I'm not buying the 'dirty cop' theory as the sole reason crimes aren't being investigated and arrests being made ... I believe its more to do with community attitudes and the SNITCHES GET STITCHES fear that dictates to safety and security of an area.
If there are all these 'dirty cops', the community would be right onto it - The community would love to see cops caught-out, just look at all the you-tube footage of bad cops and how WILLING the community is to highlight them and REPORT them.

By Patrick Villanova | The Jersey Journal The excitement of his football team's undefeated season isn't what keeps James Burgess up at night. It's the sirens. When Lincoln (11-0) meets Raritan (6-5) in Saturday's NJSIAA Central, Group 2 state championship at Kean University, Burgess and his teammates will carry much more than the weight of an undefeated season and the hope of winning their school's first state title since 1981. They also bear the burden of a recent explosion of street violence that has plagued the South and West districts of Jersey City ? neighborhoods the players call home. Since Oct. 16, the state's second largest city has seen seven fatal shootings, including five shooting deaths during a 12-day stretch last month. There have also been least 11 non-fatal shootings, most of which have occurred south of Communipaw Avenue in the city's Greenville and Bergen/Lafayette neighborhoods. "It's crazy when I lay my head, I hear ambulances all the time," Burgess, a junior linebacker, said during Lincoln's practice Wednesday night. "I never have a peaceful night."

That's very encouraging, the community needs voices like this. Without buy in from the good people who live there nothing will improve, although I can understand why someone would fear for their lives for talking to the police.

Somehow I think the 18 year old isn't a legal gun owner, but giving 'stop and frisk' the green light would work wonders. It's a third rail for Democrats, though. Mandatory prison terms with no chance of plea bargain works as well.
