As if taking the PATH to Manhattan weren't tedious enough on the weekends for Jersey City residents. Next summer it will be even worse.

It's bad enough that the 33rd Street line goes through Hoboken on Saturdays and Sundays, but at least we have the choice to go directly to lower Manhattan on the WTC line.

But for the next three summers, we won't even have that option, because the World Trade Center station will be closed on summer weekends through 2011, the Port Authority announced yesterday in a report.

In addition, the No. 1 subway line will be disrupted for six weeks during the summer of 2010, an article in The Star-Ledger.

NEW YORK -- New -- and more realistic -- deadlines to transform the World Trade Center site into a bustling hub commerce, culture and transportation were unveiled today, dictated in part by a major push to complete a planned memorial in time for the 10th anniversary of the Sept. 11, 2001, terror attacks.

The massive redevelopment project is about $1.5 billion over budget and completion of the transportation hub and other key components could be pushed back as far as 2014, according to a 69-page report on Ground Zero's rebuilding process.

Construction work continues on the Freedom Tower at the World Trade Center site in New York Tuesday.

Once completed, five skyscrapers, a 9/11 Memorial and museum and a performing arts center will be located at Ground Zero.

According to the report, the construction will have a major impact on commuters in the next few years. For example, there will be no PATH service to the World Trade Center on summer weekends from 2009 to 2011 and service on the No. 1 subway line will be disrupted for six weeks during the summer of 2010.

"And as much as it will be a sacrifice for (rail riders), I hope they will also see it as a contribution they're making for the memorial coming in on time," Gov. David Paterson said at a news conference in Manhattan.

In outlining key elements of the report, prepared by the Port Authority of New York and New Jersey, which owns the site, agency Executive Director Chris Ward said that until now, officials had not had a solid grasp on what was to be built at the 16-acre site, when it would be built and at what cost.

"While we still face many challenges...we believe we have created a level of certainty and control over this project that has been missing since its inception," Ward said.

The report was designed to establish realistic deadlines and budgets and hold leaders of the bi-state agency accountable for the different projects. Most of the redevelopment efforts at Ground Zero have run woefully behind schedule to the frustration of downtown business owners and residents.

According to the report, some initial designs for the redevelopment were incomplete and some of the cost estimates too low. At the same time, construction costs have escalated. Port Authority officials stressed fare increases are not being considered to make up the difference.

Ward said the report reflects an understanding of the realities of building from scratch a complex of interconnected skyscrapers, transit links and cultural space in a hole seven stories deep. He also said he realizes the new deadlines and cost estimates "will be met with a degree of skepticism."

Deadlines for almost every project at the site have been changed since plans were first introduced in 2003 and Ward acknowledged the new schedule could also change.

''I cannot promise that we will meet every single milestone every step of the way," he said. "This is the most complex construction program in the region's history and setbacks are inevitable."

Despite the missed deadlines and cost overruns, there are signs of progress.

Construction of the site's signature project, the 1,776-foot Freedom Tower, is under way, though it is $200 million over budget. And in the past three months, beams have been erected for the 9/11 Memorial and workers have installed 47 steel arches that form an underground passageway for the transportation hub.

The site will also include a high tech vehicle security center and New York City's third largest transportation hub.

Officials could not give estimates on the completion dates for three of the office towers slated for construction by developer Larry Silverstein. Nor could not provide cost estimates for the memorial, which is being privately funded.

Officials said they've simplified some of the elaborate transportation hub designs by architect Santiago Calatrava in order to save money and time. The hub, estimated to cost $3.2 billion, up from the last estimate of $2.5 billion, is targeted for completion by the end of 2013. But the plan states that its probable completion date is the second quarter of 2014.

With PATH trains, subway and ferries arriving from New Jersey and New York City's five boroughs, the transit hub is projected to serve 200,000 commuters a day.

The roof of the hub's PATH station will also serve as the floor of the Memorial Plaza and will be built first -- a "construction solution" officials say will help assure the memorial is mainly completed by Sept. 11, 2011, the 10th anniversary of the attacks. (Some of the 500 trees in a cobblestone plaza may not be planted and a visitor's center may not be open, the report said).

