The SPCA case that was scheduled in "municipal" court today has been sent up to the Hudson County CJP to investigate whether the charges levied against the SPCA are indictable charges. Check tomorrow's Jersey Journal.

Perhaps, the corruption will end finally after all of these years and the place will run like a real "shelter" should.

Channel 2 news will hopefully air the story that they have been investigating. They were there today.

It?s time to dissolve the Hudson County SPCA and it?s BOARD MEMBERS from the facility at 480 Johnston Avenue. They must be removed and prevented from operating any animal facility.

In response to the Hudson County SPCA and funding. Yes it is true that they do not receive "state funding" but they do have a contract with Union City and North Bergen and receive $$$ every month from those municipalities. I have not confirmed the amounts but I have been told that they receive anywhere from $3000 to $4000 from each muncipality; I will make it a point to contact those municipalites and find out the exact dollar amount and post it later on this site. If the amounts are correct that means they receive anywhere from $76,000 to $96,000 per year plus private donations. So why is it that everytime the issue of state funding comes up they always say they don't receive any funds when in fact they actually do receive funds from Union City and North Bergen.
They are a non for profit so they don't pay taxes; they don't pay rent or have a mortgage; they claim to have only 1 paid employee; they charge you a fee to surrender an animal and a fee to adopt an animal (there was a rant on Craigslist of someone who wanted to adopt a dog and when they contacted the shelter they were told the dog costs $300; the posting was flagged and subsequently removed); they receive donations of pet food monthly and private donations; . So where is all this money going? I can tell you it's not going to the animals.

Our local shelters are already overcrowded as is, many of these animals will wind up euthanized if we force them to take on more. Take care of the animals and then worry about closing the shelter. They definately should not have SPCA as part of their name. I'm not even sure why they have hudson county in their name. They don't even taken animals from most of the county.

They should be banned from the use of the 'SPCA' tag from their business name.

JCbiscuit, I completely agree with the sentiment of your post, however please know that the Hudson County SPCA receives no funding from the County (despite what the name might imply).

jrsygrl I think you are mistaken. the animals would be outsourced to other shelters. just like they did last week.

I'd show up for a demonstration against these scumbags.

all they have to do all day is keep animals clean and warm and fed. it's their job, and they haven't been doing it. so what the hell ARE they doing on the county's dime?!

The problem with a demonstration is that it could cause the shelter to be shut down before they can find places for all of the animals to go. They need to be taken care of first! I know the wonderful dog (and animal lovers in general) community in this town would not allow them to get away with this.

The Jersey City Animal Control Bureau issued citations for several violations yesterday to the shelter run by the Hudson County District Society for the Prevention of Cruelty to Animals, a result of two surprise inspections earlier this month.

The Johnston Avenue shelter was hit with 13 charges of animal cruelty for allegedly keeping dogs in filthy conditions, according to Animal Control Officer Joe Frank. He said the SPCA was also cited for two violations of shelter regulations because it did not have certification of a veterinarian and a disease control program, and the building was not properly heated.

The SPCA, which now has the certification and has denied the other allegations, will have a chance to dispute the charges in Municipal Court on Feb. 7 at 1 p.m., Frank said.

Meanwhile, Stormy, one of three dogs that were removed from the shelter by Animal Control on Jan. 9 and later escaped from a handler, was found Sunday morning near Liberty State Park, not far from where she had escaped, Frank said.

All three of the dogs are now back at the SPCA because the conditions there have been abated, he said. Animals are available to be adopted 10 days after they are brought to the SPCA, officials noted.

While the shelter's indoor and outdoor runs appeared clean during a visit by The Jersey Journal yesterday, a photographer was not allowed past the front reception area.

Hector Carbajales, president of the SPCA's board of directors, said in a phone interview that the dogs were taken improperly, and that he expects all of the charges to be dropped.

He disputed the freezing temperature cited by city inspectors, and said that his wife, who manages the shelter, and other volunteers have been assaulted and threatened because of the allegations.

Frank responded that he was acting "in the best interests of the animals, not of the SPCA."

"We caught them with their pants down. That's what it comes down to," he said.

