Spectra's proposed natural gas pipeline for NYC, but going through downtown JC, passes right by Enos Park. Speak out at Aug 4th FERC mtg @ Ferris High School or mail letter objecting to pipeline immediately or it won't be considered in FERC's transcript! See this thread here at JCList:

Federal Energy Regulatory Commission (FERC) Meeting Spectra Natural Gas Pipeline route through Jersey City Wednesday, August 4th, from 6:00 p.m. to 10:00 p.m Ferris High School, 35 Colgate Street.
Kara Harris is FERC?s environmental project manager. She urged concerned citizens to send written responses directly to FERC at http://www.ferc.gov online with the project?s docket number,PF10-17-000. Letters should also be sent to Kimberly D. Bose, Secretary, FERC, 888 First St. NE, Room 1A, Washington, DC 20426. Include the reference number (docket number, PF10-17-000)on an original and two copies. Address one copy to the attention of Gas Branch 3, DG2E, FERC, 888 First St. NE, Room 1A, Washington, DC 20426. Write to FERC and demand that your letter be part of the transcript for the JC scoping meeting date if you can't get to the Aug 4th meeting.
Don?t let Spectra Gas Pipeline destroy Jersey City!
Houston, Texas-based Spectra Energy wants to build a major natural gas pipeline expansion to New York City that will run through the heart of Jersey City. As currently proposed, Jersey City will bear tremendous risks with no reward, all for the benefit of New York City and Spectra. What are these risks? ? Pipelines explode ? and large pipelines cause large explosions! The planned expansion is a 36? diameter pipe ? among the largest in use. ? The proposed pipeline is to be built through some of Jersey City's most densely populated and historic neighborhoods. An explosion here would likely be far more deadly than elsewhere in the state.. ? The proposed route will pass close to Dickinson High School, Enos Jones Park and Roberto Clemente Park, among other public locations such as A&P and more ? threatening our children. ? The planned expansion will pass through or nearby a number of heavy industrial and chemical plants, Newark Liberty Airport and in close proximity to Homeland Security Department designated Tier 1 & Tier 2 Critical Infrastructure. An explosion near any of these facilities could be catastrophic. ? The city?s economic engine ? Wall Street back offices along the waterfront and major infrastructure such as the Holland Tunnel and the NJ Turnpike Extension could be severely affected by an incident. ? Toxins released into the air from the metering station and block valves become air-borne carcinogens endangering the health of all residents. ? According to the Wall Street Journal, there were 47 pipeline incidents in the U.S. in 2009 that caused death or serious injury. In just three incidents alone this year, 10 people have been killed and 33 seriously injured.
Do These Risks Seem Acceptable To YOU??? Jersey City Gas Pipelines 347-789-7508 http://groups.google.com/group/jerseycitygas/ Say NO to the Spectra Natural Gas Jersey City Pipeline!

FERC To Hold Public Meetings Over Spectra Gas Pipeline

Have an Opinion About the Spectra Gas Pipeline Running Through YOUR Neighborhood? The Federal Energy Regulatory Commission Wants To Hear It!

The Federal Energy Regulatory Commission (FERC) will be holding a meeting to listen to public opinion on the proposed Spectra Gas Pipeline route through Jersey City on Wednesday, August 4th, from 6:00 p.m. to 10:00 p.m. at Ferris High School, 35 Colgate Street.

The proposed pipeline, which is to be built through some of Jersey City's most densely populated and historic neighborhoods, will also run in close proximity to Homeland Security Department designated Tier 1 & Tier 2 Critical Infrastructure.

So far, this is the only public meeting scheduled by FERC and interested residents should voice their opinions and concerns about the proposed gas pipeline. Spectra has requested authorization from FERC to lay the pipeline from Linden, NJ through Jersey City to a ConEdison Plant on West 14th Street, New York.

Download meeting flyer and map of proposed route. Voice YOUR opinion of the pipeline by emailing pipeline@jcnj.org. Read more here.

You don't say where you are so no idea if the two are related.

Here's what's online from Jersey Journal:

United Water Co. officials have confirmed a water main break at Tonnelle and Manhattan avenues in Jersey City.

The break occurred between 5 and 6 a.m. this morning and will take six to eight hours to repair, said United Water spokesman Kevin O'Connor.

