Please contact your local Jersey City Police Community Relations Officer in your district. They will put you in touch with your neighborhood organization that share concerns with you. The JCPD had created a Jersey City Community Policing group with Community leaders from each district. Unfortunately, the grant money ran out but from 2006 - 2008, we had the opportunity to work with JCPD and others on community wide issues.

I do attend meetings throughout JC and help give out tips to residents, so just email downtownjcwatch@gmail.com and let me know if you are interested.

So here's the contact info for the JCPD Community Relations:

B. Know your Community Relations Officer. Have their email address and start a dialogue with them regarding the hot spot. Then you can weekly or monthly email them your activity log to keep the problem top of mind. They can often refer you to other agencies or departments that might be helpful. They also have instructions for how to effectively call the police and other tips for keeping your neighborhood and your own home safe.

In Memory of Kirik Parikh


Thank you everyone for the wonderful responses and for the show of support at the candlelight vigil last Friday at Hamilton Park. There were way more than reported 400 people. Officials felt there were about 600-800 people.



There have been so many questions about how they can help so here's a compiled list:

* Perhaps, you know someone who drove by at 9:15am on 7th Street or someone who dropped their child off late at school at 9:30.
* If not, please go out and knock on doors and ask start asking people if they were in the area. This time mapping will help the Unit paint a clear picture.

Ezola thinks I'm some sort of bleeding heart liberal because I don't automatically equate young Hispanic kids hanging out on a stoop with drug dealing.

If you knew how to read the Street Code, you wouldn?t make a fool out of yourself and argue on this forum. I told you that already; open your eyes and ears and learn about the Latin Kings and Bloods in Jersey City in your neighborhood.

It?s true it?s been quiet lately on Mercer, because they are smart and they know what?s going on. Do me a favor-don?t call me a racist-you don't know me!

Why don't people secretly video tape this activity, in the day and age when you can get a high def camera for next to nothing. Is it fear of the gangs or the fact that the police won't do anything with a tape?

Due to Thanksgiving and Christmas falling in the same week of the Captain's meeting, the next Captain's meeting is scheduled for Tuesday, December 9, 2008, 7:00 p.m. at M.S.4.

You mean: corner of Barrow and Paulmier Place. It's pretty obvious that Paulmier Pl. # 2 is up to something no good. There is a lot of night-gang activity over there. It appears that some of young dealers and gang bangers have recently moved from Wayne Street to that corner. I wonder who owns this house.

Hello everyone! Just a reminder that our next meeting is this Monday, 8/11, at 7pm at Grace Church located on Erie Street. Enter through the Red Doors on 2nd Street. The police will arrive at 7:30 pm.
Normally, in August, we see a spike in crime. So please take special care. Do not leave any valuables in the car. Please submit any concerns or calls made.

Downtown Jersey City Watch Update

Summer School - Thanks to 8th Street blockwatcher, Jan, who was out there almost every day in between her work hours from home, connecting with the crossing guards, Christo's corner store, and the school She was responsible for bringing together HPNA and the Downtown JC with Elaine Ruane, Special Assistant , Board of Education, who is now overseeing the Summer School program. As a result of the numerous fights and property damage last year, Ms. Ruane requested that additional money be spent on Crossing Guards and Security. Also, the Charter students and Public School students were separated this year into 2 locations. We also requested the East District to have police during the 8:30 and 12:30 arrival and dismissal times. As a result, there were only a handful of fights which were quickly dispersed. Unfortunately, there were some problems along Coles Street which is the path most students take towards Newark Avenue. Every day police units have an open assignment to be present at the school's dismissal and arrival times. However, these police units are pulled away from this assignment to answer other calls. Ideally, a police unit should follow the students as they exit towards Newark Ave -- this is done during the school year. This makes other students feel safe from non-students who are usually hanging around 4th and Monmouth (one of our problem areas). This escort also reduces the opportunity for property damage. Next year, we should request an additional crossing guard on 5th and Coles where traffic is a problem for pedestrians. I would also request that the additional crossing guards be one of 4 that live in that area who know many of the residents. To show our appreciation for the students and faculty who made it through the summer, we awarded 2 student prizes (selected from perfect attendance group) and 1 faculty member. They received gift bags filled with goodies donated from members. Special thanks to Troy (4th Street) for the video games & DVD's, Alfred of www.listenandlive.com for the audio books, and to Tom for the Scholastic books. I donated 2 giftcards from Target. I will be attending the September Board of Education meeting on behalf of our group.

