That is an absolute lie that the city is collecting less money. The city is basing its numbers on the value of the land from the 1988 revaluation. Every year, the city hires an outside assessor (res.17-104) on properties. Instead of using current values,they use old figures and say they are paying more taxes. The property should be assessed according to market rate and use those numbers. The city is practicing fraud. I cannot sell my property based on 29 years old figures so the city should not use old figures, too.

Your entire post is predicated on a false premise: the city doesn't collect LESS revenue with an abatement. Quite the opposite! In most cases, th city is making more money than if a development paid the regular tax, as the city gets to keep virtually all of the revenue from the abated taxes, instead of having to share said revenue with the BOE, or the county.

By giving abatements, the city is not giving themselves enough (if any) capital to improve the necessary infrastructure to these projects .... sewers, water, storm water, parking, roads, side walks etc, that will all need to be updated to handle the increased loads. All that appears to happen is the taxes goes up, and we ALL directly are paying for these infrastructure issues and subsidizing the developers.
In the case of sewer and storm water flooding, the city has done very little and we have the recurring problem every year.
