The fact that he was so involved with the raids gives him a nice nod in my book.
I can't say that I know much about him. From those that post on here, it sounds like a super-cop getting placed in charge. I certainly hope that is correct.

Jersey City swears in new police chief

McDonald/The Jersey Journal Robert Cowan, who first joined the Jersey City police force in 1979, became the city?s 39th police chief today in a ceremony at City Hall, where Mayor Steve Fulop said Cowan's leadership will help make every resident in every community feel safe. Cowan, 53, succeeds former Chief Tom Comey, who retired shortly after Fulop was elected mayor in May. When Fulop went outside to hire James Shea as Public Safety Director, the cry was "Why can't he find someone in the department?"
When Fulop hires someone in the department as Police Chief, the cry is "He's no better than Healy, hiring buddies from the inside!"

As a Greenville resident our block association has been working with Chief Cowan since he took over patrol. In the short time he took charge we have seen foot patrols for the first time since i have lived here, many more arrests, and frequent patrols of the Bayside park area. This was one of the main reasons I voted for the new regime and so far they have delivered.
Oh, and I have seen Cowan in our neighborhood about once a week which i personally appreciate. He was responsible for a couple of arrests in the Bayside park area. Before his tenure we almost never saw JCPD in our area.

A Deputy Chief who came out #1 on a very complicated battery of tests became the Chief. This was after acing the Captains test and having to make Healy promote him twice. He knows his shit.

How does a patrolman become a police cheif or is this appointment purely onr that will give little opposition to the Public Safety Director?
Is this guy really the BEST person for the role or is he the BEST that applied ?

Excellent choice Mayor Fulop thank you. Below is a letter to the JJ from a resident of SH about the community barbeque that was thrown together. Other parts of the city were hit by Sandy as was SH. But in SH NO one from the city showed up until 6 days after Sandy. The only reason Healy finally did show up was because of an embarrassing piece in the JJ about how residents of the waterfront community were fleeing. A-hole Healy tried to weasel in on the barbeque with his red faced side kick Brennan and Healy?s photographer. No one would pose for pictures with him.. great.
Letter: Our post-Sandy cookout warmed hearts By Letters to the Editor/The Jersey Journal on November 08, 2012 at 5:05 AM, updated November 08, 2012 at 5:06 AM As I sit here on Monday at home in Society Hill, still cold and without power, I was warmed by the selfless acts of giving that I had witnessed being performed by neighbors from within our community. On Sunday, Society Hill residents Jersey City Police Capt. Bob "Bubba" Cowan and his wife Liz Cowan, retired JCPD Officer Bobby Englese, his fiance Evie Reyes, and Pat Albers had all teamed up and put together a wonderful cookout for the residents of Society Hill where over 300 hamburgers and 400 hot dogs were served to neighbors who had suffered seven devastating days with no electricity and plummeting temperatures. According to Liz Cowan, this barbecue was made possible by the generosity of John Ng and his family, who own 555 Asian Supermarket on Tonnelle Avenue in Jersey City. The Ng family donated well over 100 pounds of chopped meat, 400 hot dogs, hamburger and hot dog rolls, as well as paper goods and water. McDonald/The Jersey Journal September 30, 2013 at 5:24 PM A 34-year veteran of the Jersey City Police Department is poised to become the city?s 39th police chief, The Jersey Journal has learned. Deputy Police Chief Robert Cowan will replace former Chief Tom Comey as the uniformed head of the roughly 800-member police force. Capt. Joseph Connors has been acting chief since Comey retired at the end of May. Cowan, 53, who started with the department in December 1979, is a ?very hard worker? who has worked mostly patrol his entire career, according to one police source. Promoted to deputy chief in December 2012, his current salary is about $150,000. He'll make $187,229 once he's chief, including his longevity pay.
