I'm not buying the 'dirty cop' theory as the sole reason crimes aren't being investigated and arrests being made ... I believe its more to do with community attitudes and the SNITCHES GET STITCHES fear that dictates to safety and security of an area.

If there are all these 'dirty cops', the community would be right onto it - The community would love to see cops caught-out, just look at all the you-tube footage of bad cops and how WILLING the community is to highlight them and REPORT them.

I lived here five years and we do not have the problems in your link, we have a gang problem which is not addressed in your links. i.e. housebreak-ins are really low in the area.

Until we can get a competent police force with real gang experience, and rid ourselves of dirty cops on the take only then we can deal with the current mob that is running the south-side.

That's very encouraging, the community needs voices like this. Without buy in from the good people who live there nothing will improve, although I can understand why someone would fear for their lives for talking to the police.

More needs to be done to insure people who come forward are safe from retaliation and so it doesn't keep continuing generation to generation. This seems to be becoming more of a factor in violent crimes now a days even though over all violence is down.

Of course, blacks make up about 15% of the population but commit over 50% of murders. Adjusted for population you're 8X as likely to be murdered by a black American than a white American.

Somehow I think the 18 year old isn't a legal gun owner, but giving 'stop and frisk' the green light would work wonders. It's a third rail for Democrats, though. Mandatory prison terms with no chance of plea bargain works as well.