National Night Out - was a great night! Our organization was awarded by the East District as were many of its members: Al, Jan, Jim.
We also gave a special award to the Captain and Officer Reilly for their constant efforts in helping our group and its members. These two awards were specially created by Al who photographed Grace Church's red doors for the awards and framed them. They were beautiful. We also donated a "Movie Night" basket filled with movies (Thanks Troy!) and popcorn to the East District. We also raffled off two gift bags to residents.

Graffiti - the alley between 4th and 5th and Coles and Monmouth were tagged by a group of teens on Thursday, 8/7. A call was made to the non-emergency number as well as JCIA's 24 hour number. Please reply to this email if you are aware of additional property damage.

Missing Car - car was stolen on Jersey Ave between 3rd and 4th a week ago, 8/2/08. It is a dark red 1989 Toyota Camry with a roof rack and Connecticut plates. If you see such a car gathering tickets somewhere, please reply to email. Members drove around for hours looking for red cars with roof racks and did not see one, so if you do see one, take a closer look, they are not that common.

Monmouth Street - there have been a few bicycle and vespa thefts so please keep take create your own blockwatch by hanging out in front of your home for a few minutes.

Hamilton Park Stoop Watch - Thanks to Martina for sponsoring a Stoop watch on Pavonia. It truly brings neighbors together when a group of people say hello to each other.

Hello all!

Just a few notes that we can all utilize.

1) Calls to 547-5477 or 911. Please call 911 if it is a crime in progress. Please describe situation with a firm statement such as "attempting to break into my home" versus a soft statement such as "trying to open my door". The softer sounds like it may be an accident like a person getting confused versus the deliberate firm statement which clearly describes a crime. Also, don't forget to log in your calls, write down the time, the operator #, and the problem. If your operator is uncooperative ask to speak with a supervisor. Please note that operators are not Police officers and what they communicate to the dispatcher can be interpreted differently. Get another neighbor to call or start a phone tree. If you call in numbers, the volume may, though not guaranteed, bump up the call to a higher priority. If you have a problem with the operator, report to our group immediately.

2) Oren Dabney, CEO of Jersey City Incinerator Authority, provided helpful information. If you have a problem with garbage pick up, illegal dumping or grafitti, please call 201.432.4645 x614 24 hours a day, 7 days a week. They are open. JCIA and the NJ Dept. of Transportation met on June 8th to form a task force on graffiti. If you see a public facility or a mailbox that has been defaced, please call JCIA and give them the exact location or you can email us and we will forward your message. Also, check out their website, www.jciaonline.org. If anyone has any grafitti information like the web links that I posted, please email them to us. To reduce litter by kids, JCIA is working on a buyback program on plastic bottles and cans with local stores. Illegal dumping was picked up that night per a request made at our meeting.

Van Vorst Park area is one of many nice places to live in Jersey City, particularly downtown. That said, you are moving to an urban city not a suburb. I suggest you read some of the info published in this Jersey Journal series to familiarize yourself with what urban problems found nationwide also exist here in JC. Mapping Out Crime: The series in brief

By following The Jersey Journal's computer-assisted series on crime in Jersey City this week, readers found out what types of crimes are more prevalent in the city's neighborhoods.

But how safe is your block? Whether you work or live in Jersey City, have relatives there or enjoy its restaurants and attractions, you'll want to check out our interactive map(look under "What's New?"). You plug in an address and a time frame and the 25 major crimes that were reported nearest to it will pop up on screen.

Here's an overview of our series:

Monday: The overall crime picture in Jersey City, with an accompanying map, a chart of the most commonly committed crimes and a listing of hot spots -- individual addresses where the police are sent over and over and over again.

Tuesday: A look at the Martin Luther King Drive corridor, the area of the city with the most reported incidents of violent crime, an accompanying map and a sidebar talking to people on the Drive.

Wednesday: As our map shows, the increasing wealth concentrated in the Downtown section of Jersey City has made the area a prime target for burglars.

In the third installment of the Mapping Out Crime computer-assisted series, The Jersey Journal looks at burglaries today.

In analyzing statistics from the Jersey City Police Department, investigative reporter Jarrett Renshaw was struck by two hot spots that show up on the burglary map indicating a trend toward crooks following the money to Downtown Jersey City. While clearly not the most concentrated volume of burglaries in the city, the hot spots called for a closer look.

As money moves in, so do the burglars, cops say

Police Capt. Brian McDonough's office in the East District stationhouse looks like what one might expect for a district commander. There's a host of family photos, a smattering of reports and papers on the desk and a dry-erase board with important dates scribbled on it.

But among all these common items stands one that demands some explanation: a shiny, new mountain bike.

"It was given to us by a local shop, and we have been using it as a decoy to catch people stealing bikes, and it's worked," McDonough said one recent day. "We already caught two people last week."

