My sister has a pit so I have no dog in this fight, but many, including GrovePath, do not like pits and particularly those who are "cat-centric" probably do not like seeing a photo with "pit parade" on what they thought would take them directly to the "free cat adoptions". I too fell right by the PATH machine before turnstiles on Mon, Jan 25th, the day it was pouring rain with 60 mile an hour winds (I remember day as had to be in downtown brooklyn that morning) and who should be there to help me up by Councilman Fulop!
The guy seems to be everywhere helping these days.

By The Jersey Journal May 27, 2010, 7:30AM By STEVEN FULOP SPECIAL TO THE JOURNAL The politics of patronage simply won't work any longer in Jersey City. We face serious challenges and the accepted practice of taking care of the politically connected few, at the expense of the rest of us, can no longer be tolerated. Yet, when given the opportunity to demonstrate fiscal responsibility with regard to this week's Fire Department promotions, the Healy administration showed once again that old habits die hard. The promotion of five new Battalion Chiefs will only worsen the Jersey City Fire Department's status as one of the most top-heavy organizations of its kind in the country. We currently have one supervisor for every 2.4 firefighters. The mayor says the promotions will spare the city additional overtime. However, two simple changes could have solved the overtime issue without spending the money that will be required to pay for future raises for the new battalion chiefs. First, the JCFD has a position of "Safety Officer." As a result of these promotions, it will be filled by the rank of battalion chief -- however there is no rank requirement for filling this position. The JCFD has a surplus of Captains. If the city used captains to staff the Safety Officer position instead of Battalion Chiefs we would better utilize our limited resources and save valuable dollars without resorting to promotions in a tough economy. Second, in the 1980s, the Fire Department reduced the number of companies while maintaining the same number of department battalions at the time. Fewer companies within the same number of department battalions created more management and smaller units. Last year, the Healy administration opted to take another four fire companies offline. Wouldn't it have made sense to explore reducing the number of battalions given the further elimination of companies? A reduction in battalions could have triggered additional restructuring in the department, with the potential for even greater savings than the foregone promotions would have provided. As a city councilman, I have always supported the Jersey City Fire Department. I was the first advocate in Jersey City for the JCFD high-rise fire fighting unit and an early proponent of the water vessel to protect our residents in case of a disaster. However, supporting the JCFD does not preclude me from speaking out against unnecessary and wasteful promotions within the department. These promotions do nothing to improve our safety; they were made to benefit political friends and supporters in the Fire Department at the expense of the taxpayer. While many of us work to move the city onto more solid financial footing, the administration continues to dig us further into the hole by siphoning tax dollars into the pockets of its allies. How many people will forced to forego raises or even lose their jobs in future layoffs to fund the promotion of these privileged few? STEVEN FULOP is a Jersey City councilman. He is in his second term in office.

There is another thread on this topic but either it was "lost" during one of the past forum backup losses or who knows.
Moved here in '82 after breakup with gf where we lived in Park Slope/Prospect Heights. My two friends I knew from our mutual pursuits of book biz and jazz radio told me to join them on Barrow St where we had a duplex with 3 bedrooms, huge living room, eat-in dining room/kitchen, 2 baths and free enclosed parking lot all for $600 split 3 ways plus split on utils. Spent first 5 years in NYC environs at nite till finally started to hang here more than NYC when first new bar in downtown JC opened up called "J.C. Winston's" opened by Ron Saxe who was president of the JC taverns assn. I lived across the street at one point and there are stories writ large on that place including it was where Richard Price hung out with the biker cops for a year gathering info for his book Clockers. JC is it's own reason now for being here even though I still love NYC days and nites of music of all sorts and jazz-filled wanderings with friends across all of NYC though primarily downtown. That's my short story and I'm stickin' to it!

Jersey City's school budget of over $600 Million exceeds the entire city's budget of $500Million+. We owe every taxpayer in Jersey City an answer as to how we will guide our schools from their miserable lack of accomplishment and it starts with the highest paid individual, our Superintendent of Schools, who has the most impact on our school budget and the success of all our schools. This board must perform the necessary due diligence that will permit a nationwide search to be legally initiated and properly directed as provided by both State law and through following local school board procedure. Only through opening a nationwide search for the best Superintendent of Schools may we have the possibility of success for our children.

Mediation and Litigation Status
For followers of our petition to the Surface Transportation Board (STB) regarding rail line abandonment, the STB decisions favorable to our position, and subsequent litigation, here's an update. Some months ago, Jersey City, Rails-to-Trails Conservancy, and the Coalition, on one side, and Conrail and its developer, on the other, agreed to mediation and a stay in state and federal proceedings. Although settlement prospects seemed favorable in January, the process apparently broke down thereafter, and the parties are proceeding in U.S. District Court, District of Columbia. Simultaneously, the City is actively engaged in the preparatory work to draw on various funding opportunities to acquire the property. The New Jersey Attorney General has been granted intervention in the federal case to defend the constitutionality of a New Jersey statute affording cities a kind of first refusal right over otherwise-to-be-abandoned rail property. The City may use the state statute to acquire the property. In the meantime, on the local level, our adversaries appealed Historic Preservation Commission and Zoning Board of Adjustment decisions that denied them permits to demolish the historic Embankment. A ruling has not yet been made. On May 17, the STB, noting that Conrail had evidently made sales and transfers of property in another Jersey City line (Lehigh Valley line) without STB authorization, announced that it was instituting aninvestigation of Conrail's abandonment practices.

