Police: New charges for Jersey City charter school guard indicted on sex charges

CREATE Charter School security guard Messan Milevor, 21, who appeared at Central Judicial Processing court in Jersey City via video link from Hudson County jail in August 2009, is under indictment in connection with criminal sexual contact with a 17-year-old girl.

A security guard who worked at Jersey City's CREATE Charter School was banned from the school after The Jersey Journal learned he was under indictment on sex charges, and he was arrested again by the State Police Thursday night for lying on his security officer certification form, officials said.

The Jersey Journal notified the State Police of the sex indictment against Messan Milevor, 22, of Randolph Avenue in Jersey City, earlier this week, leading to his arrest Thursday night by troopers on the criminal charge of violation of the Security Officer Registration Act, said State Police Captain Gerald Lewis yesterday.

Milevor, who worked for Command Security Corporation, was indicted on Dec. 9 in Hudson County on the charge of criminal sexual contact with a 17-year-old girl. He applied for certification by the state police on Jan. 22. On the application form, Milevor answered "no" to the question asking if the applicant has ever been indicted, Lewis said.
The Jersey Journal looked into the matter after Milevor made news recently in an unrelated story. On March 11, a gun was confiscated from a 16-year-old at the school.

Milevor's name wasn't included in the story, but a check connected him to an Aug. 6 story published in The Jersey Journal about his prior arrest in which he was also charged with attempted sexual assault, child abuse, luring or enticing a child and making terroristic threats, Hudson County Assistant Prosecutor Najma Rana said.

"He is not coming back in the building," CREATE's Chief Administrator Steve Lipski said Wednesday, about Milevor. The Jersey Journal told Lipski about Milevor's indictment earlier this week.

Milevor was supplied to the school by a New York agency, and only worked at the location March 11 and 12, filling in for another guard, Lipski said. CSC officials didn't return phone calls. Up until Tuesday night CSC was telling Lipski that Milevor's record was clean, which is true.

Rana knew of no convictions against Milevor. The charges he faces now remain an accusation.

The allegation against Milevor stems from the girl's application for a job at Milevor's place of work, Detroit Fried Chicken on Bidwell Avenue. When she ran into him again on Aug. 3, 2009, she asked why he never called about the job, officials said.

Milevor then took the victim to his home where he allegedly touched her breasts and wanted to have sex with her, but she said no, officials said.

Milevor allegedly hit the girl, who bit him and ran home, officials said. She later identified Milevor to police as her attacker, officials said.

No, this occurred at the high school on Lembeck (as it says in the articles), not the middle school at the Boys and Girls Club.

And a 15 year old at Ferris was hit over the head and robbed in a school hallway yesterday.

Is this the location at Grove on Grand? I wrote some lady last year to keep this shit out of here and put it on 440, next to the incinerator authority ---- away from my kids.

I remember during election season, I received one of those poll phone calls. The guy asked me about my opinion of Lipski, and I said that I didn't know who he was. He said he was the one who urinated on a crowd during a concert and I started laughing my butt off. The guy started cracking up too, I mean WTF? I just couldn't imagine what these people who were hired to do these calls thought of our loser politicians.

A 16-year-old student at CREATE Charter School in Jersey City was arrested for having a loaded .32-caliber handgun at the school yesterday and an 18-year-old student was hauled off by cops after he slugged a security guard, officials said.

This all came the morning after students and staff rallied to keep the school open in the face of orders from the state to shut down by June 30 due to low test scores, high staff turnover, and other factors - including poor reporting of school violence.

"I normally feel safe, but not right now," said 12th-grader Carlos Colon as he left the Lembeck Avenue school yesterday. "What I want to know is how did he (the 16-year-old) get a gun into the cafeteria."

Security guards were tipped that the 16-year-old was carrying a weapon at around noon and police arrived "in seconds," said CREATE's founder and chief school administrator Steve Lipski.

Police searched the boy in the cafeteria, found the weapon, and arrested him, Lipski said.

But when cops took him away, a group of about 12 students surrounded a security guard in the cafeteria and an 18-year-old - later identified as Quil Lyles, of New Hope Lane - said to the guard, "Why did you call the cops on my boy?" reports said.

When the guard said he didn't call any cops, Quil placed his left hand against the guard's face, told him to "Get out of here," and then punched him in the face, reports said.

"Several other students" then grabbed the security guard "by the back of his shirt," until other school security intervened. Quil was later arrested and charged with aggravated assault.

Both students are being expelled, Lipski said.

Lipski explained that the 16-year-old did walk through a metal detector when he entered the school, but school officials are investigating information that the boy was handed the gun through a back door.

A 17-year-old student at CREATE Charter School in Jersey City was arrested at the school today at around noon with a loaded .32-caliber handgun and a large fight broke out afterward in the school cafeteria that resulted in the arrest of an 18-year-old, officials said.

The arrest and fight comes the morning after the school held a rally with hundreds of students and parents to fight the state's order to close the school on June 30. In a March 1 letter, Acting Education Commissioner Bret Schundler notified the school it was being put out of business for several reasons, including poor reporting on school violence.

Steve Lipski, the founder and chief administrator at the school, said this afternoon that the 17-year-old boy with the loaded weapon was arrested in the school cafeteria.

The boy passed through a metal detector this morning, but the machine didn't sound off, Lipski said.

It came to the attention of security guards at the school that the boy was carrying the weapon. The guards notified Jersey City police who arrived in "seconds" and the boy was arrested, Lipski said.

But after the boy was arrested, an 18-year--old attacked one of the security guards and a large fight broke out in cafeteria, said Jersey City police spokesman Stan H. Eason. The 18-year-old, whose name was not immediately available, was arrested, Eason said.

Lipski described the 17-year-old as a "quiet kid" and "average student."

"Everybody was stunned," he said. "He's got detentions, but mostly for being late and out of uniform. He's never been in a fight."

"There is an ongoing investigation to find out what really happened," he added.

Staff held a meeting with students and Lipski said regular classes would resume tomorrow.
