I wonder if price fixing isn't happening also - especially with concrete supplies and electrical contracts.

Six arrested on fraud charges stemming from Jersey City construction project

Wednesday, March 23, 2011
By The Associated Press

JERSEY CITY ? Federal authorities have arrested two people in New Jersey and four in New York on fraud and embezzlement charges stemming from a Jersey City construction project.

Anselmo Genovese faces charges related to his role as a project manager for New York-based 160 Broadway Concrete. The subcontractor was working on the high-rise construction project at 77 Hudson Street in Jersey City.
He was released on $500,000 bail Wednesday after a federal court appearance in Newark. Attorney Gerald Shargel says Genovese will plead not guilty.

The Staten Island, N.Y., resident is accused of conspiring to make unlawful payments to the then-business manager of a Jersey City union so his company could use laborers from New York.

Prosecutors say the deal cost the New Jersey Building Laborers' Statewide Benefit Funds approximately $1.7 million.