Ten families living on Manhattan Avenue are without water, he said.

Traffic is being diverted southbound on Tonnelle Avenue for about a block, O'Connor said.

O'Connor did not know what caused the six-inch diameter pipe to break and there is no boil water advisory in effect.

You're entitled to your opinion. However, in the context of why this money is being used, I'm curious how you can make such a flippant remark in the context of why this was voted for approval:

* 6 For

* 2 Abstained

Let's hear your reasoning if you "think, you know why this was finally approved after 12 years. As I stated above, we now have both the support to negotiate with Hyman's wife OR he can wait till the District Court rules in our favor.

Thanks for everyone for coming out, showing your support and speaking up on behalf of the 6th St Embankment. The vote to finance the purchase of the Embankment was approved by 6 Yes 1 No 2 Abstained. This was the 2nd reading of the Ordinance so now the City Council has approved the go-ahead to get the monies and to negotiate with Hyman as to price up to the approved amount of "issuance of $7,647,000 in general improvement bonds or notes of the City of Jersey City to finance the same. (Sixth Street Embankment)" Hyman will have a deadline to take the money and run (the carrot) OR if the court case working it's way through the US District Court in DC determines he does not own the Embankment since it was purchased illegally, then the City can buy it at the original offer price by Conrail. Time is running out for Hyman.... Quote:

Xerxes wrote: Bright Moment You have conflicting options there. First you are saying that we need to "show FERC there is specific opposition." Yes, FERC is the regulatory agency charged with approving process. Just like the Embankment Preservation Coalition was subject to municipal, state and federal agencies and respective court rulings, it's taken 12+ years, there looks to be a settlement with the Embankment. With Obama providing ultimate oversite responsibility, the accident with BP that could have been prevented, etc, all point to our need in JC to generate "specific opposition" and measurable, as being what generates results But then you state that FERC's approval is likely a fait accompli becasue of corruption within the agency, an outcome that I do not doubt for a moment. Yes, no one is naive here and as I said before our ability to generate pressure is only AFTER FERC makes their ruling, just as irrespective of how you feel about a court trial you can only make an appeal AFTER verdict has been rendered. We need bodies, names, addresses, of as many throughout JC to state their opposition as possible. By example, Councilman Fulop formally has stated his objection to the natural gas pipeline with no qualifiers, i.e., it's a bad idea, take it elsewhere. He sent out notice of this several times in his city-wide mailing. So what is the point of showing FERC ANYTHING? See above If FERC approval is a given, is there an authority ABOVE them who can stop the pipeline. Can Barack Obama stop a pipeline through Jersey City with no viable use to Jersey City (or even New Jersey?) Can Lautenberg or Menendez? Yes, Obama could by executive order. Lautenberg is on record opposed to the pipeline. Menendez is less clear as to his opposition. Both can bring pressure, again through our focused group since it was both Lautenberg and Fulop who asked that such a group be formed to provide a central focus for JC's residents to find out more info and show how strong the voice is in opposition. That's why there has been media coverage as posted in this topic thread. If not, then we have ourselves a big gas pipeline and anything we do is likely a waste of time. No, it is not a waste of time. If you simply complain on this site, do not join our group to show your opposition to all parties opposed to the natural gas pipeline, simply roll over, unlike even small communities, such as Dish, Texas, who's Mayor was interviewed on the Gasland doc on HBO, and Damascus, PA, who have both organized national opposition and recognition of the problem. This is not about how many on this or other sites say they are against the pipeline as even with this topic thread the info is less, the focus little, compared to the google group we set up in my signature:Jersey City Gas Pipelines You might find this interesting. It speaks to the need for specific benefits to those who must endure an energy pipeline. http://earth2tech.com/2010/03/01/util ... s-transmission-authority/ Yes, we NEED LOTS OF PUSH BACK ON FERC

Often a single Senator can stop any project in his state by some sort of Senate "accomodation."

Oh, as for the location of the pipeline "between the A&P annd Target," is anyone aware that the last 3 water main breaks causing major disruptions downtown were PRECISELY between the A&P and Target? It seems the LEAST stable ground in Jersey City.

GASLAND was a must see, I watched twice...anyone with HBO should watch it to see our future.

