Who was it that appointed Ms. Serrano to her JC Housing Authority post?

Mayor Healy. Add this to the count of FELONY CONVICTIONS of Healy's running mates and appointees.

Even in Hudson County, Mr. Healy's record stands out. Even should you believe his ludicrous claim that he knew nothing about the crimes his own campaign team were committing around him, you'd have to then believe he is the county's worst judge of character and completely unqualified to manage the city.

Let's not forget that Healy's new Deputy Mayor (his old one is still in prison) Mr. Raj Mukharji replaced felon, Lori Serrano at the JCHA.

Another interesting side note to all of this: Mr. Mukharji contributed $2500 to Healy's campaign for mayor in 2009. Completely legal but it sure all ties together real neat doesn't it?

Former Jersey City council candidate Serrano pleads guilty -- didn't report Dwek cash

Former Jersey City City Council candidate Lori Serrano -- charged as part of the historic 2009 New Jersey federal corruption sting -- pleaded guilty this morning in Newark to misusing up to $1,000 in campaign cash, authorities said.

Serrano, 41, faces up to one year in prison and a $100,000 fine when she is sentenced on Aug. 1. Serrano had been facing a mail fraud charge, which will be dismissed at at the time of her sentencing, according to the plea agreement.

Serrano was a 2009 candidate for city council in Jersey City when she accepted cash contributions from Solomon Dwek, the now infamous FBI informant who ensnared dozens of politicians after posing as a developer who was looking to build on Garfield Avenue in Jersey City.

Authorities said that she accepted money from Dwek on March 30 and April 23, 2009, and used it to pay campaign expenses, but did not report the contribution.

Nothing will happen to her. After all, she ONLY stole five grand. Small potatos in the grand scheme of HC/JC politics. Does she hang at Healy's bar?

Former Jersey City council candidate argues federal prosecutors targeted her because she's a Democrat

Lawyers for Lori Serrano, the Jersey City City Council candidate arrested in the 2009 corruption sweep, argue in a new court filing that Serrano?s mail-fraud indictment should be dismissed, saying the U.S. Attorney?s Office discriminated against her because she is a Democrat.

Serrano, and other Operation Bid Rig III defendants, were arrested and prosecuted so Gov. Chris Christie, the former U.S. Attorney and then gubernatorial candidate, could gain an ?unfair advantage? over Democrats in the 2009 state election, the March 19 motion reads.

Serrano, a former Jersey City Housing Authority chair, is charged with not reporting a $5,000 cash payment from confidential informant Solomon Dwek on campaign-finance documents.

?Prior to her meeting with government agent Dwek, she was never identified as one who would take bribes,? reads the 13-page motion. ?With no history of public office, there was no legitimate reason for her to be targeted.?

Serrano?s lawyers also argue that there is no merit to the mail fraud charge, which stems from federal prosecutors? assertion that she mailed a ?materially false? campaign report that did not have any reference to the Dwek payment.

The indictment contains no specifics that lend it ?constitutional muster,? the motion reads.

Serrano was originally charged with conspiracy to commit extortion under color of right, an indictment that was thrown out after a federal judge ruled in May 2010 that candidates for public office cannot be charged with corruption under the federal Hobbs Act.

The U.S. Attorney?s Office subsequently filed a superseding indictment charging Serrano with mail fraud. She pleaded not guilty in federal court in December.

A spokeswoman for the U.S. Attorney?s Office declined to comment on Serrano?s motion.

Both sides are due in court again in May. A specific date has not been set.

Former Jersey City council candidate pleads not guilty to mail-fraud charge in Operation Bid Rig III

NEWARK ? Failed Jersey City council candidate Lori Serrano pleaded not guilty in federal court today to one count of mail fraud in the massive New Jersey corruption sting from the summer of 2009.

Serrano, 39, was rounded up with dozens of other local politicians and public officials in the sweep.


Prosecutors allege she accepted $10,000 in payments from federal informant Solomon Dwek, and did not report them to her campaign.

Serrano was one of six Operation Bid Rig III defendants whose original indictments were tossed when a federal judge ruled they could not be charged with federal corruption charges because they were not public officials at the time.

That decision was later upheld by an appellate court in Philadelphia, which Ray Hamlin, Serrano?s attorney, noted after today?s arraignment.

?We were hoping that, given the decision in Philadelphia, that we wouldn?t have to be here,? Hamlin said.

Serrano, all smiles in a blue pantsuit, declined to comment. Formerly chair of the Jersey City Housing Authority, Serrano was originally charged with conspiracy to commit extortion.