"The problem is with this word, garbage," said BFI spokesman Alan Marcus. "This is a commodity to be shipped. If we called it 'Formica table tops' we wouldn't have this kind of emotional confrontation." [b]BFI promised the city $5 million to $10 million in taxes and tipping fees to sell the station, but residents weren't buying. Fearful of the potential for odor and disease, more than 5,000 Greenville residents signed petitions opposing the garbage station, and more than 400 packed the City Council chambers for the votes. BFI executive David Iverson promised the Planning Board that the garbage station would be built so that residents "never smell, see, or hear the waste." The boisterous sign-waving crowd booed in response, and over the din, one man shouted, "Oh come on! Only you guys won't smell it." The crowd, made up of Jersey City residents, old and new, lined up for nearly three hours to speak out against the garbage station. "I live just four doors down from Linden Avenue East and I see those shiny new light rail cars zipping by," said Frances Oakley, a Princeton Avenue resident since 1954. "I can't think how sad it would be to have them riding right along next to garbage trains." "The mayor calls this city a slice of heaven," said Mary Frances Strong, who also lives in Oakley's east Greenville neighborhood. "When did garbage become an ingredient to the pie?" The largest contingent of protesters came from Port Liberte, the luxury waterfront condominium a quarter-mile up river from the proposed garbage station. "Why do we want to turn the Gold Coast into the garbage coast?" asked Port Liberte resident Anna Freed. Her Port Liberte neighbor, microbiologist Micael Withers, described the garbage station as "potential Foodfest for germs, bacteria and pathogenic molds." One of the largest employers now located in the Greenville Yards, Tropicana Juices, told the Planning Board it did not want a garbage transfer station for a neighbor. "This year, 250 million gallons of the world's finest juices will be shipped to Jersey City from our Florida processing facilities," wrote Tropicana Senior Vice President Thomas Ryan. "Our Jersey City Distribution Center would be a direct neighbor to the proposed garbage transfer station. Clearly this use is completely incompatible with our operations." Ryan said Tropicana, which has 182 workers employed in the Yards, "would be forced to review the status of Jersey City and its continued importance" if the garbage station was approved. Thomas Durkin, the attorney for Tilcon, the company whose land was condemned by the Jersey City Redevelopment Agency to make way for the garbage station, said his client would fight the project to the bitter end in the courts. City Planning Director Robert Cotter reported that Greenville Yards and Port Jersey should be developed with an eye toward becoming a leading regional port, and said the station is "not a proper use for the site." Cotter also countered the argument, raised by a representative of the Manhattan-based Tri-State Transportation Campaign, that if the city didn't accept a garbage station, it would be saddled with a never-ending stream of trucks carrying the New York garbage. "New York has as many as 14 waterbourne avenues, including an excellent site in Staten Island now under construction by NYDOS - it is not just a choice of taking this station or taking the trucks," Cotter said. The QBA Cuban Kitchen truck (www.qbakitchen.com ) was at the Village Festival yesterday and I had the pulled pork with black beans and rice and a very nice jalapeno/cilantro sauce for $8. Quite tasty!

Neighborhood organizations have been led by JPHurst and had his contributions for city-wide preservation of JC's history including the JC Landmarks Conservancy and even today he is leading a tour of the history of the Village here in JC. It seems that Gov Christie and our Commissioner of Ed are making threats against our newly elected school board members that they may find a lawsuit brought against them for just reasons. It seems that corruption is not just in Hudson County and Jersey City but also at the State level as well.

Jersey City names new business administrator with 7-1 vote by City Council
Thursday, May 13, 2010 Despite concerns raised by residents, the City Council last night named John "Jack" Kelly as Jersey City's new business administrator. Several residents mentioned Kelly being named in a 1998 State Commission of Investigation report on Orange, where he has worked for 21 years, most recently as chief financial officer. Council members defended Kelly, saying the report focused more on Orange's then-mayor Robert Brown and that no criminal charges came of it. Resident Dale Hardman told the council that the investigation charged Kelly with "unethical" and "irresponsible behavior," and said he participated in intimidation of employees for political donations for the mayor, didn't put contracts out to bid and didn't submit required financial reports. Resident Yvonne Balcer also took issue with Kelly keeping part-time jobs as the joint municipal tax assessor of Essex Fells and Caldwell Borough, a position he plans to keep. Council members defended Kelly, saying that as a certified tax assessor he brings a wealth of knowledge and has experience with revaluations, a task the city is undertaking. "I spoke to at least 10 financial people and business people outside of the city in Hudson County and also people that are in his field in other counties," Ward D Councilman Bill Gaughan said. "I will honestly say I didn't have one negative report on Mr. Kelly. They all praised his work ethic." The council voted 7-1 to hire Kelly with Ward E Councilman Steve Fulop casting the lone no vote. Ward F Councilwoman Viola Richardson was absent. Kelly called the CSI report a "scarlet letter" on his otherwise impeccable career. Kelly replaces Business Administrator Brian O'Reilly, who is retiring. MELISSA HAYES
