Traffic cop laid out in Columbus this morning, hit by an SUV turning left from Marin. (He sat up after a minute and seemed to be okay. Driver did stop to assist.) But yeah - it's the pedestrian's fault...

(The real answer is both driver and pedestrian behavior need to change. "He started it" shouldn't be the answer whenever people rightly point out that many people drive like self-absorbed assholes around here.)

Do you read? Nothing I wrote would have indicated I read your letter - I was talking about you, not your letter. This is a good example of what I was talking about. I was motivated to post by your incessant need to be heard. You seem confused and in dire need of attention. None of which is horrible, but it often leads to perseverant posts about things that end up having nothing to do with the topic at hand.

In that regard, they are exactly the same as property taxes (with the exception that most newer buildings are paying a higher overall burden than owners of underassessed properties paying traditional property taxes. That is because the PILOT is a fixed percentage - 1.6% - against the purchase price and the purchase price of a new construction condominium is going to be higher than the 1988 assessment on a property paying traditional taxes.)

For example - the mayor's house on Ogden: IIRC from the newspaper articles, he paid ~ $775,000 and is paying in the $7,000s in property taxes. An "abated" new construction condo that sold for $775k is going to pay $12,400 in PILOT.

This generalization is unfounded because suburban tax rates vary tremendously.

Taxes depend on what percent of the tax base is residential, how many students are in the public schools, how much aid the municipality and school district get from the state, how rich the place is generally, and what kind of tax toleration the town has.

Millburn's Equalized Tax Rate is 1.8 because the town is rich, has a big mall, and actually only spends $15,600 per pupil. (Millburn gets virtually no state aid. Its spending is roughly at Adequacy)

West Orange's ETR is 3.8 because the town gets virtually no state aid despite having high need ($700 per student), isn't that rich (in fact its real estate market is in clear decline) wants to spend $17,700 per student on its schools anyway, doesn't have that much non-residential property.

West Orange's taxes would be even worse if it didn't have a large private school population.

Glen Ridge's taxes are 3.1 because it has virtually no non-residential property, a quarter of its population is in the public schools, and it gets virtually no state aid. Even though GR is affluent, its taxpayers can't keep up and school spending is only $14,600 per student. (this is below Adequacy)

Bloomfield's taxes are 3.6 because doesn't have a lot of non-residential property, and is ripped off on state aid ($3100 a student for a relatively poor population). Bloomfield isn't high spending though; its schools spend only $13,100 per student.

Bloomfield's spending is way below Adequacy.

I could go on and on....


Your knowledge and explanation of the system is quite impressive, but you miss the point: the system is broken. Sure, suburbs are being overburdened by underfunded urban districts - but before we go about rearranging the furniture, why don't we address the gaping hole in the roof (through which all of our $$ is being sucked out): the need for consolidation.

There are waaaaaayyyyy too many school districts in NJ (603 vs. 28 for Maryland.) There are waaaaaayyyyy too many municipalities with far too many overpriced police chiefs and underutilized cops, school administrators, public works employees, et al. There is no need for 2/3 of the towns in NJ and probably 3/4 of the school districts to exist. Many (most?) services currently being provided by towns of 5,000 or fewer people (some of which showed up on the NJ.com list of towns with police chiefs making more than $200k) could be provided by their counties or in conjunction with a neighbor via consolidation or shared services. NJ is the most densely populated state in the country - ideal for reaping economies of scale and efficiencies given the relatively close proximity people have with each other - and yet we choose to go in the exact opposite direction. Baffling, really.

100% THIS. While I am always against any form of governmental power to punish or take away personal property, I think this is very much justified. That hole next to "future home of Hard Grove Cafe", the unfinished Hard Grove construction, and the Monty boarded up place, are eyesores and it really is unfair for Restaurant Row, and the community at large, to allow those conditions to continue as such. There should be some sort of penalty for unfinished construction that would spur the owners to complete their projects, or to sell to someone else.

Well - Fulop is getting his wish: loads of press. Being lumped in with Rubio couldn't be more apt. Every time I watch the debates I'm struck by his (Rubio's) empty rhetoric, not-really-connecting-with-people manner, and how insanely over-ambitious he is without much of a record to stand on. Reminds me of Fulop.

I agree with the change in media coverage over the past generation - it's an entirely different landscape than it used to be. The number of outlets, the amount of coverage, and the considerably more aggressive nature of the coverage make it an altogether different enterprise to run for office today than even in the 80s. And the ridiculous amount of money it takes to run (and stay in) office also has changed the quality of person willing to run - and not for the better, in my estimation. That said, there are still accomplished people with character. Too bad most of them look at the reality of the job and say no thanks.

Maybe it is a supply problem rather than demand (number of people voting.) You can come up with all sorts of ways to make voting easier, more convenient, mandatory, etc., but it's rare that there is someone who truly gets people excited to vote for them. Regardless of what you think of him now, Obama in 2008 fits that category - who else? If the candidates are of marginal quality, who honestly wants to vote? The lesser of two evils election seems to be the rule.

Maybe you are very young. Maybe you are very provincial. Maybe both. Terrorism wasn't invented in NY in 2011 and it wasn't invented by muslims. What is the common thread among all of these groups and events? People who feel marginalized in some way or other. Politically, economically, socially, romantically. They've all been made to feel "less" in some way, whether those slights are real or imagined. Is marginalizing an entire class of people further going to make them less likely to react angrily or more?

And, for the record: states can't dictate immigration policy. The Jindals and Christies of the world can jump up on their populist, red-meat boxes all they want but - as with most things political - it's empty rhetoric.

I reposted so it links to the absolute numbers - white kids raised by single parents are about 50% more than black. Percentages have nothing to do with it - if single parent households are the problem, as you seem to be suggesting - tough to really tell whether that is what you are saying or "I'm an ignorant racist" is what you really want to say - there is a much larger cohort of white kids in that circumstance and studying them would be informative. Other than saying "because I said so", you offer nothing to support your view that percentages matter.

Yeah, some other posters are right that "school is sometimes the only constant in a child's life." That's because when you are born to a single mother, as 80% of black children born out of wedlock, it is too difficult for one person to properly provide for and be there for her child. The thing is, Fulop would have been as much of a prick if Balmir was white. The more troubling aspect of all this, if you are all-in on Fulop for Governor, '17 is the incredible lack of maturity and self-control he displays on a fairly regular basis. Say what you will about Christie, he knows when to pull back and let someone else throw the mud or take a hit for him.

Ah, the Petulant Boy King is at it again.... I guess you get what you deserve - Balmir had lived in Jersey City for less than two years when Fulop invented him as Freeholder. But, I guess when you want to run for governor and you've decided you'll do anything for union support and someone who describes themselves as "government and community affairs director of the Laborers? International Union of North America (LIUNA), the 20,000-member union affiliate in New Jersey" (from Balmir's freeholder campaign website) falls in your lap, you give him whatever he wants.

I wonder how many days it will take before the inevitable Jersey Journal article runs, thanking Balmir for his service on the MUA board...

Pre-construction sales not going well?


I have no idea what the pre-sales have been like, but the developer will never get financing. Ever. He shouldn't be allowed to pre-sell anything until he has financing and construction is well under way. I feel sorry for anyone who has put down a deposit and ends up with that money tied up for years while one excuse after another is given as to why Phase II has been "delayed".

If the state DCA actually did it's job, people like Dean Geibel wouldn't be free to continue to fleece people. But..... New Jersey.
