Yes you call the building dept. Ask them to send an inspector asap. Ask to remain anonymous. If they dont need a permit there wont be a problem. People should do this more. Sometimes people will not let them in. In this case the only dept that can go in other than police is the health dept. The advantage of contacting the mayors task force is that at least the construction dept has to post a fpllow up on line. If it might be a health problem they can notify them. If drugs could be involved they send along a cop. You cannot put a legal dwelling in a cellar. You can put in a finished room but you cant call it a bedroom for resale purposes or make it an apartment. It can cause damage to the foundation and make the house lean particularly on a hill. When the dirt comes out in bags call waste managment about construction debris. They will fine them because we dont pay them to take away contractors debris. They should arrange for disposal unless its a small homeowners routine job.

He could also be looking for the main sewer connection, which is usually buried in the basement floor. That is probably covered under property maintenance and not permit necessary.

makes me laugh that you mention "digging in basement" and neverleft jumps to the conclusion that your neighbor is building an illegal apartment. that's comedy!
i just made a ruckus (and warned the neighbors beforehand) in my basement - digging - and it was to fix a drainage pipe. Sometimes the result is not so sinister!

No the housing authority is who builds and manages public housing. The website that others have linked to is right...but if you don't hear back in 24 hours I'd call the building department to see if permits exist. If not a zoning inspector will go out and issue a violation.

While we are on the subject, hiring a "handyman" to install a water heater or boiler is also not permitted. Anything that needs a permit requires a Licensed and insured contractor to do the work. Any plumbing or electrical work requires Licenses. There is also a mandatory lead certification for general contractors.
Too many people hire cheap labor and cut those corners too and affect those who are law abiding contractors who do get permits, pay insurance, workers comp, taxes, and license fees.... just a thought to add. Ask your contractors for their license and insurance! It might be a more expensive than a person off the street but there is a reason for it, there is a lot of overhead to be a TRUE Contractor. I have seen more homeowners cut these corners than doing the work themselves. (which sometimes doesn't require a permit IF you do the work yourself) thanks

Since noone gave him a straight answer yet, I believe you call the housing authority. Not sure of the exact number tho. Hope that helps!

Digging a hole in his floor? Well I am guessing basement floor. If so sounds like he is lowering the basement floor to most likely put in an illegal apartment. It could undermine the foundation/footings. Seen it done all over JC. The interesting part is how they try and get rid of all of the dug up dirt a little at a time.
I would rat him out for being an as*hole. And for the safety of your building. And on behalf of all the law abiding citizens who actually do get permits. I think I mentioned it in another post. The buildings on the Little India section of Newark Avenue have all kinds of rear extensions and dug out basements. I wonder how many of them were done with permits? Good luck.

Do you know for certain they require a permit for the work they are doing? There's a lot of noisy things people can do that don't require permits. I had a neighbor get their nose out of joint because I used a power washer for 3 hours during the day and they like to hang outside their deck smoking in peace and quiet. It amazes me how people's anxiety goes up tenfold when there's legitimate noise during work hours. We've also done non-permit required work (sanding down) that was noisy, during legitimate windows of time and yet our neighbor was woken up at 11 am and was annoyed. I'm not sure how much coddling is required. They are equally noisy with normal neighborly things and we keep our mouths shut but as soon as it disturbs their idea of what they are entitled to - it's a problem.
