I don't want to get into details for good reason, but I understand that prosecutors represent defendants. However, this is far from a cut and dry case and I think it would benefit my friend to talk to a lawyer. However, first he's going to the police (finally!) to file a report and maybe get advice at the police station.

If your friend is the victim of the theft then he or she should alert the police and then the prosecutor takes over.
Criminal defense attorneys generally represent the defendants.