The only thing that will stop Spectra is JC residents in mass joining the Jersey City Gas Pipelines group, so that we can show FERC that there is specific opposition that is quantified to the natural gas pipeline beyond the Mayor, council members, Senator Lautenberg and a few of us who've actually attended the Spectra mtgs which are just dog-n-pony shows they roll out throughout the US.

Awareness through this site, other sites, the media are only a start. If you're really concerned as all should be in JC, then start by joining our group below. We can only start the opposition to the FERC approval process once FERC has actually ruled on approval, which based on FERC's oil/gas industry connections (think BP and the Minerals Committee good ole boy connections to lack of oversite due to Cheney/Bush and the horror in the Gulf)will be most likely fait acompli. Only then can we respond to their ruling but in the meantime spread the word to join our group below.

+1 Kindelan. My question is this: why doesn't the city require developers to put a substantial amount of the cost of whatever it is they promised into escrow at the time of the approval?

I recognize that the city has been extremely hospitable to developers historically and that a poor real estate market might not be the time to introduce restrictive measures on development, but shouldn't this be a core principle for future development? Seems like this isn't an isolated case. Once the project is built, what leverage does the city (or its residents) have over the developer to assure compliance?

I agree.

This quote from the petition says it all: "In exchange for granting the zoning board variances that allowed The Cliffs apartments at 100 Paterson Avenue to be built, its developer, Brass Works Urban Renewal, LLC, agreed to build the "100 steps". The "100 steps" will connect Ogden Avenue to the base of Mountain Road, and make the pedestrian trip between the Heights and the Light Rail and Hoboken safer and easier." However, like many developers who don't execute their side of agreements the force of law must be exercised to realize the agreement or a Final Certificate of Occupancy should not be issued or permit them to put a spade into the ground. Since the current administration of Mayor Healy is complicit in not forcing this contract agreement through his new Business Administrator, I think that a resolution should be brought before the City Council so that they must go on record to either support this "100 Steps" contract agreement or demand that the City Attorney carry out a cease and desist injunction against this property developer, Brass Works Urban Renewal, LLC asap.

The public hearing is on Aug 11 on Epps contract extension. They must not be expecting many people because the location is a conference room in the administration bldg. Let?s show them they made a mistake.

The administration bldg is located at 346 Claremont Ave, right off of JFK blvd. I believe the time is 6:30 (i will confirm). At this special hearing, the public will get their opportunity to comment on the extension and terms of Epp?s new contract.

I am disheartened to see, all too often, that the decisions being made in Jersey City are based purely off of politics, which clearly has an adverse affect on our schools and our taxes.

Please take a minute to sign the petition to have the Governor and Education Commissioner overturn the Board of Education's illegal vote to extend the superintendent's contract. We have a chance to be heard and I hope you take a second to read the below email since it has a significant impact on our city.

What happened?

On June 22, the Jersey City Board of Education voted to extend the current Jersey City Public School Superintendent?s contract to 2013. They held this vote at what was essentially a CLOSED DOOR MEETING with NO GENUINE ATTEMPT TO NOTIFY THE PUBLIC thereby making the opportunity for public participation impossible.

I am saddened by this blatant attempt to subvert the public process, and disappointed in the Board of Education for continuing to resort to status quo Jersey City politics, where big decisions that affect your schools and taxes are made to benefit the few at the expense of the many.

At the meeting it was pointed out their actions may have been illegal. New Jersey State Law 18A:11-11 mandates that:

?a board of education can not in any way take action on a superintendent?s contract unless notice is provided to the public at least 30 days prior.?

?the board [of education] must hold a public meeting and give 10 days notice of that meeting.?

Why did the Board of Education hold this meeting without proper public notification? What are they trying to hide from YOU ? the taxpayer?

Here are the facts:
Superintendent Epps? current contract is worth over $250,000 in salary and housing allowance. The current contract includes NO benchmarks, NO performance standards and NO specific reporting requirements. 35 out of 40 Jersey City schools are on the state's list of failing schools-- 14 of them for the third year or more.

What can you do?
Demand better results by signing this petition to Governor Chris Christie and Commissioner Brett Schundler asking them to overturn the vote to extend the Jersey City Public School Superintendent?s contract and to hold a national search for the best-qualified candidate.

