A series of blunders allowed a man to sneak into a PATH tunnel Sunday and walk the two miles from the World Trade Center to New Jersey -- a harrowing security breach.

And a surveillance camera that could have spotted him has been broken for some time now, sources said yesterday.

The embarrassing safety lapses in the bowels of a site that has been struck twice by terrorists was even more glaring because supervisors had earlier noticed contract security guards yakking on their cellphones and reading newspapers instead of observing passengers, the sources said.

Surveillance video also shows the man walking past two Port Authority cops on his way into the tunnel. Reymundo Rodriguez, 20, was arrested after emerging on the Jersey City side and claiming to have placed a bomb in the tunnel. No bomb was found.

There will be more cops on subway patrol, Police Commissioner Ray Kelly said yesterday, citing the PATH scare and a second incident involving four urban explorers on a picture-taking tour who accessed a Second Avenue subway tunnel.

Jacob Bloom, 21, of Glen Cove, LI, Braiden O'Sullivan, 21, of Connecticut, Eric Ruggiero, 25, of Manhattan, and William West, 27, of Massachusetts, were arraigned yesterday on criminal-trespass charges.

Five Arrested After Embarrassing Subway Security Breach

NEW YORK (PIX11) -- The Port Authority Police Department went out of its way Monday to display a ?show of force??after an embarrassing security breach early Sunday morning in one of its train tunnels, from the PATH station at the re-built World Trade Center.

A little bit before 3 a.m. Sunday morning, 20-year-old Reymundo Rodriguez managed to get onto the tracks at the station and walk two miles in the tunnel to Jersey City. When he got to the other side, a Port Authority contractor stopped him, and Rodriguez allegedly told him he?d left a bomb in a backpack on the tracks. That prompted a security scare, and bomb-sniffing dogs were dispatched to check for explosives. No device was found on the tracks, and Rodriguez was charged with criminal trespass.

Monday afternoon, PIX 11 News found uniformed, Port Authority cops standing guard on the platforms?on either side of every tunnel. The PATH station at the World Trade Center had to be totally refurbished after it was destroyed by the collapse of the Twin Towers, after the terrorist attacks on 9/11/01.

Another contractor that PIX 11 met today at the World Trade Center PATH station told us, ?It?s very difficult to believe. They have tremendous security down there.? The contractor showed PIX11 his identification badges, but didn?t want to give his full name. The construction worker, who is familiar with the security in the tunnels, called Rodriguez? walk to Jersey City ?amazing, simply amazing.? When asked about security, he said, ?There are guards on the platform, guards in the tunnel.? What about surveillance cameras? PIX 11 asked. ?All over the place,? he replied.

There was also a second incident early Sunday morning, involving four young men who pulled up a subway grate on Second Avenue in Manhattan, near 112th Street in Harlem. They climbed down and started taking a tour of the tunnel that will be home to the Second Avenue subway system.

An alert truck driver who lives in the area alerted police, and the four were arrested. They called themselves ?urban explorers.? When we asked NYPD Commissioner, Raymond Kelly, about this incident, he said, ?It?s a big system. It?s possible for people to get into the system.? But Commissioner Kelly pointed out that neither of Sunday?s episodes had any hint of a terrorist threat. PIX 11 asked Kelly if he was concerned that any vulnerability might be revealed. He said, ?Five million people a day ride the system. Things of an untoward nature can happen.? The Commissioner noted two thousand transit cops are assigned to the system?and more than a thousand ?counter terrorism? officers are at work every day in New York City. ?We try to change the ?game plan? every day,? Kelly said.

A Bayonne man found walking through the PATH tunnel under the Hudson River early Sunday morning was arrested at the Exchange Place PATH station in Jersey City, officials said yesterday.

Reymundo Rodriguez, 20, was arrested just after 3 a.m. amid the heightened alert following the killing of Osama bin Laden and he was charged with criminal trespassing and interfering with the railway system, sources said.

The incident led the Joint Terrorism Task Force to conduct a bomb sweep at the Exchange Place Station, as well as the World Trade Center PATH Station. No bombs were found.

On Thursday, President Barack Obama participated in a wreath-laying ceremony at the World Trade Center site to mark bin Laden's death.

A source said press reports saying Rodriguez claimed to have planted a bomb were unfounded and described him as "a young, mentally unstable" person.

Officials said they are still trying to determine where Rodriguez entered the PATH tunnel but said it does appear that he walked to Jersey City from Manhattan.

Rodriguez' arrest came within hours of the arrest of three "urban explorers" who had infiltrated the under-construction Second Avenue Subway tunnel in Manhattan.

The New York Post reported that Rodriguez was spotted by a Port Authority contractor.

"I asked him what he was doing in the tracks, and he said 'The train never came . so I decided to walk,'" the Post quoted the contractor as saying.

The contractor also said Rodriguez told him he saw President Obama on TV and the president "told me it was safe to walk through the tunnel," according to the Post.

After his arrest, Rodriguez was taken to a hospital for evaluation, sources said.

Port Authority of New York and New Jersey spokesman Ron Marsico said he could provide little information about the incident involving Rodriguez since it remains under investigation.

Don't worry about missing the 1:59 -- the geniuses at the Port Authority have moved to a 35 minute schedule. If you were there at 1:59, you could catch the 2:15.

Even the L, which I believe is least frequent, is every 21 minutes at most.

The random bag inspections by the Port Authority are a joke, because they obviously can't check every bag going through the turnstiles. In the event that they figured out a way to do so, I think (and would hope) that a furious public backlash would ensue. Besides that, the Port Authority police are generous enough to hypothetical would-be terrorists to have their presence known in the form of a lazily parked PAPD car in front of whatever station they happen to be hanging out in.

only thing worse than hanging out at the WTC at 2:00am waiting for a weekend schedule PATH train is just missing the 1:59 and knowing its at least 30 minutes for the next train... The PATH runs one track in and out to WTC on weekends... the tunnel walker might have been carrying a full load, but he knew enough to walk in the empty tunnel and probably did the two miles to Exchange quicker than the next train arriving back at the WTC via the other tunnel... actually surprised it hasn't been done before the other night... more frequent weekend service would fix that problem, his problem is that he would have to wait at Exchange Lightrail for even worse, more crowded weekend service!

The 2nd ave subway kids sound like nerds/hipsters, and the PATH guy sounds kinda schizo. I see no reason to "lock them up and throw away the key" - maybe a slap on the wrist, but these incidents are an inadvertent, harmless demonstration of where we need to shore up on security; this is a good thing, unless you actually believe in security through obscurity.

it 's best to be aware of these things happening rather than turning the other way and denying all this is happening like so many here. Some people on this board love to mocked you and call you names when you are aware of such occurances. so pathetic.


With that said, something like this won't be the first and definitely won't be the last.

However, it is better to be informed than not to be informed. Good to practice "when you see something, say something".

Two terrifying rail security breaches occurred within hours of each other in the city yesterday -- including one at the World Trade Center, where a man slipped into the PATH tunnel and walked all the way to Jersey before saying he had left a bomb in the tunnel.

That scare -- and an unrelated escapade involving four "urban explorers" infiltrating the under-construction Second Avenue Subway tunnel -- come just days after the feds warned that al Qaeda could be targeting US trains.

"How this could happen is unbelievable," one law-enforcement source told The Post. "Everybody's warning us about tracks and subways and where they're going to attack. And here, the WTC train?"

Trespassing is terrifying? I don't see how. Equal parts amusing and annoying, if you ask me.

Throw away the key? Thanks, but I like the American version of the legal system, where they'll be dealt with as charged.