"To do that we turned the (hub) project literally upside down," Ward said, explaining that it will be built from the top down.

Most of the memorial floor, as well as a waterfall display and a registry of names of the more than 2,700 people killed the attack, are expected to be complete by Sept. 11, 2011.

Mayor Michael Bloomberg said the redevelopment is essential to the recovery of Lower Manhattan and has sparked plans for new schools, parks and a new hospital.

"Until it's done there is a (gash) in Lower Manhattan that's a hole in our hearts as well," Bloomberg said.

UGH. Why does the Port Authority hate Jersey City? I emailed them through their website complaining about this BS. The least they can do is run directly to JSQ from 33rd. But something tells me thats not going to happen. EVEN THOUGH with all the conductors NOT working because of the other line being down, its not like they will be understaffed. This is the kind of thing that makes people leave JC. Nice job PA. Keep up the inferior work.

What really pisses me off, too, are the posters hanging in some PATH trains and stations urging people to use the PATH when they want to go play (you know, take the train outside of weekday commuting). They make it sound like it's a joy and a convenience to take the PATH to the theater, museums, etc. Of course they fail to mention the far less frequent service on weekends and late nights, the miserable stopover in Hoboken and, starting next year, the lack of service to WTC. Does anyone know if the Newark line will at least be running as far as Exchange Place on weekends? A lot of people take connect to NJ Transit out of Newark on weekends in the summer to hit the shore.

This is terrible news. I use the WTC PATH nearly every Saturday and Sunday of the entire year to commute to my 2nd job. I really hope they do away with the Hoboken stop-over when this happens. Either way, it's gonna put a huge crimp in my style.

Well New York's politicians are pushing to complete the World Trade Center, and fast. Note that the PA press release specifically says the changes are being made to the WTC to stay on schedule. The implication is that if they were not expediting construction, they could maintain service. So really what all this comes down to is New York's PA delegation exerting more influence over the direction of the Port Authority than New Jersey's. That ultimately falls on the shoulder of the governor, a man who ostensibly resides in PATH serviced Hoboken. Ultimately if you want to complain to someone, give Jon a call: 609.292.6000‎

I bet you they don't have a plan on how to provide service to NYC on the weekends. They probably haven't even thought of putting a new bus line to help people with this major inconvenience.

The headline and the news story were wrong. The PATH report says that the station will have "weekend closures starting during the summer of 2009 and continuing approximately 40 out of 52 weeks of the year for approximately 3 years."

Full report is here. The quote is on page 29.

The PA says that work trains will be used to bring materials to the WTC site from PATH yards in New Jersey. See page 24.

The JSQ-HOB-33 line is already far too crowded on weekends. With the closure of the WTC station, the PA had better restore direct JSQ-33 service on weekends. Although the extra 4 minutes in Hoboken are annoying, I think it's a bigger problem that it results in trains that are so unbearably crowded.

This *&$%ing sucks. How can they completely remove a line like that on the busy weekends? This will make going from exchange place to Brooklyn a dream Im sure.

We need a pedestrian bridge so bad. Is there anyone to complain to or start a protest with somehow or is that just a futile effort?

I've said it before, but now it really makes sense -- NJTransit or Port Authority needs to run shuttle buses -- just looping in and out of the Holland Tunnel -- I guess they should come to the Grove PATH station, so people can take cabs or the subway - and on the Manhattan side they should just circle the buses back into the tunnel whichever way is the shortest, or however can be set up - obviously making a bus stop someplace there.

BTW - You know how the Port Authority won't let you take pictures in the Holland Tunnel because of terrorism -- well Google has the whole inside on their Google Maps, Street view.

aw this sucks what an extra kick in the junk when i have to work wk ends... what will need to be done - get off at 9th street an take the E? and nothing is worse than the 33rd st train at midnight on a friday or saturday night, maybe this will be a good thing for that line and they'll run those trains more frequently. i won't hold my breath though

well, dont think about NYC on weekends... because i just read that (indefinately?) the NYC bound holland tunnel will now be closed on weekends (for construction) from like 1 am to 8 am - or something like that...

apparently manhattan doesn't want NJ business....