Please take a minute to sign this petition located at http://www.rrupt.com/software2/customer/stevenfulop/survey/BOE.php and forward to all your friends in Jersey City. You should determine who will manage this $619 million budget and you should demand results.

Better get you a rooster if you want eggs.

Oh, and we got egg-eatin' varmints like raccoons downtown too.

I expect you should buy supplies online and build your coop with lumber from Henderson Lumber Yard.

Thurman Hart

If Chris Christie wants to make a lasting impression on New Jersey politics, he's going to have to look beyond the budget and the long-standing problem of punitive property taxes. He's going to have to take on the corrupt heart of New Jersey's home-rule empowered cheats, rascals, and thieves. There's no better place to start than the Jersey City School Board.

The state has taken on - even taken over - the Jersey City Board of Education before. The reason was simple:

The order is the culmination of a state review that began in March 1984 and led to the State Education Department charging in May 1988 that Jersey City's schools were crippled by political patronage and nepotism, weak administration and management, fiscal irregularities, indifference to school repair and tolerance of poor educational achievement by its students.

That was in 1989. How much has changed since then? Well, consider this latest BOE move:

In a special meeting the Jersey City school board moved to extend Superintendent Charles Epps' contract by two years.

The board voted 6-2-1 last night to extend Epps? contract, which expires June 30, 2011, an additional two years.

While Epps? four-year contract doesn?t expire until 2011, the board must let him know one year in advance whether it plans to renew his contract, extend his contract or conduct a nationwide search for a new superintendent. The terms of the contract must still be negotiated and would be subject to a public hearing.

Must be nice to be sitting in Epps' seat. He gets told now that he is - most definitely - going to get a new contract. But no one has even a preliminary agreement as to how much it will cost to keep him. So he could hold out for as much as he wants because failure to bow to his demands would find the Board in breech of contract.

And it isn't like Epps is living on bread and water these days. His compensation is well over the $200,000 mark. And it isn't like Epps is trying to walk the straight and narrow - consider his tendency to patronize his employees when he was temporarily elevated to Assemblyman - despite the obvious problems that arose from his double-dipping - he couldn't even manage to pay his taxes on time while he was schlepping to London on the tax-payers' dime.

And, incidentally, since Jersey City is an Abbott District, that means it is your dime, no matter where you live in the Garden State.

Then, of course, there is the question as to whether or not Epps deserves to be re-hired. Almost any objective measurement would conclude that he doesn't.

Consider that the strongest arguments in Epps' favor are that: 1) he has a plan for "restructuring" the administration; and 2) it would cost a lot to do an adequate search for a new superintendent. You'd have to have graduated from one of Jersey City's many failed schools to swallow that BS sandwich.

Epps was appointed to his current position in 2000. If he has a plan for reorganization; then he's going to have to explain why it took ten years to come up with it. At this point, any problem that he has identified has to include the tag that he is a partner in it. He simply cannot solve his own failure of leadership.

If Epps only manages to swindle the JCBOE out of his current level of compensation for two more years, then they will have thrown away another $420,000 to keep him around. I don't know how the BOE planned to do a search that would cost more than that, but if they plan to do use the same method two years from now, when Epps' extension would expire, then it would be a little bit higher than it is today (it's a thing called "inflation"). Other than that, throwing a want-ad up on Monster.com is really pretty cheap. Hey - toss me a hundred thou and I 'll do it out of my own pocket and through the goodness of my heart!

If anyone needed a further reason for the Governor to step in, here it is: the contract extension is illegal. Consider:

[Jersey City Board of Education Member Sterling] Waterman said the meeting violates N.J.S.A. 18A:11-11, which governs public notice required for altering superintendent contracts.

The law states, ?A board of education shall not renegotiate, extend, amend, or otherwise alter the terms of a contract with a superintendent of schools, assistant superintendent of schools, or school business administrator, unless notice is provided to the public at least 30 days prior to the scheduled action by the board. The board shall also hold a public hearing and shall not take any action on the matter until the hearing has been held. The board shall provide the public with at least 10 days? notice of the public hearing.?

The BOE is claiming that, since they haven't actually negotiated the contract, they are within the terms of the law. That's an absurdity that could only be cooked up in Jersey City schools. The law actually specifies that a contract cannot be extended - and this is a contract extension.