We can shine a light on this situation with a demonstration, something we did years ago when things got out of hand. Taking a couple of hours on a Saturday morning on behalf of mistreated animals is a small price to pay. If there's enough interest in the idea, let's act. This is what they fear the most and usually the only thing that brings about change.

Stormy has been found.

The black lab mix, which was taken from the Jersey City SPCA shelter after city officials found filthy and freezing conditions there before escaping from the shelter he was brought to afterwards, is back at the SPCA.


Animal Control Officer Joe Frank said today that Stormy was found Sunday morning near the Liberty Humane Society shelter on Jersey City Boulevard, not far form where he escaped while being walked on Jan. 15.

The other two dogs that were taken from the SPCA shelter were returned after the conditions there were abated and Stormy is now back as well, said Frank.

This situation ceases to amaze me. Control officer Frank says they are more up to code. So the dogs were returned.
Does that mean they have heat every other day and get medical attention sometimes. What ever happened to 100 percent or nothing? HCSPCA president Hector Carbajales says the conditions were not as bad as were reported. So its OK for conditions to be bad as long as their not that bad.
In all my years I have never heard such malarcy.

One of the three dogs removed by Jersey City Animal Control last week from the shelter run by the Hudson County District Society for the Prevention of Cruelty to Animals is back on the loose, officials said yesterday.

Stormy, a black lab/Spitz mix, slipped his leash Tuesday morning while being walked by a worker at the Liberty Humane Society's shelter on Jersey City Boulevard, where the dogs had been kept since last Wednesday, according to Animal Control Officer Joe Frank.

The other two dogs - Ice Berg, a white pit bull, and Cody, a black pit bull - were returned yesterday to the SPCA on Johnston Avenue after the shelter addressed the dirty and cold conditions found during two inspections this month and provided the certification of its licensed veterinarian, Frank said.

"They're more up to code now than before," he said.

SPCA officials say the conditions, including alleged freezing temperatures and accumulated feces, were never as bad as Animal Control and the city's Health Department reported. Hector Carbajales, the SPCA board president, said the building's heater was being replaced at the time of the inspections, and later temperature readings were above 60 degrees.

I?ve been doing cat rescue in JC for many years. I was around when the SPCA was investigated in 2000. It seems to me that the issues that were a problem then are the same problems they are being accused of now. With the exception of bludgeoning pets with garden tools as far as we know anyway. I think that a full investigation needs to take place and we need to know why this is allowed to continue to happen. The first investigation should be of Animal control officer Minister Hector Carbajales president of the Hudson County SPCA. If any wrong doings are found his State license for animal control should be revoked. Also if he is committed of a crime the establishment that he is a minister should be notified. The next investigation should be of Chief SPCA investigator Carl Galliato. How can he say the place was clean one day before the Health officer and the animal control found deplorable conditions. I am an old lady who only leaves my apartment to go to the vets and the market and I hear of the abuse going on at the SPCA. How come the Health Department and animal control does not hear and investigate. You would think a place that had such a report in 2000 would be watched closer. I do not know if this is true but I heard that the Mayor of Union City US Senator Brian Stack sits on the board of the HCSPCA.

I hope the citizens of Union City and North Bergen are aware of where they are sending their pets. If any one knows of any facility that houses animals that need investigation please call the state health Department at 609-588-3121. If we don?t speak for the animals who will. My mother didn?t name me Frances for nothing. I?ve got to go feed my strays now.

There is a grassroots group beginning to form to discuss what we as a community can do to get the SPCA Board to improve conditions as well as to make it become a more fiscally responsible non profit.

The SPCA had kicked out all its volunteers a while back, which signalled a return to the scandolous days of the early nineties. I was recently heartened by posts from a volunteer soliciting both other volunteers and supplies recently. Liberty Humane is a good shelter but Hudson County needs more. I was hoping the return of volunteers signaled that animals would no longer die by slow and excruciating degrees at the SPCA.

I was at LHS after an adoption event. If I were the SPCA employee who had posted on this site, I would have let JClisters go on believing that the tan wire-haired terrier mix was an SPCA dog, as it looks relatively healthy. That is more than I could say for the two SPCA dogs I saw Sunday afternoon - the white pit bull whose photograph appears on this thread and Stormy, the black mix mentioned. When I saw the horrible shape her eye was in and noted her cage card said "confiscated"; I assumed she was taken from a hoarder or a negligent pet owner. I was appalled to learn that Stormy was confiscated from the SPCA.

