North Bergen landlord charged in beating last week that has (basement) tenant in extremely critical condition in hospital

NORTH BERGEN - A township landlord has been charged with brutally beating his tenant and sending the 46-year-old victim to the hospital, where he remains in extremely critical condition, police said yesterday.

The landlord, Patrick A. Ferraro, 46, of the 1400 block of 44th Street, has been charged with aggravated assault and endangering an injured victim, police said.

The victim, who lived in a basement apartment at Ferraro's house, was initially taken to the Jersey City Medical Center after the July 6 beating having sustained blunt force trauma to the head, police said.

He has since been moved to University Hospital in Newark, police said.

Police haven't been able to interview the victim and weren't certain yesterday how Ferraro - who they say confessed to the attack - carried out the vicious beating.

Officers responded to the house at 11 p.m. after a neighbor reported that a man was down, police said.

When cops arrived, the victim was covered in blood, bleeding from his head, and appeared disoriented, police said.

Shortly after the victim was taken to the hospital, Ferraro contacted police and was summoned to police headquarters, where he confessed to the assault and was arrested, police said.

Ferraro's bail was set at $200,000 in Central Judicial Processing court in Jersey City last week and he was taken to the Hudson County jail in Kearny, reports said.

Yesterday, several neighbors said they didn't know either party. They said they heard a commotion and saw police cars at the house last week but didn't know what had happened.

these are students needing room and board close to the university. i feel sorry for that. but the landlord is selfish and wants profit , profit, profit by accomodating helpless college students and overcrowd the house.

Wasn't there a recent thread about a similar scenario - a neighbor saw a lot of activity outside of a house but wasn't sure what to do? By alerting the city, a potential tragedy, however remote, has been avoided.

I hope they throw the book at the homeowner. I also believe that the tenants have recourse in court against the landlord to recover back rent and then some for paying for an illegal residence.

You're probably right, but still no excuse as someone could have wound up dead.

I'm sure more of this is common throughout JC than is known.

Jersey City officials yesterday shut down an illegal rooming house where 49 Russian and Turkish students lived in a one-family home. The woman running the business pleaded guilty in 2005 to running an illegal rooming house at the same site, officials said. "This is one of the most horrendous scenes of over-occupancy I have ever encountered during my 31 years of code enforcement and I am glad to see all of the city agencies coming together to prevent a tragedy," said Mark Redfield, chairman of the Mayor's Quality of Life Task Force. Jaeock Kim, landlord of the building on Highland Avenue near Kennedy Boulevard, was arrested yesterday and charged with having an imminent hazard/creating widespread injury, officials said. The Tonnelle Avenue resident paid a $14,500 fine in 2005. "The landlord in this case has absolutely proven herself to be a menace to society," said Ward B Councilman David Donnelly, who responded to the rooming house on Highland Avenue off Kennedy Boulevard yesterday. Kim, as well as building manager Taylan Iyim of Rutherford, face multiple summonses for violations at the building, officials said, adding that Iyim is required to relocate the roomers. The college-age men and women slept in bunk beds, on floors, in the attic and basement, which had bars on the windows. Most paid $350 to $400 per month, although there was a $750 room where five students split the rent. The Mayor's Quality of Life Task force inspected the building yesterday after complaints from neighbors who saw dozens of people entering the building, officials said. Violations cited include having no carbon monoxide detectors, having most smoke detectors not functioning, having only one means of egress for each room, etc. The Jersey City Fire Department determined that the building's electrical system was severely overworked and an imminent hazard. Public Service Electric & Gas workers were called to shut off the electricity and gas and the building was ordered evacuated, officials said. "Thanks to the community interest, these violations and hazardous conditions were discovered and we are grateful to the neighbors for watching out for everyone's welfare," Mayor Jerramiah Healy said. At right are suitcases of the tenants who had to leave the house by the end of the day.
