*EGGS*-In the past, we had people attacked with eggs by large disorderly groups. Remember to call 201.547.5477 about large disorderly groups.

*CURFEW*-Also note, that we now have a curfew van. 10:30pm is the curfew for teens who are 16 years old or younger.

*CALL 911*- if someone has been physically attacked or threatened or if groups of people are fighting. Again, refrain from the term "gang" and be sure to get an operator number. If you've called either numbers, don't forget to let us know or call the Captain's office the following day as a follow up, especially if it was a serious attack or if you received no response at all.

Meeting Notes:

ADT representatives came to our meeting to brief us with some of their services from wireless outdoor cameras to indoor hidden cameras. They will consider sponsoring a Neighborhood Watch sign on behalf of the Company. If you would like additional information, please reply to this email.

Our last meeting, 10/9, was quite small due to the several arrests that have been made in the past month. We had 3 burglary arrests, 1 arrest of a gang member that is wanted in another state. There have been a few car theft arrests as well. Because of this, burglaries and car theft has been decreased since last month in the Harsimus Cove and Van Vorst Park areas.

Our Councilman has confirmed that legislation has passed for mandatory cameras in all new Developments with 20 or more units. Also, he will research in developing legislature for Small business owners/private residents to receive tax credit if they purchase digital surveillance cameras.

Our next meeting will be on Monday, November 13th. Thanks and hope you enjoy the Artist's Studio Tour this weekend!

HAHAHA! Yeah, poorly constructed sentence as I was in a rush. What I meant to say is that Captain McDonough feels that when good police work is effective, i.e., making multiple arrests of "serial burglars", then the outraged neighbors pull back and aren't so willing to show up for Watch mtgs.

That and it was a cool, rainy night!

Previous month's mtg in Sept was over 25 people and there had been multiple b&e's during the daytime so many came out to naturally complain.

Just to clarify this portion of the post, the two complaints were on Third St, between ERIE and JERSEY, not Coles and Monmouth. Also, while the description differs slightly (not given together), it was the same man. He attempted to talk his way into first, the basement entrance and then upper entrances. Quote:

Attention members who are home during the day. Please read below the following description. I noticed these two men in Hamilton Park the next day. They looked different than the usual homeless and alcoholic. One has white sneakers and they both carried packpacks not fully packed like a homeless person. They both were American (no accents) and blond. They could pass for a contractor except that the backpacks look weird for a contractor. At any rate, if you see these individuals during the day, get a photo if you can and call the police. Let the operator know that you are calling in these two suspicious persons at the request of the Captain. Thanks! Pam I've seen both these individuals the following day in Hamilton Park. Despite the dismal turnout (holiday, good weather AND reduced incidents of B&E's [breaking & entering]), we had a good discussion both with ADT and with Captain McDonough, PO Dina Reilly and Councilman Steve Fulop.

The arrest of two actors tied to multiple B&E's, one with a long rap sheet from out of state with DEA warrants from PA, resulted in burglaries being reduced from 26 in August to just 4 in Sept in Zones 5&6 of the East District.

Zones 5&6 represent most of downtown JC to the water, up to Hoboken and West.

Captain McDonough pointed out as he has stated before, that B&E's are ususally committed by "serial" burglars and when arrested or deterred through both good police work and neighborhood watch activities, result in reduced crime and enhanced safety and security.

Councilman Fulop pointed out once again that those who ask for recording cameras for speeders must realize there is no monies in the budget for this, let alone adding additional officers at this time due to budget restraints.

Captian McDonough also discussed the extensive # of tickets written to speeders, over 100 in a week, not counting multiple other tickets when speeders pulled over for other offenses, expired registration, no drivers license, no insurance, etc.

They are using a portable sign to slow down drivers through warnings that is being moved around as required to different points coming into and out of the tunnel from downtown.

Also, special detail dealing with homeless trying to get them to services, housing, medical help is also dealing with prostitutes,etc.

Pchops spoke on behalf of one of the missing Watch members who suggested a tax credit be provided for anyone providing video monitoring of their residence onto street/on premises, etc and Steven Fulop is looking into this.

Councilman Fulop mentioned that already law in place he was part of requiring commercial development of a certain size to provide this security. (my notes forget how many units 25+?)

Pchops also discussed a Downtown JC Watch patrol or block watch (stoop and neighborhood walk) prior to Halloween, maybe the Monday night before (so-called "mischief or devil's night") would be scheduled. Hello all!

This is Pam confirming our next patrol on Thursday, 9/21, at 7pm in Bergen Lafayette/Greenville Border with the Randolph Block 2 Association. This Association is an up-and-coming group that would like our help in creating a positive presence on their street. We will walk or drive up and down Arlington Avenue to check lighting and tree trimming issues. We will also log any other notes on our log sheet.

Remember, our patrol is a smiling one where we greet people. The Guardian Angels will be accompanying us.

Following are 2 emails from Captain Brian McDonough, East District Commander, as forwarded by the Downtown JC Watch group. To receive these updates, please send an email to downtownjcwatch@gmail.com.

Downtown Gun and Drugs Arrest

East District Officers arrested an armed individual in the area of 15th and Erie st early Tuesday morning after being found in possession of a loaded .380 automatic and 101 ziploc bags of cocaine. The gun was stolen out of North Carolina. The actor arrested is identified as Ronnel J. Ransom of Bergen ave , age 25. Mr. Ransom was charged with multiple weapon and drug charges.