Not having a vet on the premises does not justify such neglect. The dog could have been taken to a clinic. Many will offer significant discounts to shelters and rescues.

I had been hearing for some time that rescue groups were pulling dogs half-dead from starvation frm the SPCA; despite generous donations of food from the Hoboken Dog Association and large pet food chains. I also heard that outdoor dog runs were being hosed down while the dogs were in them during cold days and that the wet dogs sat in their wet outdoor kennels while temperatures were in the thirties.

The SPCA doesn't euthanize their animals. They kill them slowly.........On their site, they whine they receive no money from the state, yet they charge $250 adoption fees for unspayed or unneutered dogs? Liberty charges $95 for male dogs and $115 for females. All dogs are either neutered or spayed prior to adoption.

Because they are housed in runs, dogs are very visible. If this is how they were treated, I shdduer to think what life is like for the cats at the SPCA.

I recommended to these folks that they either write a letter to the local media or have me ghost one for them. However, the anonymous tip has done the trick.

I have criticized Joe Frank in the past, so I was pleasantly gratified at the role he played in exposing the SPCA. Thanks to his persistence, the SPCA will have to clean up their act - in more ways than one.

They - and those who stand by them - must realize that Hudson County residents will no longer tolerate a banana republic. (Those who grew up here know what I am talking about.)

unfortunately it's not about curses. The world is full of horrible stories. So the area dosen't justify a curse. It only justifies that area now has a heavy concentration of AZZHOLES who feel that they can hurt the weak.

Man oh man do I hope that these stories are exaggerated. I don't think that there is a hell hot enough----- or large enough------- to hold anyone who participates in animal cruelty. SHAME ON YOU!!!!!!!!!!

I was reading about that area in some online histories of Jersey City.

I think that's a few blocks from where the Dutch massacred a bunch of Indians in 1643 (including tearing babies from their mothers' arms and hacking them to bits) and also a few blocks from where people who were enslaved were buried when they died.

And now I guess it's a place where people are mean to a bunch of harmless animals.

Of course, it's superstitious to believe in curses, but that's an area with some pretty horrifying coincidences.

Animal control officers removed three dogs from a Jersey City animal shelter last week and say they plan to cite the facility for leaving the dogs freezing in filth.

The Johnston Avenue shelter, run by the Hudson County District Society for the Prevention of Cruelty to Animals (SPCA), was a target of two surprise inspections over the last two weeks by the Jersey City Health Department and Division of Animal Control, officials said.

The building was unheated and filthy, and some of the animals were malnourished, said Joe Frank, the city's animal control officer.

"There had to be at least a week's accumulation (of feces) in the outdoor runs," Frank said, adding that on a Jan. 4 visit, he recorded a freezing temperature of 31 degrees, well below the required 55 degrees.

The inspection was prompted by an anonymous complaint the day before, he said, and was followed up with another visit on Wednesday, when the dogs were still in unsanitary conditions and were removed.

The dogs - a black lab-mix, Stormy, a white pit bull, Ice Berg, and a black pit bull, Cody - were brought to the Liberty Humane Society's shelter, across from the Liberty Science Center.

Zoe Carbajales, who has been managing the shelter for less than a year, wouldn't comment on the specific allegations, but said she and her staff treat the animals well.

"I would not do anything deliberately to hurt my animals," she said. "These are my babies."

Carbajales said she would challenge the inspections in court because they were conducted without warning. The inspectors came in the morning before shelter workers had started cleaning the facility, she said.

The Hudson County District SPCA, which is completely funded by donations, has contracts to pick up animals in Union City and North Bergen, but it's not allowed to pick up strays in Jersey City. The city's Animal Control takes strays to the Liberty Humane Society's shelter.

Frank said he is still investigating and expects to cite the shelter for numerous violations. Once the SPCA cleans up the dirty areas and shows the city proof that it has a licensed veterinarian and a disease control program, the dogs will be returned, he said.

City health officer Bob Vogt, who also inspected the facility, said he expects to issue citations as well.