That vintage police tactic underscores one of the biggest problems facing residents and law enforcement in the East District as the area's increasing wealth - specifically in the Downtown neighborhoods - has made it an attractive and lucrative target for criminals.

Last year, the East District saw more than 300 residential and commercial burglaries and more than 800 thefts, according to statistics provided by the city's Police Department.

Those numbers account for roughly 22 percent of all reported burglaries and 30 percent of all reported thefts in the city.

In addition, there have been roughly 500 car break-ins so far this year in the East District, 30 percent of all reported break-ins in the city.

"The criminals know where the money is, and that puts a bull's-eye on the neighborhood," McDonough said. "We recognize that, and we track trends and dedicate resources when we see problems."

In the East District, the highest volume of burglaries - entering private property with the intention of committing a felony or theft - occurs in the Paulus Hook neighborhood and the Jersey Avenue corridor from Hamilton Park to Montgomery Street, according to a mapping of 19 months of crime statistics conducted by The Star-Ledger in conjunction with The Jersey Journal.

"People are very concerned," Sam Stoia, vice president of the Hamilton Park Neighborhood Association, said.

"People feel that we need more of a police presence on the streets, and we are not getting it. The city tries to hold an increase of taxes over our heads, but we are not satisfied with our return on our taxes now. We have sewer and flooding problems, and nothing this city has done has increased our home values."

Surely, the East District holds no monopoly on burglary and thefts among the city's four districts.

BURGLARY HOT SPOTS

In fact, the mapping of crime statistics shows that an area stretching from Journal Square to McGinley Square and a little bit beyond, along with a small area south of the intersection of Bergen Avenue and Kennedy Boulevard, have higher concentrations of burglaries.

But a group of vocal neighborhood organizations in the East District have repeatedly called public attention to the issues of burglary and theft in their neighborhoods in recent years.

The organized groundswell of public attention has helped make McDonough one of the most active district commanders in the city, personally attending many neighborhood meetings each month, even when there is great chance they'll turn combative.

"I feel it's important to grow the cooperation between the community and the Police Department," McDonough said. "For one thing, it's important that the residents know there are things they can do, like making sure they clear their car of potential targets at night, like satellite radios or GPS systems."

REPORTING FOR DUTY

During a recent afternoon roll call, 14 uniformed cops and two plainclothes officers were present for duty, along with two detectives and several higher-ups scheduled for desk work.

The number of uniformed personnel - all assigned to a car and not to foot patrol - raises questions for some about the level of resources the city is dedicating to patrol a sprawling area that stretches east to west from the Hudson River to Summit Avenue and north to south from the Hoboken border to Liberty State Park.

"That does not seem adequate," Stoia said.

McDonough, though, said he is satisfied with the level of resources, pointing to department numbers that show significant drops in stolen vehicles and burglaries from last year to this year.

"Of course you would always like more people," he said, "but I feel comfortable with what we have."

Got a rundown on Fake Check Scams as well as some of the details on the home invasion case. Very positive outcomes. They really are investing a lot of effort and time in solving the cases and bringing the crime rate down.So it was good to share their enthusiasm.I find attending the Captain's meeting more entertaining, engaging and informative than staying at home watching Cops on TV!!! Representatives were also present from the Mayor's Action Bureau. I talked to Judi Reilly after the meeting about several specific concerns on our block. The street flooding that resulted in car flooding in August 2007. We had four parked cars damaged. The extra amount of trash and leaves that blow onto the west side of Coles and our having to hire someone to help clean the gutter/sidewalk several times a week. So what happened? Today, Thursday February 28, I got a call from Dan Becht, the Executive Director of the Municipal Authority. I explained how only our block had a deeper pond compared to adjoining blocks and that the basins may need to be cleaned more often--- especially with the onset of the rainy season. One hour after he called we were bombarded with teams and trucks to look into our drains. --- I mean even with a remote video camera in the pipes! Then the supervisor from Ready ,Willing, and Able came by to have his people clean the streets and initiate more clean ups. We talked for while about the youth of today sharing their school lunch wrappers with the neighborhood.I also got a call from the street cleaning department who assured me that the clean up trucks will start to pay better attention to our gutters. Then I called Judi at the Mayors office and thanked her. I also asked if the Fire Department was going to stop by and hose down the houses and clean the roof gutters!!!!! So it really pays to go to the Captain's Monthly meeting.I'm glad he has taken the initiative to reach out to the community.Also glad to know that the Police really do care about making a difference.And very glad to see the Mayor's Action Bureau there to get filled in on crime in our district and reach out to us if we are having problems. What is a Neighborhood Watch?
It is neighborhoods organized to be the eyes and ears of the poice. Reporting suspicious activities and persons to the police as soon as they are observed.