And the law was certainly not followed:

At issue is a special meeting held June 22 where board members voted 6-2-1 to extend Epps? contract for two years. Board Vice President Susan Mack and member Sterling Waterman voted against it. Member Carol Lester abstained.

Waterman has taken issue with the meeting saying the public wasn?t given proper notice. The district ran an add [sic] in the June 18 edition of the Jersey Journal.

Chris Christie was elected, in large part, because people believed he could shake things up. He developed a reputation as someone who was unafraid to take on the corrupt home-ruled elite whose rapacious ways have all but destroyed New Jersey's middle class. His Education Commissioner, former Jersey City mayor Brett Schundler, should have more than a passing understanding of how the JCBOE works. And they should waste no time in taking action to stop this blatant attempt to destroy the rule of law in favor of patronage.

+1. I also think people fail to realize that when the retirement age (for social security) was set, the life expectancy was almost 20 years younger than it is today. So obviously defined benefit pensions are not sustainable unless they have changed over time with life expectancy (either put more money in or change the retirement age.)

In other words: It's easy to give a lifetime of retirement benefits when you expect the person to retire at 65 and to die at 67. It's not as easy now that many people are living to 85...

Agree about defined benefit pensions not being sustainable. However, it was not only Social Security's life expectancy rate but primarily the insurance industry that led the push for defined benefit pensions so they could sell lots of product as being the only ones then who could guarantee the underlying financial goals of such pensions. After Reagan's deregulation the financial sector entered in droves selling these products and by then the political support nationwide with stakeholders holding these pensions, both corporate and public employees, were continuing to argue for their merit. Now states like California, Illinois, NY, and NJ have the largest unfunded pensions that should force each states to bring this to the ballot and to force NJ to consolidate municipalities which can only be done by Gov Christie or we will likely die under this albatross of wasted expenditures.

Financial Times:

[...] Unfunded pensions high on the agenda

Many states are rethinking core elements of their pensions systems, including retirement age, employee contributions and projected returns, as they struggle with budget deficits and investment losses from the financial crisis.

?The decline in public pension fund assets that started in fiscal 2008 is now contributing to significant budget challenges for US states as many of them are faced with having to increase their pension contributions even as federal stimulus funding dries up and before meaningful revenue recovery has taken hold,? analysts at Standard & Poor?s, the rating agency, warned yesterday in a report.

The latest data compiled by S&P, which covers 2008, shows that the mean funded ratio for the principal state pensions fell to 80 per cent from 83 per cent for 2007 and far below the 100 per cent recorded in 2000.

The true nature of the gap remains clouded by the fact that most public pension plans use what is known as ?smoothing? ? balancing gains and losses over a number of years, typically five ? and the rebounding of financial markets in the second half of 2009.

Still, S&P warns: ?The losses from 2008 are now translating to real budget pressure for the states. We believe this will continue for a while.?

The agency also expects ?significant? changes could be on the horizon related to accounting, reporting and how a government funds its pension obligations.

The volunteer will inquire and take care of it.. thanks

Yes, that is the District Office only. ALL intake to apply for Hudson County Medicaid OR to make changes such as new address, lost medicaid card, etc, are done at this address:

Hudson County Medicaid
257 Cornelison Ave.
Jersey City, NJ 07302
(201) 420-3000

See this link: Applying for Medicaid in New Jersey

Where can I apply for Medicaid?

In New Jersey, you must apply for Medicaid through your county board of social services, often called the ?county welfare agency.?
First, you may want to use NJHelps, the state?s self-screening tool online to look at eligibility for many of the state?s assistance programs. You can also get information about Medicaid at the state?s official Web site.

However, you should still meet in person with a Medicaid worker, who should ask you about the help you need. The worker will evaluate you for all types of Medicaid and other assistance programs. Always call your county board of social services to ask for an appointment to apply for Medicaid and to check the address of the office taking Medicaid applications. In some cities and towns, the offices to apply for Medicaid, food stamps, cash assistance, and other help may be in different buildings and locations.