This stinks out loud for businesses and individuals.
Um, I thought we wanted LESS cars and traffic in the metropolitan area. This is a formula for a traffic nightmare. I think the persons associated with the cost overruns and excessive delays need pink slips. (this sounds like the SCC - school construction corp fiasco in NJ)

The service on the Path continues to deteriorate with smelly cars, slow motion service as the as the rewards of our last fare hike. Here's a suggestion start cutting the FAT at the top.

I hope businesses at the South Street Seaport, Century 21, etc weigh in on this. The words "quasi government agency" usually mean none of the constraints of business or government. With what's going on in this country financially maybe this whole idea of quasi government agency is what needs to go on the scrap heap.

Once again, I will reiterate the importance of bringing these issues to the attention of the New Jersey delegation of the Port Authority. Complaining to the Port Authority itself is meaningless; as an independent agency they have no reason to bother listening to constituents, as they are not elected officials. However, half the commissioners owe their jobs to the Governor of New Jersey. The Port Authority has made clear the closures are the result of maintaining their unrealistic building schedule demanded by New York's officials. New Jersey must exert its influence over the Port Authority to ensure New Jerseyians are not shafted by the bi-state agency.

What is also terrible about the closing is that this is the only station with elevator access to the station. So those who require access to the station via elevator (ie those in wheelchairs) will now have to travel to Newport.

There will never be a pedestrian bridge OVER the Hudson. Have you seen the cruise ships that go through there? At least allow bikes through the tunnel or something.

I've gotten used to taking the WTC path home on weekends since its predictable in that it leaves every 1/2 hour and is a quick trip over to Grove after that.
The thought of having to wait for a PATH train for whenever it may show at one of the other stations and having to go through Hoboken is unbearable.

Silly question, but is there anyway they could negotiate to allow new york cabs into NJ? I know the issue is that NY cabs can't legally pick up passengers in NJ which always makes negotiating a ride to NJ messy...

Has anybody taken the ferry from Portside (Paulus Hook) to World Financial Center that runs every half hour on Saturday/Sunday? (At least during spring/summer/fall). It's the ferry which runs from Liberty State Park to WFC but it stops at Portside. I assume that they accept passengers for Portside-WFC? And do you pay onboard?

Seems like that's the best alternative.

The problem with the Portside ferry is that it's pretty expensive. I'm not sure what the price is now, but I'm sure is above $5 for a one way ticket.

To think I was just looking at some apartments in Manhattan today, and mildly weighing the pros and cons of moving into the city versus staying in JC another year. Boy does this have an impact on my consideration. You know, it's not that Manhattan doesn't want NJ business... they're just trying to force us to move in! Which may happen in my case... not sure for another few months yet...

But if it does happen, it all likely means I'll get rid of my car, thus no longer paying any tolls on the Port Authority-run tunnels and bridges, and not taking the PATH anymore either. So far fewer of my $ will go into the Port Authority's coffers, except when I fly out of one of their airports, so take that, you joke of a quasi-government agency that is responsible to no one!

Maybe someone could file a lawsuit against them for doing this, just like some residents in Louisville,KY filed a lawsuit against Amtrak when they cut off service there? Just a thought.

Since the PATH rail line opened in 1962, Hudson County commuters have grown accustomed to a speedy train trip to and from Lower Manhattan. But beginning next summer, for most weekends of the year, that trip could be significantly longer.

Starting in June, the World Trade Center station will be closed 40 out of 52 weekends a year until the summer of 2011 for the rebuilding of a permanent World Trade Center station, Port Authority of New York and New Jersey officials announced last week.

The 12 weekends the station will be open a year haven't been determined yet, officials said.

For the majority of weekends, the WTC-Newark line will stop at Exchange Place in Jersey City, and then pull around to Grove Street, where riders can board the red line train heading to 33rd Street in Manhattan.

"That's absurd," said Cynthia Acosta, a 55-year-old nurse who recently moved to Exchange Place. "I chose this area because of the closeness to New York City, I could have gotten another apartment somewhere else."