Neighborhood Watch is a great way citizens can work together to prevent crime

How does neighborhood watch work?

We are a neighborhood watch group focused on reducing crime downtown and making sure police, the councilmember and the mayor respond to our crime issues.

We email police regularly with any crime issues happening in our area, and we meet as a group with police and Councilmember Steve Fulop monthly to discuss crime issues.

We also have a crime phone tree, so that anytime you witness criminal activity you can call the police and your neighbors so that they can also call the police and be alert for activity as well. There is strength in numbers.The major issue, however, is that you report suspicious activities to the police.

Neighborhood crimes are preventable.
It is everyones job to discourage criminals.

The duo tripped up by using a credit card they stole during the incident at a gas station that has a surveillance camera, police said, adding that the ensuing investigation has led to the arrests of five others on unrelated charges. Charged in the home invasion are Fredrick Robinson, 41, of Dales Avenue and Clyde Heath, 38, also of Jersey City. In the attack, a woman at 10th and Monmouth streets was awakened about 11:10 p.m. on Jan. 31 by a man in her bedroom telling her the home was being robbed. The front door had been kicked in, and she and her two children were ordered to put sheets over their heads while two men ransacked the home. The woman was also slapped before the thieves fled, cops said. A credit card stolen from the home was used at several locations over the next couple of days and when cops followed up at a gas station near the Junction they obtained a surveillance tape that showed a man in a Mercury Mountaineer whom cops recognized as Robinson, reports said. The victim identified Robinson from the videotape, and images of the vehicle's plates led police to the Mountaineer's Jersey City owner, who told them he'd been forced to lend the vehicle to a man who had also extorted thousands of dollars from him, Capt. Chet Major said. On Monday, cops spotted the Mountaineer on Armstrong Avenue and arrested four people who were in it and found drugs, jewelry and foreign coins, police said. The next day police reviewed reports and determined the coins and jewelry had been stolen from an Armstrong Avenue home on Saturday, Major said. That same day, cops also nabbed 42-year-old Mark Hill of Myrtle Avenue, the man accused of extorting the Mountaineer's owner. Charged with extortion and theft, he has 17 prior arrests and four convictions, Major said. On Wednesday, a Condict Street resident saw a man banging on doors and called police, Major said. When plainclothes Officers Brian Cullinan and Shawn Licata arrived they saw Robinson walk out of an alley and arrested him. Police found jewelry on him and while processing him they got calls from two area residents saying they had been burglarized, Major said. Robinson has been charged with burglary, robbery, credit card fraud and other offenses. Described as a heroin addict, he has 21 prior arrests, including drug charges, and 10 convictions, Major said. He was in prison from April 19, 2002 to March 28, 2005 and from April 19, 2002 to Aug. 5 of last year on burglary convictions. Heath, aka Clyde Bowens, was caught yesterday afternoon on robbery and burglary charges, Major said. Arrested in the Mountaineer on charges of receiving stolen property and drug possession were Farah McCrae, 28, of Wade Street; Dale Clark, 32, of Fairmount Avenue; Rhonda Burns, 39, of Tonnelle Avenue, and William Askew, 34, of Randolph Avenue, Major said. Detectives Mark Incinna and Al Lopez are reviewing other burglaries to determine if there are any other connections. For a more descriptive overview, please attend the Captain's Meeting on Tuesday, February 26, 2008, 7:00 p.m., P.S. 4. Listed below are several crime prevention tips. - Ensure all windows and doors are locked when home and away - If you have an alarm system, ensure you activate it - If you have exterior lights, please have them on at night - Know who is at your door before opening (i.e. look through the peep hole) - If you are away from home, give the impression that someone is home (i.e. set lights on timers, have neighbors or those you trust take out trash, bring in the mail/newspaper, do not leave notes or voice messages stating you are away) - If you see (or hear) anyone or anything suspicious, call 201-547-5477, or for emergency call 911 - The Jersey City Police Department's Tip Line is 201-547-JAIL *If you do not have an alarm system, exterior lights, or peep hole, it may be in your best interest to have these installed. **Please contact the Jersey City Police Department immediately during or following witnessing or being a victim in any incident. Kudos to Capt. McDonough and the East District and thanks to all our neighbors who wrote in with information. As the Downtown Watch Group says, "we look out for each other". The perpetrator has apparently done this all over the city, and was actually caught in the middle of another burglary when he was apprehended yesterday.) It provides us, the Jersey City Police Department, with the knowledge of knowing the incident occurred and allows us to alert our patrol units as well as the surrounding communities. In addition, the report provides valuable information, such as description of bicycle and serial number. The serial number and identification of a bicycle allows us to apprehend an individual with stolen property and may lead to further valuable information.
