i work in technology and i can tell you that most of the tech jobs listed and their budgeted salary is why people in tech hate going into government. you get paid nearly half what a private sector job would pay and you have to fight 10 times harder to get budgets to work on projects. whoever takes that CTO job better have the patience of a saint.

I wonder if someone at city hall monitors or occasionally reads the posts in JCList. I find it interesting that they got rid of the ridiculously low salary range previously posted for the CTO/CIO position and now have a more accommodating "Competitive salary based on qualifications and experience. " That is much more realistic. But, I do have to wonder, how politically feasible/realistic would it be for City Hall to pay their CIO a salary that would dwarf that of the mayor. There is no way a competent CIO can be had for 120K. I think a salary closer to 200K would be necessary to attract a good, top notch candidate. Can the mayor and city council swallow that pill? I wonder.

Chief Technology Officer (CTO)

Introduction
The City of Jersey City, NJ seeks candidates for the role of Chief Technology Officer (CTO), to envision, direct, and oversee the use of Information Technology throughout Jersey City.

The successful candidate will bring experience, enthusiasm, creativity, and leadership in supporting the Mayor?s vision of making Jersey City the best mid-sized city in America through the innovative use of Information Technology.

Responsibilities
Build an excellent technology team of 15-30 staff members through recruitment, training, and ongoing job appraisal.

Develop a roadmap of long term and short term goals that align with the Mayor's vision for the City, including concepts identified by the technology transition report.

Provide quarterly updates to the IT Advisory Committee.

Determine and implement city-wide and public facing technology initiatives by consulting with department/division directors, conducting surveys, forming focus groups, soliciting community feedback, benchmarking best practices, and engaging in data driven strategic planning.

Serve as a key technology stakeholder for the expansion and improvement of public safety technology.

Evaluate all requests for Information Technology, including but not limited to hardware, software, training, and consulting services.

Develop policies and procedures to ensure the effective and efficient allocation and use of Information Technology throughout the City.

Manage IT help desk services, including service level agreements (SLA) to ensure adequate initial response and final resolution times for service requests.

Establish benchmarks and ensure maximum up-time for the City's local and wide area networks, including voice and data.

Evaluate all existing Information Technology contracts. Develop RFP and bid specifications for additional IT products and services as needed.

Participate in professional development opportunities such as membership in professional organizations or attending seminars/trade shows.

Administer IT operating and capital budgets responsibly in compliance with all applicable laws and regulations.

Requirements
Education:
Graduation from an accredited college with a Bachelor's degree in an area related to Information Technology, Management/Administration, or Public Administration.

Master?s Degree and/or other relevant degrees/certifications strongly preferred.

Skills and Experience:
Management experience in planning, evaluating, and directing information processing organizations, including management of online communication networks. Public Sector experience desirable but not required.

Other:
New Jersey residency required. Jersey City residency preferred.

Compensation
Competitive salary based on qualifications and experience. Standard Jersey City health and retirement benefits package included.

That's interesting - I wonder who filled all of those jobs and when?

This is what happens when you cheap out when hiring IT people. You end up with crappy systems that do not deliver on their goals.


Man you should see what the federal government does. They pay for new systems that are total garbage since lowest bid and then have to pay more money to the contractor they bought it from to fix it, LOL! And it always cost a couple of million more than was originally estimated.

I put away money into my retirement accounts that is as much as the entire low end gross salary of a few of those tech positions. And I am not a super specialist of any kind.

It is a guarantee if you sign up for these government jobs now, you will not get the pension promised at the end of the day. The pension system is unsustainable.

Therefore you can't give it much consideration when making your job choice. If you do you will be very sorry later on.

Competent server techs make quadruple that in this area. The benefits can't bridge that gap. Even the plumber entry is a joke. Helpers make more than that. A real plumber is at least triple that, IF the benefits are golden.

The only jobs with halfway decent ranges are the office and outside staff. The rest are in wishful thinking land. Actual real engineers or qualified tech workers will not work for that pittance.

Even when you factor in the "perks" of government jobs (job security, pensions and benefits) the salary being offered (for IT-related jobs) are not competitive, or comparable. The salaries listed are about half for the same job in the private sector.

Good luck trying to find a Chief Technology Officer by offering between 75K and 125K!! I work in the field, and that salary wouldn't get you a good employee for a staff-level position.
