Those shit filled pit is the catch basin. The outlet pipes sit something like 2 feet above the bottom. The idea is the solid stuff doesn't get into the sewer. However, this requires that the JCMUA clean out the basins every now and then.

I filled up 2/3rds of a large trashcan from the 4 basins in front of my place just 15 minutes ago. I looked with trepidation at the large amount of trash blowing around down the block. As soon as it rains, there will be a large flow of garbage back to clog up the basins.

He didn't take any specific info. I got the sense he was getting a lot of these calls and was just parroting the answer.

Also, get out there and shake those trees! But seriously, some moderate wind and rainfall should get most leaves down, unless you really feel like sweeping 24/7 I guess.

I secured some loose pails for elderly neighbors & cleared a storm grate near me. Another neighbor was doing the same on his corner property. He said "I'm cleaning everything now so all the garbage flying around during the storm will have a nice clean place to land". Gotta keep your sense of humor sometimes.

And while you are at it, also try to pick up the leaves in your sidewalks and by the curb... that's all going to be swept by the water to the storm drains...

I did the 4 on my block last week... filled up more than 1/3 rd of the can with trash. The grates even have more garbage on them now. JCMUA really cut back on their cleaning crews.

Let's get out there and sweep the leaves and garbage from the storm drains so the water has somewhere to go besides into our basements. I'm heading out now with a broom and a couple garbage bags. Go JC!!
