Fulop, PSE&G come to agreement on paving city streetsBy JERSEY CITY — Three days after Mayor Steve Fulop blasted PSE&G and said it doesn't care about urban areas, the two have come to an agreement on a re-paving schedule for city roads Fulop on Monday accused PSE&G of not following a new city law that requires contractors who dig up roads to leave them in their original condition, and halted all non-essential work the utility was performing in Jersey City until the two sides could agree. Today, they announced they have made up. "We're very happy we could come to an agreement with PSE&G, and we look forward to working with them to keep Jersey City infrastructure in a state of repair we can all be proud of," Fulop said in a statement. With PSE&G footing the bill, you can bet that if the contractor wasn?t upholding their contract with the utility, they would have been thrown off the job a long time ago. PSE&G certainly deserves the most blame, but they don't appear to be the only party at fault.

Project documentation for the replacement of aging gas piping, whose scope also includes excavation, backfilling and patching, would presumably have been filed with the appropriate city agencies like any construction project. Therefore, the scope of work would have already been known to the city before the permits were even issued, and the omission of repaving would have been a rather conspicuous item.
Any project should be held to all applicable standards and ordinances, but this ?revelation? also looks like an embarrassment for city administrators.

Have you driven on Newark Ave over by JSQ?? It was barely passable a few months ago, and right now is a piss poor patch job. All over DTJC, they are ripping up streets and then patching them in an unacceptable manner. Pacific Avenue is a veritable mess. It's high time that the city's administration hold utilities to some sort of expectation with regards to restoring road surfaces to something decent.

I was driving up in Boston not long ago in a gentrifying area, and particularly noticed the streets were in much better repair than our. It's not like they don't have utility digs or don't get snow and ice. They just make sure the utilities and pothole crews don't do a half assed job like they do here.
The crumbling "brick" crosswalks are the poster child for how things here are done wrong. OK, it failed. Shit happens. And then........nothing. Where's the contractor back in a jiffy fixing their work? Or are we suing them and not fixing it till the case is resolved a decade from now? How many broken ankles will the city have to pay out on till then?

I had no idea that Pacific was a county road. Sadly, county government in NJ is a colossal waste of money, except for those employees who benefit from it and the politicians who drive it.

Fulop's doing a good job on this. Of course, he's never seen how bad PSEG is regard IN Short Hills, their response after Sandy was much better in JC than in the western suburbs. Of course, JC has done a piss poor job of taking care of their own streets, regardless of utility digs. Pacific Avenue, anyone?
But props to Fulop on this one, overall.

Jersey City Mayor Steven Fulop wants to send a message to PSEG. Effective today, the mayor shut down all of the utility company?s non-essential projects in Jersey City because, according to the mayor and other local and county officials, the company is doing an inadequate and unacceptable job in terms of repairing city streets that have been dug up in order to perform maintenance underground. Seven PSEG projects have been halted until PSEG and the city agree upon a repaving schedule to fix streets deemed incompletely repaired. Today, the Mayor and Hudson County officials also called on legislators in Trenton to make re-paving requirements, like the ones issued in a January Jersey City ordinance, statewide. ?This is an issue that is a persistent problem not only for Jersey City but in urban areas all over the state,? said Mayor Fulop today at a press conference at the corner of Columbia Drive and Jersey Street in Jersey City. ?This shows PSE&G?s utter disregard for urban areas.? The press conference and Jersey City ordinance focus on the patch jobs that PSEG often performs after maintenance. According to the city, rather than complying with mandated curb-to-curb resurfacing if maintenance damages streets within ten years after city resurfacing, the utility company often just covers parts of the street and crosswalk in new asphalt, leaving city streets uneven. At the corner of Columbus and Jersey, the patch job is evident, with a scar of black asphalt cutting across a red brick crosswalk.
