Its actually a quick walk to JSQ even on the other side of the tracks (western portion of Van Reipen), I think there's a shortcut that goes through behind the Loews from one of the parallel streets, and even if you decide to walk down Tonelle to Kennedy to get to JSQ its less than 5 blocks anyway, very close. Its not a bad little neighborhood there, I looked at places there before settling on mine in a different part of JSQ, and when I've driven through the area at night it doesn't seem sketchy.

There are two parts to Van Reipen separated by the train cut. The East end behind the PATH complex is safe and EXTREMELY convenient for New York commuting.
I thought about that immediate area before settling on Newport because I feel PATH proximity is the primary reason for Jersey City living.

The Western side of Van Reipen, a block or two long is rather remotely located. Seems less safe, but I have rarely walked there so I am not sure, and it is a tortuous route to the PATH because of the need to get across those tracks.

Which side are you considering?