Burglary Related Arrests

East District Plainclothes Officers this week arrested three individuals for burlgary related crimes. First, on Wednesday morning, Plainclothes officers Revel and Gonzalez arrested Mr. Shawn Coar, age 46, of Bidwell ave. Mr. Coar was carrying bolt cutters and drug paraphernalia after being spotted leaving an alleyway on York St between Jersey and Grove sts. The bolt cutters are commonly used to cut chains that secure bicycles. Mr. Coar also had a crack pipe in his possession.

Secondly, on Thursday morning, two individuals were arrested for attempting to push into a residence on Morris st. Plainclothes officers Revel and Gonzalez observed the pair after being alerted by Officer James Daly they were loitering in the area and each had a reputation for engaging in property crime theft. Irregardless Officer Daly was assigned to the funeral detail of Deputy Chief Sheyka and amongst 150 other officers the pair were intent on committing a burglary. Subsequent surveillance led to the actors apprehension and each was charged with burglary related crimes. The pair is identified as Rafeal Torres, age 34, of Montgomery st and Juan Rodriguez , age30 of Ocean ave.

Landlords have a duty under New Jersey landlord-tenant law to maintain their rental property in a safe and decent condition. This duty applies to all leases, whether written or oral. The duty to keep rental units safe and decent is called the warranty of habitability. The warranty of habitability is based upon common sense: in return for paying rent to the landlord, the landlord must make sure that the housing is fit to be occupied by the tenant.

The warranty of habitability has been held to include keeping the basic elements of your housing unit in good condition. This includes taking care of physical elements, such as the roof, windows, walls, etc.; the systems that supply your heat, hot and cold water, and electricity and gas; appliances, such as the stove, refrigerator, and dishwasher; keeping apartments pest-free and common areas clean; and providing security against crime, such as locks on doors and windows to deter break-ins.

The Jersey City school board consists of nine members with three-year terms. Members take on an advisory role to state-appointed Schools Superintendent Charles Epps.

Currently serving on the board are members Anthony Cucci, William DeRosa, and Edward Cheatam, Susan Mack, Dr. Peter Donnelly, Angel Valentin, Franklin L. Williams, Jeffrey Dublin, and recently appointed member Anthony Cruz.

During the 2006-2007 school year, all Board of Education meetings are held at School No. 11 (Dr. Martin Luther King School) at 886 Bergen Ave. The meetings start at 6 p.m.

The following dates are when the meetings will take place during the upcoming school year: Sept. 21, Oct. 19, Nov. 16, Dec. 21, Jan. 18, Feb. 15, March 15, April 5 and 30 (reorganization meeting), May 17, and June 21.

i've been to every watch meeting except one and monday's ranks up there as one of the most attended.
when it started there were more police in attendance sometimes than citizens.
i think that people are becoming more aware and even if you can't make the meetings, you can call the police every time you see something.
the more calls we make, the more attention we get for the area.

Excellent suggestion. Do you speak or write Spanish or know someone who does? Any of you here that do please provide us with a translation and we will be happy to distribute this document to our email list and I will post it here for download so that others may post flyers in Spanish around the neighborhood.

DJCW is your neighborhood watch. That means each and every one of you may take "ownership" of any suggestions, as while we have a core group of members who organize meetings, distribute info, etc, we are not a hierarchical organization with a formal board, etc, so feel free to consider DJCW "open source", much like wikipedia and contribute what you might.

Thank you for coming last night, Robin. Thank you also for your input at the meeting.

I beg to differ as to "poor turnout". I counted over 25 people, which is more than appears at most neighborhood assn. mtgs and as you know yourself, there was lively discussion open ended for over an hour with Captain McDonough on a range of issues.

Also, as jc_insomniac pointed out, being 9/11 many were at memorial gatherings throughout our area.

I was pleased with the turnout and the input.

I will post the links I spoke about last night here soon as I've been trying to live my life instead of my JCList life today.

I couldn't make it to the meeting myself precisely because it was 9/11. Anyway, these meetings generally have a small turnout. I'm glad to hear last night had a larger turnout than last month's meeting.

I noticed the flyers posted around the neighborhood and it was a reminder to keep my eyes open and call when i see something. I then made sure I had the number in my phone correctly... and it dawned on me... The same flyer written in spanish could probably help the cause. Speaking English isn't a prerequisite to wanting a safe, crime free neighborhood for your family.

Notice when a lot of us are posting? Either during stolen time at work or at time stolen from sleep around 2 a.m.

East District officers arrested three juveniles for assaulting and robbing a man in the area of York and Barrow Sts. A passing good Samaritan upon seeing the assault called the police to report the crime. Within a minute multiple police units were in the area looking for the suspects who fled on their bikes. The alertness of the witness and rapid response of the police resulted in the arrest and recovery of the victim's cell phone and Coach backpack near the Old Colony Lot where the actors were apprehended. The good Samaritan is identified as Mayor Healy's Director of Communications. The Director will be recognized by the Police Department for his civic response and assistance to the Police and victim.

How can we better advertise the JC Downtown watch meetings in the community outside of JCList? I am thinking we could print color flyers and post them in the laundromats and street light poles of the main avenues/streets (Jersey, Coles, Erie, Manila). If anyone can get me a PDF file with the flyer I could make some copies at the office.

We need to really get the word out to the neighborhood!
