1) froto is a german shepherd i believe, not a pit bull. 2) froto followed his trainer's order to "get him" when the perp did not comply with the order to show his hands. this shows he was hardly "out of control" other than that, i agree with your statement.

Jersey City K-9 Froto chases down and bites cab fare cheat, police say
By Michaelangelo Conte/The Jersey Journal December 06, 2009, 7:30PM Jersey City police dog Froto, shown here with his trainer, Police Officer Louis Mecka, chased down and bit cab fare beater Saturday night, police say A Jersey City police dog tracked down and bit on both feet a Bayonne man who allegedly bolted from a cab with out paying the fare, officials said. Nelson E. Carty, 33, of 33rd Street, was arrested 10:49 p.m. last night at Audobon Avenue and College Drive and charged with eluding police and resisting arrest, reports said. Officer Louis Mecka was on patrol at Audobon Avenue and College Drive with his K-9 partner Froto when he saw Carty running from a cab that was backing down the street after him, reports said. Mecka deployed Froto who chased the man, but didn't find him in several backyards. Finally, Froto entered an alley where he went rigid and the hair on his back stood up, reports said, adding that Mecka flashed a light and saw Carty hiding. Carty got on the ground but then pulled his hands under his hips and out of view. He refused to take them out until Mecka told Froto to "Get him," and the dog bit Carty's left foot, reports said. Carty complied but then put his hands under his chest again and only took them out after Froto bit his right foot, reports said. After the arrest Carty was taken to the Jersey City Medical Center for treatment of puncture wounds to both feet. The cabbie said he picked Carty up on Grove Street and he stiffed him on a $20 fare, reports said.
