The No Parking between 8-10 a.m. on Mondays and Thursdays is for street sweeping - and it applies to everybody, regardless of whether you have a parking permit for the zone. Once the sweeper moves through the street, you can park there, even if it&#039;s not yet 10 a.m.  The sweeper is usually pretty consistent on when he moves through a particular block. It&#039;s not unusual to see cars idling on the street waiting for the sweeper to move through so they can nab a parking spot.&lt;br /&gt;&lt;br /&gt;EDIT: Also, the two-hour limit for those without zone permits is aimed at preventing people who live outside of JC from using the streets as free a park-and-ride for commuting into the city. The closer the street is to a PATH station, the more aggressive the zone permit enforcement.</description>

McDonald/The Jersey Journal &lt;br /&gt;May 23, 2013 at 5:57 PM &lt;br /&gt;&lt;br /&gt;And then there were two?&lt;br /&gt; &lt;br /&gt;Jersey City man Jermaine Robinson, a candidate for the Ward F City Council seat, told The Jersey Journal he may drop out of the June 11 runoff election, leaving only two candidates backed by Mayor Jerramiah Healy running in next month&#039;s race.&lt;br /&gt; &lt;br /&gt;Robinson, 37, said he has seen business both at his café and his barber shop suffer since he started his bid to win election to the council. That, coupled with a loved one’s illness, may send Robinson to the exit door, he said.&lt;br /&gt; &lt;br /&gt;He hasn&#039;t made up his mind whether to quit the race, but &quot;it&#039;s really looking that way,&quot; he said.&lt;br /&gt; &lt;br /&gt;Robinson would become the fourth council candidate allied with Healy to back out of the June 11 runoff election. Healy lost his bid for a third full term last week to Councilman Steve Fulop, who becomes mayor on July 1.&lt;br /&gt; &lt;br /&gt;In a field of five candidates, Robinson finished in second place on Election Day last week, just 55 votes behind Ward F Councilwoman Diane Coleman in the closest of the seven council races. Coleman is a Fulop ally.&lt;br /&gt; &lt;br /&gt;Because no candidate received more than 50 percent of the vote, Coleman and Robinson are headed for a one-on-one matchup on June 11.&lt;br /&gt; &lt;br /&gt;Of the seven council races held on May 14, only one, in Ward E, was decided on Election Day, while the rest will be decided after the runoff election.&lt;br /&gt; &lt;br /&gt;Robinson’s probable exit is good news for Fulop, virtually guaranteeing Coleman a win in Ward F (Robinson’s name will likely remain on the ballot). Fulop has said one of his top priorities until he becomes mayor is to get his allies elected to the nine-member council.&lt;br /&gt; &lt;br /&gt;The three other Healy candidates who have already backed out of the runoff election have cited financial reasons and the difficulty of defeating Fulop-backed candidates. At-large hopefuls Councilman at large Peter Brennan and Omar Perez have withdrawn from their race, as has Ward B hopeful Gerald Meyers.&lt;br /&gt; &lt;br /&gt;Meyer’s withdrawal leaves Fulop candidate Khemraj “Chico” Ramchal as the only candidate running in Ward B. Meyers, Brennan and Perez exited the race early enough to have their names removed from the ballot.&lt;br /&gt;&lt;br /&gt;If Robinson indeed withdraws, only two Healy-backed candidates will remain in the running on June 11: Councilwoman at large Viola Richardson, who is running solo against Fulop’s three at-large candidates; and former schools superintendent Charles T. Epps Jr., who is running in Ward A against Fulop ally Frank Gajewski, a former police chief.&lt;br /&gt; &lt;br /&gt;In the Ward C and Ward D races, Fulop’s allies are running against independent candidates. Mayor McCann (convicted felon who plundered our city like the Vikings plundered the monasteries, and the city pension funds,&lt;br /&gt;always said the goal is to undercut your opponents, grabbing their base ala: Sean Connors and Ben Lopez&#039;s wife, &lt;br /&gt;&lt;br /&gt;The goal is to win with the dumbest people you can find, so you control the council as we have The Faulkner Act, (form of Govt).   Sort of the balance between Congress/Senate and Mayor. &lt;br /&gt;&lt;br /&gt;The more self serving and dumb enough not to set personal, higher aspirations were the basis of the Machiaveli approach he used to run our city.l    </description>

