For the first time, the Zimmer administration changed the eligibility for police chief to include lieutenants along with captains. The Hudson Reporter believes this to be because she wants a loyalist working in that spot, and she had to changes the rules to do so. Obviously, a chief executive can appoint her staff, but to change the rules to be able to do so-how Hudson County of her!
