I don't want to get into details for good reason, but I understand that prosecutors represent defendants. However, this is far from a cut and dry case and I think it would benefit my friend to talk to a lawyer. However, first he's going to the police (finally!) to file a report and maybe get advice at the police station.

I agree with Sutherland. Are you certain your friend was the victim? Perhaps they need a criminal lawyer.
