Was JCPD unaware of what's happening in their own backyard ? Why wasn't this an operation initiated by JCPD ? With all the funds given to the JCPD to run the department, would it be cost effective to give that money to the State and let the State Police do all the law enforcement for us ?

19-year-old Jersey City man among 13 indicted on charges they were part of gang-related Greenville drug ring
Saturday, May 21, 2011 By MICHAELANGELO CONTE JOURNAL STAFF WRITER A 19-year-old Jersey City man who was shot in the eye by a police officer last year is among 13 people indicted Thursday on charges they were part of a Greenville drug ring with ties to the Bloods street gang, authorities said. Kwadir Felton has been indicted on the charges of aggravated assault, conspiracy, and weapons offenses as part of a State Police probe dubbed Operation Wetlands, officials announced Thursday. On New Year's Day last year, Jersey City Police Sgt. Thomas McVicar was doing surveillance inside a vehicle at Dwight Street and Bergen Avenue at 8:30 p.m. when Felton tried to rob him with a loaded 9mm pistol, police said at the time. McVicar opened fire, shooting Felton in the face through the car window, police said. Felton survived the wound and was charged. State officials refer to Felton as a "street-level seller" for the ring they say includes members of the Sex Money Murder set of the Bloods street gang that allegedly dealt in PCP, heroin and marijuana. The defendants were arrested on or before Feb. 18 last year, officials said. The arrests and searches resulted in seizure of two handguns, about $32,000 and approximately 32 ounces of PCP, 35 bricks of heroin, a small amount of marijuana and oxycodone, officials said. The alleged ring leaders are Dempsey Collins, 30, and David Gilliens, 29, both of Jersey City, officials said. The alleged street-level supervisors are Vanquan Rush, 26, Thomas Johnson, 22, Jermaine Mitchell, 29, and Rasheen Rice, 31, all of Jersey City, officials said. Other alleged street-level sellers are Felton, Ashmire Jones, 26, Rasheed Boney, 20, Kanisha Mallard, 30, and Kim Jones, 44, all of Jersey City, as well as Narrell Lytch, 31, of East Orange, officials said. Finally, Delilah Collins, 26, of Jersey City, allegedly laundered money for the ring, official said. Also involved in Operation Wetlands were the Jersey City Police Department, Division of Criminal Justice, Hudson County Prosecutor's Office and U.S. Drug Enforcement Administration, Attorney General Paula T. Dow and Criminal Justice Director Stephen J. Taylor said in the announcement of the indictments. Felton is out on bail, officials said.
