out of idle curiosity.

jclxz, unfortunately I do not have answers for any of your questions. I just submitted a request to have a traffic light installed at the intersection, and I received the two responses I posted above. I know nothing more than that.

Yesterday I sent an e-mail to Steven Fulop pointing him to this forum thread. I also told him about the traffic light request I had made. Hopefully he can help push the issue.
Steven Fulop's contact info is in his website (http://www.stevenfulop.com/) if you are interested in reaching him. My understanding is that he has frequent contact with the JCPD and other city and state authorities.
Not sure how much he can do, but if you want to get personally involved he should be able to tell you what you can do / who to talk to.

A lawsuit can be costly and time consuming. What about approaching the issue in a more diplomatic way? According to this page (http://www.cityofjerseycity.com/agencies.aspx?id=1196) the Director of JCPA is Mark Russ.

Here is his e-mail and phone extension:
http://www.jcparking.org/contact%20info.htm

I would start by sending him an e-mail, or calling him, and arranging a meeting to discuss what the problems are.

Alternatively we can talk to Steven Fulop and he may able to talk to JCPA directly.

I forgot to add that what I found most disturbing is that if I did not follow up with this notice "(...) a warrant may be issued for your arrest".

So I was basically relying on USPS to avoid potential arrest for just a simple parking ticket.

Failure to Appear Notice

Today I received a "failure to appear notice" for failing to appear in court after getting a "street cleaning" violation.
The thing is that I never got the original ticket, and that is why I did not pay the fine (and did not show up in court either).

I just paid the ticket plus penalty. It is not worth it complaining with the city government.

Has this ever happened to anyone else? To be issued a ticket/violation but not to get the ticket copy attached to your car?

I submitted a traffic sign request (for the 2nd time) to put a stop sign on Marin Blvd. and 9th St.
Speed bumps or a traffic light would also be good choices.

If more people submit similar requests, it might convince the government to finally do something about this intersection:
http://mycusthelp.com/JERSEYCITYNJ/_cs/RequestSelect.aspx

Any stop sign and/or traffic light must meet D.O.T. requirements before this can happen, this requires lengthy statistical data from both JCPD, the traffic /engineering dept. and an ordinance approved by council if we met the guidelines, it can take over a year for this process.

The D.O.T has very stick guidelines, (sometimes absurd i.e.: the Cole and Pavonia stop sign).

A good short-term solution is speaking with the east district commander and asks them to do radar enforcement. The speed limit is 25mph.

Have you called Councilman Fulop?

Thanks for the idea. I have just sent an e-mail to info@stevenfulop.com. I hope that e-mail reaches Steven Fulop.

There is a garage at the intersection of Erie and 9th. They charge $150 per month.
