Baloney, this report was done to give money to minorities to "legally bring out the vote." Personally, I have no problem giving money to a JC contractor if it is slightly more than an outside contractor. But government job is to control spending and I am concerned how much money will be spent on this. Fulop has a serious problem with the minority community, this report will not fix that.

Training programs and networking databases that are being suggested are a great idea. Subsidizing someone's work just because of their color of their skin or the contents of their underoos is a reactionary swing in the complete wrong direction that totally misses the point of fair play and equal rights.

Good to see that people are not being judged by the quality of their work or the content of their character, but by the color of their skin.
If the city wants to start some programs to train minorities on how to become contractors then that's great. But giving financial incentives to developers that use minority or women-owned contractors is a great way to further incentivize developers to go with whatever will save them the most money rather than the best work. I'm a very liberal guy, but it pains me to see liberal ideas pushed so far to the brink that they become a parody of the very things they fight against.

Jersey City aims to increase diversity of city contractorsBy JERSEY CITY — Hiring a new diversity officer, training local businesses on how to become city contractors and offering financial incentives to developers who use women- and minority-owned businesses are among the recommendations of a city committee. The recommendations, found in a report approved unanimously at last week's City Council meeting, are a response to the 2011 "Croson study," which examined city procurement and construction contracting trends from 2002 through 2008 and concluded that few minority-owned firms were winning contracts with the city.
