If you do wind up providing (or allowing) a heater, I would make it an
infrared heater. They use the least energy and don't get hot to the touch. You can get one at lowes or home depot for cheap. Also, if you're paying for the electric, you should get all energy-saving bulbs. They DO make a difference. Hope this helps?!

The problem seems to be yours, as a consequence of your arrangement. If the tenant is cold, the tenant is going to (in theory at least) do something to heat up the room. If you refuse to turn on the baseboard heat, what - other than the cost of the item - will stop him from going out and buying a space heater and plugging it in? If you pay the electric, it's still on your bill.

The tenant has grand floor and 2nd floor, I got 3rd floor. He has his own furnace which is using gas and covers both of his floors. He also has his own elec meter, but it doesn?t cover grand floor. Grand floor is treated as common area that I pay for.

Awesome device for logging temps. outputs a datafile that the software presents as a graph. You can program whatever interval you want it to sample. I use 5 minutes.

And if this place is divided enough that you have separate gas, you should seriously consider putting the tenant on their own electric meter. It'll pay back both in savings and in resale. I know when I had elec included 30 years ago, I never turned off my AC.

What if the room temperature can be reached to the legal requirement by the regular gas heat, and the tenant still want to use the electric base board? Here is the thing: The tenant pays the gas heat, and I pay the electric bill. So, if guest uses electric base board heat, I would have to pay the bill. So, that?s why the previous owner has always turned off the base board heat.

The Jersey City notice just posted in this thread states 70 degrees, which is in line with NJ state law. However I have previously seen a Jersey City regulation posted that requires 72 degrees(!).
Has anyone else noticed this discrepancy? I'll see if I can dig out the reference, I think it was posted here on Jclist a few years back. Robin.

The regular heart is working fine, although I am not sure what temperature degree is. However, The downstairs (Ground floor) tenant wants to use electric base board as well for warmer. The base board is currently not working, and based on the previous owner, the tenant should not use it, since the regular heat should be enough.
My question is, can I refuse the tenant? Thanks for advice.
