Your entire post is predicated on a false premise: the city doesn't collect LESS revenue with an abatement. Quite the opposite! In most cases, th city is making more money than if a development paid the regular tax, as the city gets to keep virtually all of the revenue from the abated taxes, instead of having to share said revenue with the BOE, or the county.

By giving abatements, the city is not giving themselves enough (if any) capital to improve the necessary infrastructure to these projects .... sewers, water, storm water, parking, roads, side walks etc, that will all need to be updated to handle the increased loads. All that appears to happen is the taxes goes up, and we ALL directly are paying for these infrastructure issues and subsidizing the developers.
In the case of sewer and storm water flooding, the city has done very little and we have the recurring problem every year.

Tax break for Jersey City building with new school gets council OK By JERSEY CITY -- The City Council last night approved a 25-year tax break for a proposed 52-story Columbus Drive residential tower that will include a new public school paid for by the developer. The council's 6-3 vote on the tax abatement came after a lengthy public hearing that saw more than two dozen people sound off on the plan, a large majority of them union workers who said the project would bring needed jobs to city residents.
