Buffeted by the misdeeds of corrupt officials, maligned by reality television and blasted by hurricanes, many natives say they grow tired of routinely having to defend their state. Despite it all, one thing always perked up New Jersey residents: the cheap gasoline. With prices far lower than in neighboring states like New York and Pennsylvania — the second lowest prices in the country, in fact (only Alaska charges less) — New Jerseyans have long boasted about their bargain-basement fueling costs. The low prices, a consequence of the state’s low tax, also coaxed many thrifty New Yorkers and others over the state line. But those gas glory days are coming to an end. Gov. Chris Christie has signed into law a new tax that, starting on Nov. 1, will raise gas prices by 23 cents a gallon, effectively putting New Jersey on a par with the rest of the country. Two years ago I was involved with a project that required the cost estimation to be done using prevailing wage (this was NY not NJ). The labor cost for each part of the job was about 270% higher than it would have been in the private sector.
Sadly, a number of the recommended capital improvement projects (this was a hospital) got dropped from the scope of work. The prevailing wage cost adder made the projects non economically viable.

Spot on, JCMan8! All publicly funded projects require workers to be paid prevailing wage (whether or not the company doing the work is a union company). So you wind up having workers performing the same work that they would normally be doing, only getting paid double, if not triple or more the wage that they normally would be paid. Some may say that this is good because workers need to make a living. The problem is that there is so much less public work since projects are prohibitively expensive. There would be more work out there if these astronomical wage rates were lowered, or abandoned completely for a more quality-controlled mindset where the quality of the work is overseen. Just because someone is getting paid more doesn't mean that they are doing a better job. Very few people are willing to perform manual labor these days and talented laborers are hard to find. Because of this, workers who are good at their craft are paid a premium due to so many companies vying for them.

Christie let us down. I'd expect a Dem governor to sign off on this but not him. I assume the sales tax reduction was his idea but as you said, this plan doesn't address the underlying problems.

New Jersey funds highway, bridge and rail projects through its Transportation Trust Fund, which relies on borrowing and gas tax revenue to contribute $1.225 billion to the state's overall $1.6 billion construction budget this year. By June 30, the fund will exhaust its capacity to borrow further and will be using all its revenues to make payments on $14.4 billion in debt. The state controls 3,338 miles of road; the trust fund also provides aid to counties and municipalities. "It's just bad deals that have been made by politicians who get political donations from unions. Project labor agreements and prevailing wage artificially inflate the costs of road work," said Daryn Iwicki, state director for Americans for Prosperity."

Sadly, nothing was included to try and reduce the costs of these projects (ie prevailing wage repeal). When we spend more than any other state in the US, and most by several times, this impacts how far our $'s go. (Reference how 12 miles of RT35 repair down the shore have exceeded costs by an astounding $76 million!)

The fund is broke because the fund was raided and the money was used to fill budget gaps. The gas tax dedication was passed by the people of NJ as a use tax dedicated to maintain the infrastructure. The people that use the roads the most with the heaviest vehicles, pay the most tax. We are also paying way too much. Look up the prevailing wage rates. A Class C laborer (janitor) is getting over $80k a year in compensation. What wasn't raided has been turned into a huge slush fund for the unions who then kick pack political donations to the people in Trenton who keep the gravy train going. The state of NJ is running out of other people's money.

Some people would like to see change! This plan is a loser because no one will address the underlining problem which is the maintenance costs of these roads. The tax is progressive and when gas is back at 4 bucks a gallon our tax will be higher then NY PA we will lose all the additional revenue from out of state drivers. Pathetic!