The article below came out yesterday in the Jersey City Independent.  Running as an independent is an uphill battle, but now that I came in first place on May 14 I&#039;ve got momentum on my side.  &lt;br /&gt;&lt;br /&gt;The reason my campaign is been able to fight a runoff is because I am an independent and have never become dependent on a power broker for my political survival.  I have my own campaign apparatus with my own volunteers.  A good number of the council candidates (on either side) don&#039;t really have a campaign infrastructure to speak of and couldn&#039;t stand on their own with support from above (HCDO, Jerry Healy, Steve Fulop, etc).  &lt;br /&gt;&lt;br /&gt;This is the same reason I believe I&#039;ll be able to do what&#039;s best for my community once elected.&lt;br /&gt;&lt;br /&gt;Article follows:&lt;br /&gt;&lt;br /&gt;----&lt;br /&gt;&lt;br /&gt;With Eight Council Races Remaining, Some Healy Candidates Eye the Exit as Independents Gain Confidence&lt;br /&gt;&lt;br /&gt;We know mayor-elect Steve Fulop will have at least one ally on the City Council with Ward E Councilwoman-elect Candice Osborne’s outright victory May 14, but with three weeks until the June 11 runoff election, what is less clear is who will fill out the remaining eight seats.&lt;br /&gt;&lt;br /&gt;But that mystery is solving itself. In just one week’s time, after looking at the costs for the remaining three weeks of campaigning coupled with the difference in votes, three would-be Council candidates have already sued to have their names dropped from the ballot: At-Large Councilman Peter Brennan will be ending his political career that began in 2001 and At-Large Council candidate Omar Perez is cutting his bid short, while Ward B Council candidate Gerry Meyers has announced he’s choosing family over political service.&lt;br /&gt;&lt;br /&gt;What also ended at the same time as Mayor Jerramiah Healy’s bid for reelection was access to his fundraising connections. And with estimates putting the runoff races at $30,000 a Ward, it’s simply too much money and too big a vote gap for the two Team Healy slate-mates.&lt;br /&gt;&lt;br /&gt;“Money-wise, forget about it,” said Meyers of one of the reasons he won’t be running. The other reason is, he says, that upon reflection he’d rather spend the time with family. But Meyers, who has been a Democratic Committeeman for some twenty years, says that doesn’t mean he can’t help the Ward. Indeed, he says there is not enough communication between the dozens of Committee people in each Ward and the Council representatives. “They’re your eyes and ears,” he says, calling them an important way to find out what an area needs.&lt;br /&gt;&lt;br /&gt;Even the Team Healy candidates who remain in the race, like Ward A Council candidate Dr. Charles Epps, say whatever advantages they were once perceived to have are now gone.&lt;br /&gt;&lt;br /&gt;While Epps did not return a call seeking comment, in a letter he acknowledges that although he received more votes than Frank Gajewski, the Ward A Council candidate on Fulop’s slate, Epps says he is the one who should be considered an “underdog.”&lt;br /&gt;&lt;br /&gt;“Although I am entering the June 11th runoff in first place, I know I am going into it as an underdog. I am going to have to fight a well organized and fully funded Fulop Team — but fight I will. I will fight for your trust, I will fight for your vote and if elected, I will fight for the residents of Ward A to give them a voice and an ally in City Hall,” he writes. He’s also taken the steps of creating his own website now that the website MayorHealy.com has been relegated to the detritus of the internet’s never to be visited again websites.&lt;br /&gt;&lt;br /&gt;Along with Epps, At-Large Councilwoman Viola Richardson has promised to keep campaigning, and Ward F Council candidate Jermaine Robinson has also made no indication that he intends to step down. Obama had a slight lead in most early polls over Ryan.  Then when Ryan&#039;s divorce records were unsealed, he dropped out, and the Republicans had trouble finding an opponent to replace him, because Obama catapulted to fame with his 2004 convention speech.&lt;br /&gt;&lt;br /&gt;The bounces all went the right way for Obama in that campaign.  But he had a good shot of winning that seat even if Ryan had not had his divorce records unsealed.</description>