Some New Jersey hospitals and Federally Qualified Health Centers have ?outstation? workers who will process a shorter form of the Medicaid application for pregnant women and children. If you are not eligible for Medicaid because of your immigration status, please read Emergency Medicaid for Immigrants for information about Medicaid coverage for medical emergencies, including labor and delivery.

You have the right to an interpreter if you speak a language other than English, and you have the right to bring someone with you to help you with the application or to represent you during the application process. If you are bedridden, you may request that a Medicaid caseworker come to your home to take your application.

What proof do I have to show when I apply?

You must show proof of identity, residency, household income and, for some Medicaid programs, proof of disability and amount of resources. (Note: The home you reside in is not counted as a resource for Medicaid eligibility.) You also must show proof of citizenship status and provide your Social Security number. Household members who are not applying for Medicaid, including parents of children, do not have to furnish their Social Security numbers.

How long does it take?

Medicaid must process your application within a reasonable amount of time and give you a written explanation if there is a delay. You also have a right to a copy of your completed application if you ask for it. If you are determined eligible for Medicaid and you have unpaid medical bills from the three-month period immediately before the month of your Medicaid application, the State will pay for those services if you were eligible for Medicaid at the time of the service. This is called ?retroactive eligibility,? and you must apply for this coverage within six months of the date of your Medicaid application.

What if Medicaid decides that I?m not eligible?

Medicaid must give you a written denial that describes the legal basis for Medicaid?s decision. This document must also inform you of your right to appeal this decision by requesting a fair hearing before an administrative law judge within 20 days of the date of the written denial. If you ask for a fair hearing, you have the right to see your case file, review the Medicaid manual that Medicaid used to make their decision, submit evidence, and bring witnesses to the fair hearing. You also have the right to hire legal counsel or to ask for free legal help from your regional Legal Services office if you are eligible for their assistance. You also have the right to appeal the judge?s decision if you do not agree with it.

Where can I get legal help if Medicaid denies me?

If you need legal help, you may contact your regional Legal Services office or the Legal Services of New Jersey statewide Hotline (1-888-576-5529) for free legal assistance. You will receive a referral if you are not eligible for help from Legal Services.

Maybe I wasn't clear enough. 438 summit ave is NOT where Medicaid is located! that is Donald Wiggins office and he will not be able to help Alfonso. Alfonso and volunteer MUST go to Medicaid office, fill out intake forms to get his wheelchair. I said to mention to intake supervisor that Donald Wiggines, Director of MACC said to take his po box as his address for Medicaid problems and IF you had a problem to drop his name/title/office. If Alfonso has lost his Medicaid card he must get another, and get his Medicaid id # to get a wheel chair.

+1! Finally some common sense in this thread.

The recall efforts are unrealistic at best and constitute denial at worst of the only available and effective solution: political engagement to elect others not part of the HCDO for every municipal council person not pulling their weight (seems most except for Fulop) AND work to elect new BOE candidates at every opportunity AND a new Mayor in 2013. Anything short of pursuing all of the above is just wasted effort, background noise imo.

It's a long haul. Things don't change over night. Showing up and screaming for a couple of months, while good for the soul, isn't likely to get much done - particularly with the current group in place. You are right in one regard: the current administration doesn't care. Doesn't mean the next one has to be as disengaged.

Yes, the unions pump obscene amounts of money into our local elections - many hundred thousand dollars into the last municipal cycle. The vast majority of that money was given to the HCDO. Find a candidate who can win who isn't with the HCDO and you have a shot at breaking that cycle.

How can someone qualify for medicare/medicaide with out an address? It's the major set back for most homeless people

I was waiting to hear back from Donald Wiggins, before I answered this thread.

Mr. Wiggins is the Director of Hudson MACC (Medicaid Assistance Customer Center), which are established by NJ Medicaid to provide assistance by each county. I have worked with Mr. Wiggins when I needed his intervention and always been satisfied.

Don told me that if you will take him to the Medicaid Office, get there when they open at 8 AM, act as his aide in the intake process, and you can either provide a post office box address or an address of your own as c/o, you can qualify this gentleman for Medicaid. Tell them what I tell you here that Donald Wiggins, Director of Hudson MACC said to take intake on him and should the intake person have questions about who he is, ask to speak to the supervisor and inform him/her of what I've told you here. After he is approved for Medicaid he can get a wheelchair, whether manual or motorized.