Thousands of commuters use the PATH on weekends to get in and out of the Big Apple, according to a Port Authority survey.

The Port Authority counted 37,411 trips during a typical Saturday, compared to 103,208 rides during a typical weekday on the WTC-Newark line, said Port Authority spokesman Steve Coleman.

The agency hasn't surveyed Sunday ridership, but it is likely to be comparable to Saturday, Coleman said.

Karan Nagra, a 27-year-old software engineer from Jersey City, said he takes the PATH to WTC during weekends to visit friends in Manhattan.

"It's going to be inconvenient," he said. "We will have to think more ahead of time about what time to get together."

How is it that fulop sends out this email which addresses NOT ENOUGH ENTRIES at Pavonia Newport, but ignores the fact that WTC PATH service will be discontinued on weekends?

Last month, I authored a formal resolution that was approved by the City Council and sent to the Port Authority of NY/NJ formally requesting fairness with regard to increased PATH service on the weekends and weeknights. Councilwoman Beth Mason in Hoboken will have a similar request on the Hoboken City Council agenda this month, as we seek the same similar resolutions from councils in Newark and Harrison.

As we approach next year's governor's race in New Jersey, the time for action on an important Hudson County issue is now. I have attached a link for a website www.fixmypath.com which I am using as a tool to show our elected leaders the importance consistent PATH service on nights and weekends to Hudson County residents.

Every signature added to the "solution" page at www.fixmypath.com will generate an e-mail to Governor Corzine, Governor Patterson, and the appropriate individuals at the Port Authority. Lets collectively advocate for Governor Corzine to get the Port Authority to give us the services we deserve. This is an issue about safety, about accessibility, and about your tax dollars. I believe that the collective voice carries the most weight and that if we can generate enough e-mails to our elected officials, we can achieve our goal.

Right now, the Port Authority, the bi-state commission is undertaking a massive amount of infrastructure improvements as well as building a new state-of-the-art PATH station at the former World Trade Center site. What we in New Jersey are asking for is a fair and accommodating train schedule along with some relatively minor improvements to one of our more crowded stations.

man I am kinda in the same boat, my lease is up this month and not having weekend trains to WTC is making me think about wanting to move to brooklyn instead, last week I was sure I was staying in Jersey City.

This is the most devastating news I've heard in a LONG time. I can't believe I bought a place in JC. What a mistake. If real estate wasn't in the tank, I'd list my condo tonight. I'm furious about this.

Additionally, the Port Authority PATH train from Newport has extremely infrequent service and needs more trains on evenings and weekends to meet reasonable rider needs. At these times I have had to wait exceptionally long periods of time for the subway train – up to an hour. I'm glad I didn't do it then. I could care less about station conditions at Newport, want the WTC line platform lengthening, and would rather they focus on an alternative to suspending WTC weekend service.

I agree this is a crisis - they need at the very least to make the PATH trains (33rd street to Newark) NOT STOP at Hoboken while they are not running the WTC trains!

This plan by the Port Authority is very unfair to NJ - especially in these bad economic times it will chase away a lot of businesses and residents to NYC!

I also don't want to confuse this issue with anything about the Newport PATH station!!!!

They should also consider adding Holland Tunnel loop buses to the Grove Street PATH Station!

I disagree. What the Port Authority needs to do is NOT suspend weekend PATH service at the WTC. There is no way suspending weekend WTC service is at all palatable, even if they cut out stops in Hoboken. If this delays the Freedom Tower, then so be it; New York has everything to gain, and New Jerseyians are the ones who pay.

Actually I take that back. There is a way they could make this acceptable to me:

Run trains every 10 minutes all night long, even at 3am, and second, while there is no service at the WTC, make the PATH free to ride to offset the cost of transferring to the subway. Anything short of THAT would be unacceptable.

not to be rude to those who live in Newport, but I think it's really REALLY insane to be crying over a "too crowded station" when the closing of the WTC stop will affect the entire region, from WTC to Newark and beyond. This is HUGE. Having a crowded platform is merely annoying.

they should be required to run shuttles every weekend to wtc until they get this mess fixed. If the p.a. had a clue wtf was up from down we would be a hell of a lot closer to a completed "freedom tower" by now instead of just their hole in the ground.

This remainds me of the pain living in Queens with the 7 train to and from Manhattan shutdown on numerous weekends in the past few years (especially worse during the winter)! But at least you had alternate subway and bus lines.

It will definitely suck big time, but at least be thankful that you aren't waiting 30 minutes for the next train in the middle of winter on an elevated subway station!!

Port Authority does not fall under any state government category; the Governor maintains veto power, and the ability to appoint half the board of commissioners. Its better to call.

Have you actually been to Brooklyn on the weekends? Every time I go, there are station closings, train identity confusions, etc. (eg. F train posing as A train, but all the while conductor is warning: 'this is not an A train, this an F train on the A track.") I always vow never to go back, until I forget, that is, but you just reminded me.

I both agree and disagree with you. I had friends for a while who lived out on an F stop that, for about 12 weeks, had no downtown service on the weekends. That meant it was impossible to meet them. The Port Authority, until now, has been very good at maintaining service to their stations.

However, there are plenty of places in Brooklyn that are accessible by more than one train line. While the MTA does like to run incorrectly labeled trains on the wrong tracks, rarely are neighborhoods serviced by more than one subway line impossible to navigate to.

Look, no one is more irritated by the Path changes than I am. Whenever I am forced to go to Hoboken on the weekends and I see the conductor dilly dallying and chatting with Hobokenites on the platform, I give him the stink eye. So, I always prefer the WTC train, even if it requires an additional subway trip.

I'm just giving the guy who thinks the grass is greener in Brooklyn the heads up to do some due diligence on his preferred neighborhood before moving there. Trains to/from Brooklyn on the weekends are just as screwy as they are going to be here. Yes, there are more train options in Brooklyn, but it's no more convenient than having to take the 33rd train and switching to a downtown train to get to the WTC.

What I want to know is, why doesn't the "Fix My Path" letter include a complaint about the new WTC changes or at the very least, request that they stop making so many people sit and wait for the few Hobokenites that actually get on the train. Can't they shuttle those handful of Hobokenites to Newport? Making the majority wait for a few--just isn't right.

Yeah I actually go to to Brooklyn on the Weekends to visit my g/f in Bay Ridge, so I take the R train from City Hall straight there with no problems usually. Of course I hear the horror stores of the R train, but luckily I have yet to experience them. The whole not running past 11pm thing is probably it's biggest problem.

It's not like it is the quickest ride, but now with this it's going to take even longer to get there. I am not only thinking length but also overcrowding with just one line in addition to all the shoppers with bags on the weekend. I am at Grove st..everybody from newark line switching over to the the 33rd at once? Not good times.

You are completely, obviously right here.

A lot of the time, the only reason I'm taking public transit when I go to Manhattan is simply to get across the Hudson River. If they won't let us walk through the Holland Tunnel, then they should provide a shuttle bus alternative.

Also: Nana's comment about how awful the WTC closings would be for people in wheelchairs should also get a "Wow, this comment should be posted on a billboard somewhere" rating. I've never used a wheelchair, but I've pushed a stroller, and the only reason I could get into Manhattan for a couple of years was because of the WTC elevators.

If the PATH goes ahead with closing the WTC station on weekends, it should give completely free cab vouchers to every rider who uses a wheelchair or crutches to get around. For stroller pushers, the closing might be a pain in the neck, but shutting wheelchair users out of the PATH this way without providing a free, high-quality alternative is criminal.

This WTC closure is almost the equivelent to a PATH strike every weekend for 3 years. For Jersey City, this is going to make propoerty values drop over the next couple years. I wont be surprised if potential buyers of 77 Hudson and even Liberty Harbor North are turned off by this and decide to buy elsewhere. Developers and residents need to join together to battle this bullshit.

Especially if there are closures in the Holland Tunnel too, we will be stranded in JC on the weekends which sucks. I wish there wasnt a monopoly by the port authority on us. Does the ferry even run all night? Ill gladly give my business elsewhere if given the option. Or yes, at least let us bike through the tunnels.
